It is true, they say, that during the year IST4 the commisstoners of the sinklng fund of the District of Columbia deposited with the board of audit.taking a receipt there- for, sewer certificate coupons to the amoupt of $15,580, the ultimate intention of the transter being the conversion {nto 3.65 bonds of the District. ‘The coupons in question were exam- ined by the board of audit and rejected by it prior to aby interference by lexislation of Congress,on the ground that as the sinking fuad was part and parcel of the District govern- ment, that therefore one branch of the govern- Iient was not indebted to the other.
