THE EVENING STAR. WASHINGTON THURSDAY.. May 26, IS8I. CROSBY 8. NOYES......Editer, a ‘The Pvenira Star has a regular, perma- nent.benn fide dally circulation more than treble that of any ether daily paper pub- lished in Washington, and equal to that of all the other daily papers here added together. Tu Stax office is connected with the Telephoze Exchange Advertisements, orders for the paper by mail and otherwise, news, or any information oF business can be sent day or night, free of charge. Pereons leaving the city for the summer can have ‘Tue Stu mai'ed to them, postpaid, for fifty cents per month, and the sddress changed as often a8 desired. The Double Sheet—To Advertisers, Owing to the large increase in advertising and circulation of the enlarged edition of Tax Stae on Saturday, advertisers are earnestly requested to send in their orders early to in- sure insertion and proper Classification. The number of new advertisements printed In May 1s already 1. ‘The Dead-lock at Albany. £ven Vice-President Arthur virtually admits that the suport of Conkling has fallen very far short of what was expected. Up to the Ume of Mr. Conkling’s arrival at Albany his friends were confident that not less than sixty Of the 106 republican members of the legisla- ture would readily and promptly sign the call foracaucus. Two days of constant work of threatening and pleading on the part of the Stalwarts failed to obtain the fifty-four sig- matures which are absolutely necessary in order to give the call for a caucus any show of validity or autherity. Less than fitty-four isa molnority of the republican membersnip, and, under the circumstances, a minority call would be equivalent toa confession of defeat in ad- vance of the fight. The reliance of the Conkiing men has been placed, from the very first, upon the caucus. They counted upon a stalwart majority to calla caucus, and upon finally forcing some of the weaker of the “half breeds” to take partin the caucus proceedings by denouncing as rebels all who refused to obey the “ party’ orders. Uponthe caucus depeads Conkling’s success, unless he can succsed in getting the demeccratic vote. There are 169 members of tne legislature, of whom fifty-four are demo- crats. The most reltable reports up to this morning conceded to Conkling about forty Signatures to bis caucus call. will re quire eighty-one votes to elect a Senator and this could be easfly accomplished by a unton of the stalwarts and democrats; but the dem- | oerats are divided Into Tammany and anti- Tammany factions, which generally antag onize each other, and this presents another diffieulty. An arrangement with John Kelly to give Conkling the Tammany democrats Would be lkely to drive the anti-Tammany- ites over to the other side and vive versa, Everything points to a dead-lock that may continue for some time. The stalwarts will, im the legislature, support Conkling and Platt; the administration republicans will have two candidates, and the democrats will, no doubt, agree upon two candidates for whom they will vote. This triangular fight Will be kept up by dally ballotings for some Ume, perhaps, and the result wil be decided by the negotiations and dickerings that will go on during the balloting. The resignations of Messrs. Conkling and Platt and thetr contest for re-election have 80 filed the publfe mind that the star route scan- dal has been overshadowed; but it 1s not for- gotten, especiatly in the Post Ofice department. ‘The investigation goes right along just the same as if Mr. Conkling had not resigned, and an cccasional order from the Postmaster Gen- eral shows where another leak of public money has been discovered and stopped. The p2ople of this country are confidently expecting a complete exposure of the starroute ring and its frauds, to be followed by the proper punish- ment of the gullty. Other matters may occupy the public mind for a time but the star route Hing ts eti!l held in remembrance. —————~e—__. The crusty and municipal elections take place in Virginla to-day. but the result will have very little if any Dearing upon the No- vember contest. All the counties will elect Clerks of the county aud clreutt courts, mazis- trates end road supervisors, and the cities aid towns will elect local boards of councilmen Democratic and readjuster tickets are being Tun against each other in a few of the counties, but local preferences and prejadices generally prevail, aud the indications are that neither party will bave anything in the nature ofa decisive victory to point to and brag over. ee We have a number of communications com- mending the police authorities for undertaxing tosuppress the nolsy nulsance of the street venders. INTEREST PAYABLE SEMI-ANNUALLY IN NEW YORK, [8 GOLD, ON JANUARY 1 AND JOLY 1. THE CHICAGO, MILWAUKEE AND ST. PAUL BAILWAY OOMPaNY at the beginning of the current year owned and operated about 3,709 miles To further complete and cnso‘idite i's system, snd especially the Southwestern portion of the fame, the Company has acquired a number of c n- necting lines in the state of Io and is constrocting a line of rai and Marion across the state of Iows to Council Binfls, opposite Omaha, with branches into braska and Dakota, including three brigge1 across the Missouri and Mississippi rivers. means for those purposes the Compauy ha d-ter- mined to issue its bonds secured by frst mortgaze at'the rate of $20,000 PER MILE OF OOM- PLETED AND EQUIPPES ROAD, and further igeues for three bridges. and for additional rolling stock when required by ths increatei trafic of the ‘Company; and in case it becomes requisi'e by in- creased traffic the Company may double track the ne at not to exceed an additional hypothecation of 88,000 a mile. ‘The deed of trust to the Farm- ers’ Loan and Trust Company STRINGENILY prevides that NO BONDS OAN BE ISSUED ex- ceptforthe aforenamed purposes WHEN ACTIU- ALLY AOCOMPLISHED. The Ospital Stock of the Chicago, Miiwaukee and St. Paul Railway Company is— In preferred stock. In common share Making together....... During the entire existence of this Compan: idends of 7 per cent per annum on the preferred stock have been paid, and from time wo time diy- idends on the common stock, which 1a! 1879 amounted to 6 per cent while for 1480 7 par cent were paid upon the common stock. ‘The gross earnings for the year endiog Decsmter 81, 1380, amounted to. After deducting op and in Dak ta, ay from Dubuque oe 25,404,231 - $13, 086,118.61 There were left, net earninis. . And after payirg interest on the total bonded debt there remained a profit for the year of 82,749,- 607.45, from which deducting the dividend of 7 per cent on both classes of stock, $1,916 612.08, leaves a balance of net profits $802,995.37, which, to gether with the surplus of former years, leaves an undivded balance of income of 83,369, 977.13. ‘The rolling stock of the Company at the begin- ning of the year consisted of 425 locomotives ana 15,634 cars of various descriptions. ‘The new system which the Company is now con- structing and for which this issue of bonds is made will make the shortest line from Chicaxo to Omab: and will enable it to eecure a share of the tran continental traffic heretofore mainly controle by the other lines extending cast from Omaha is expected that the superior location of the line by which these bonds are secured and their redemp- tion in gold ccin will make the same an exception- aly desirable investment.
