From all our large citie3 the report comes of malarial disease that Is traced by the sanitary and medica! authorities directiy to the po'son of sewer gas entering dwelling houses from defective plumbing or through want of proper ventilation. Some ofour leading Washington physicians now im cases of disease of this kind make thelr first inquiries in regard to the con dition of the house drainage rather than as to that of the patient. They say that in nine cases ont of ten of malarial diszase they can detect the smell of sewer gas on eritering the premises of the sufferer. This is the talk of medical men everywhere, throughout thecountry. There isa call trom all quarters for legislation calculated to remedy the evil. It is found that either through ignorance of Sanitary laws, or a disposition to “‘scamp” the work, there is a frightful amount of defective plumbing, applied, not only to cheap houses, but to those of an expensive character and where the owners have fondly supposed they were securing model residences. Houses of elaborate design and costly material, and sup- plied with marble wash basins, sfiver-plated faucets and all the outward appearances of good workmanship, prove on examination to be fatally deficient tn barriers against sewer gas. In some cases the soll pipes are too small; in others the castings are defective, or have been broken by settling of the house, Sometmes the “skin plumbing” is manifested In the attempt to make one trap do service for two wash basins. It Is a common practice in the line of cheap plumbing to omit & trap on Une bath, bath overflow, and basin in the bath room, and simply connect the waste pipes from those fixtures below the dip of the trap of the water closet. The effect of this ts to make all these pipes above the trap a reser- volr for the foul gases produced by the decompo- Sition of their soapy Uning. They are also fiiled with the foul air given off by the water closet trap, especially when its contents are agitated bythe discharge of hot water from any of these fixtures. In other instances {t ts found that the tron end of the receiver of the closet issmaller than the endof the lead trap, 80 that there 1s a space at this potat that has not been closeds The putty connections at this point prove defective in many instances. It ts frequently found that piecesof broken drain pipe Lave been inserted by workmen to con- ceal their carelessness in making the breakage; and thus a constant Jeakage of foul matter is goingon under the house to poison the in- mates. Where these earthern pipes are not absolutely broken there is very often a leakage at the joints that is almost as dangerous. The remedy for this unpleasant state of things seems to be the employment of plumbers of known bility, with instructions that no “cheap” plumbing Is to be tolerated in their department of the bullaing, whatever may be Its defects In other respects. Next, it should be made the duty of the health officer to care- fully inspect all Dulldings and pronounce upon thetr sanitary condition, The most effective safeguard against sewer #3 will be the exclusion of all water-closets gd sewer connections from the interior of the puse. In many of our best and most expen- ve modern houses the bath-rooms and water- q@osets ere built on externally, and the old-tasi- joned ewer and basin havedisplaced the hot and cold water Connections in the sleeping rooms. ‘The fact that so practical and cool-headed a Senator as Mr. Blair of New Hampshtre shouid have introduced a resolution favoring an extra session, has served to revive about the Probabitities that a seszioa will be called. It does not appear, however, that any considera- ble number of the republican Senators are pre pared to endorse the extra session project at present, though some of themscem to think that eventually they may have to come to it a8 a means of breaking the dead-lock.
