Fair Weather To-day and To-mor- row. ‘The chief signal officer furnishes the follow- ing special bulletin to the press: The ba~ Tometer Is highest on the south Atlantic coast and lowest in the Missouri valley. The tem- perature has risen froin three to ten degrees in ihe northwest; elsewhere it has remained nearly stationary. The winds in New id have shfted to southerly. East of the Missts- sippl and in the west gulf states the prevailing winds are southerly and the weather is fair. ‘The indications are that fair weather will pre- Yall in all districts east the Mississippi river to- , and in the middie, south Atlantic and east gut states to-morrow. RANGE OF THE THERMOMETER The following are the readings of the ther- it the Signal Office during the day:— LOCAL NEWS. District Government Affairs, A “DUMPING GROUND” NUISANCB. Health Officer Townshend recently requested the Commissicners to cause asurvey to be mada of equares east of 516 and 547, between N and P and Canal and Delaware avenues, and tha’ por- tion of the pubile highway east of those squares, and that ail persons using the public groun Detween those squares and James’ Creek for rivate purposes be ordered to remove there- om without delay. This isthe polot desig- Bated as a depot for the receipt and shipment of offal, &c., and the health officer says that the proper performance of that service 1s se- yiousiy interfered with by reason of the fi that unwarranted possession of the ground been taken by parties for the purpose of stor- wg. stable manure, <c., creating nulsances for which the offal service is given the credit. “In fact, the place bas become a general dumping ground for foul matter of all kind.” The Commissioners yesterday directed the surveyor of the District to make the necessary surveys as requested. NOTICE TO THE BELT LINE ROAD. ‘The Commissioners to-day notified the presi- dentof the North O Street, Capitol and South Washington Street Railway Company, that complaints have been made of obstructions on Water and 11th streets southwest, made by the workmen engsged In laying their track, to such an extent as to stop ali business on those streets, and that the obstructions must be re- moved at once. The School Memorial to W. W. Sea- on. THE BENEFIT PERFORMANCE TO-MORROW NIGHT. The pupils and ex-pupils of the high school will present the play of Jullus Cvesar at the National Theater to-morrow (Thursday) night. The proceeds of the performanee will be their contribution towards erecting amonument to the late W. W. Seaton, esq., whose name, as a e0-editor of the National Intelligencer, mayor of Wasbington, and prominently a friend of the public schools, is a household word among our older citizens and persons interested in our sSehool system. An entertainment of this ora similar character ts the only way in which the young people can testify their tuterest in the enterprise, and they deserve every encourage- ment for their appreciation of one whose efforts in their behalf antedated their births, and the object forcibly commends itself to our readers. We are informed that the performance will be Much Detter than the average amateur dra- matic efforts: that Miss M. K. Schreiner and Mr. Thi .. Saller have been untuing ta their instruction fn the elocutionary and managerial departments; that the amateur orchestra con- talbs superior musical talent, and that the . “Lawrence Barrett Dramatic Club” has among itg members amateurs of pronounced ability. A Lunatic or a Criminal, VOLUNTARY CONFESSION OF MURDBR. Yesterday afternoon Sergeant Plerce, on duty at the Columbia buildings, on 414 street, while Closing the doors after business hours, was approached by a youtg man who inquired if he Was a | pited States officer, and on replying in the aMirmative, the young man stated that he wished to surrender himself. The officer in- quired the cause, and was informed that his crime was murder. He had killed a man In France, and wished to give himself up. Ser- geant Pierce took him into headquarters, and On being questiened by Major Brock, he stated that he was a native of Bombay, a subject of Great Britato, bis father being a British ollicer, now on duty in the East Indies; that his namé is Jobn Feash Heath, and that his father had Bent him to a medical school at Glasgow, Scot- land, to be educated; that while there he vis- ited France in company with a French student named Fouchet, and while at Monte Carlo, io the south of France, near Conness, they wer2 playing cards, and Fouchet accasei him of cheating, which so en! him that he drew a revolver and shot him. He at once took fligat, and gettlng on an American steamship cane t) this country. This occurred some two m ath3 ago, and since that time there had been two men following him. He was particularly d>- sirous that he should be under the protection of the American government. Major Brock, thinking that he might be somewhat ont of his ight wind, this morning summoued the poliee physicians, and they decided that he wag a fit subject for the insane asylum, aud he was seat over accordingly, where be will remain un {i the facts are ascertained and his father in- formed of his condition. ——_+—_—_- Transfers of Real Estate.
