A Dogberry Postmaster. There Is a village postmaster in Alabama who bas an exalted idea of his duties. He seems to consider himself the lawful depository of netgh- borhood secrets, with the right, conveyed by bis commission, to pry into everybody's affairs. A citizen of the little town, tu a letter to the Postmaster General, complains that a postal card matted by him had been held by the post- master because the latter could not read the contents. The writer had used telegraphic characters tn his communication and the post- master could not undsrstand them. He at once concluded that there was something wrong afoot, else the writer would have employed the English language. He refused to forward the Postal card through the mails for the reason that he could not read it. The appeal of the injured citizen to the department was promptiy answered by a letter of instruction to the would-be censor of the Alabama village advis- ing him of his proper duties. A New Kink in the Albany Saarl. It ts true the pre sidins officer overruled it, but tne action of the democrats yesterday 1n maintaining thetr po- sition shows that they do not regard this de- cision as final. The only place where it can b2 brought up in future {3 in the U, S. Senate. The federal law requires that 1f no person r Ceives a majority of votes for U. S. Senator “on’ the first day, the joint assembly snali meet at twelve o'clock, meridian, of each succeeding Gay during the session of the legislature, and Shall take at least one vote, uatil a Senator 13 elected.” In the ballots of Saturday there wa3 present just one-half of the senate and a majority of the assembly, making a major- ity of the membership of both souses; but the democrats malataia that there should be a majority of each house present in order to have legal baliot. The law requtring the two houses of a legislature to meet {0 jofat assem- bly for the election of a Senator says that “ the person who receives a majority of all the votes of the joint assembly, a majority of all the members elected to both houses being present and voting, shall be declared duly elected.” ‘The credentials of the two Senators who shall be elected from New York must be submitted to aSenate having a democratic majority, in consequence of the two New York vacancies, Should the present legisiature Ml these vacan- ctes, the admission of the two mon choasn to Seats In the Senate, next Decembar, wou!d tm- nediately give control of that body to the re- pubdlicans. In exercising its right t8 pass upon the qualifications and election of its m2mbvers. the Senate could take cognizance of the point how raised by the democrats in the New York legislature, viz: that a there was not a quorum Cf the senate present and yotng on one day the ballots taken on that day were fllegal; and, that the joint assembiy not having, oa that Gay, taken 8 ballot, in the meantng of the hw requiring “at least one ballot” to be taken daly, all subsequent proceedings of the joint assembly in connection with the election of San- Stors became illegal While the language of the law, in regard to a majority of “both houses,” may seem plain enouzh to the general reader, past experience shows that wuere a Partisan point is to be gatned, much can be made out of @ strained constraction, One of the democrats at Albany yesterday cast his Vote under protest, aileging that che proceed- ings were illegal; but whether thls persistentey means that the point of order ratsed is in- t:nded as the basis of a contest in the Uaited States Senate or not, has not yet been developed Ex-Senator Covkling is reporied as agreeing with the democratic view of the law's reqatre- ments as to a majority of “both houses,” but, as arule, the republicans maintain that a major- ity of the entire membersulp of both houses, witbout regard t6 how many of each house may be present, 1s what the law requires. ‘The storm last night played havoc with the ehade trees of the city, and more especially with the young thrifty trees that have made such large growth this season.
