The frightfal disaster at London, Ontarto, last evening appears to have been the result o: criminal carelessness and recklessne3s soma- where. The sudden collapse and sinking of the steamer proves that it was overloaded, and some of the dispatches describe It a3 an old shell. The hundreds who ventured upon a pleasure trip in the Victoria were, tn all proba- bility, not warned by either the officers or the local steamboat authorities of any danger. To give such warning would be contrary to the Custom of excursions and those who plan and Profit by them. The rule is to get the cheapest boat that can be obtained, and receive a3 many Passengers as buy tickets, regardiess of the condition or capacity of the vessel. Should the Victoria disaster have the effect of causing People who contemplate jotningin river ex- cursions to stop long enough to make proper inquiries about the vessel, its capacity, con- dition, and ihe number of people it 13 to carry, before leaving the shore, thea some good wilt come from this most unfortunate affair. The jaws reguliling the carrylog of passeagers by Steam vessels should be a3 rigidly enforced in excursions as at any other time; but they are not. The change of program, which involved a per- Sonal visit to Albany, is virtually a confession of a weakness that was not apprehended. Within less than two weeks Mr. Conkling’s att tude of indifference has changed to one of anx- fety. Lord Salisbury, the new tory leader in Great Britain, is prompt tn formulating a policy and making an issue, whatever his qualtiications may be for carrying out the policy. He proposes to fight ihe tand bill at every steg, reject It When it reaches the House of Lords, and go before the country on the fssue of unyteldiag tory opno-ition to the measure. By this policy he expects io win over, in the first placa, many Whigs who are extensive land owners and who regard the land Dill as unjust to proprietors. The Duke cf Argyle, for instance, ia counted upon as one of the prominent Mberals who can be won over by this policy. He condemned the land Dill when it was first introduced and de- ciared that he would not support 1% Inthe second place, Lord Salisbury expects to receive the support of a large proportion of the Irish Party who condemn the land bill a3 not liberal enough te tenants. In many of the English constitucictes the Irish voters hold the balauce of power. and this {s a point worth striving for, to say nothing of what might be accomplished in Ireland. —_§_<oo______ The Society for the Prevention of Cruelty to Animals will hold a public meeting to-night at the Congregational church, corner of 10th and G streets.
