The announcement made by the Peansylva- nia Rafiroad Company that it has purchased | the Philadelphia, Wilmington and Baltimore 1a Iroad, puts the boot upon the other foot for the time being, and places the Baltimore and | Ohio Company in the predicament of negotiat- Ing for the railway charter lately passed by the Delaware legisiature or of hunting for a new | route upon which to build a line between Bal- Umore and Philadelphia’ The rivalry between the two Interests has now reached such a potat that the general pubite can view the matter | much as the western woman looked at the | struggle between her husband and the bear. No matter which succeeds, everybody else will | be benefited. The fact that one of the rivais controls the present line will compel the other | to build a new one, so that in the end there | will be competition tn the carrying of passen- gtrs and freight where hitherto there has been | & powerful and grasping monopoly. This is all that fs wanted, but, like the Texan's bowle knife in a struggle for Ife and death, tt ts | needed very badly. In one way there ts cause of congratulation that the Wilmington road has passed into the hands of an enterprising corporation like the Penusyivania railroad company. The latter company will no doubt speedily put some or the modern Improvements upon that road so bedly needed. The Boston capitalists wo owned the road ha: no pride whatever in keep- ing !t handsomely and suttably equipped; and the whele concern has been of the shabbies! acd meanest c€.eription possible. Their sole consideration has been how to get the most in- come from their monopoly with the least outlay. The Pennsylvania company will no doubt change all that and bring the road up tothe standard Of the other tines on their admirable system of roads. At the samy time they will be com- pelied to doubie-track the Baltimore « Potomac road, the remataing link in their through Ine, from Washington to New York. Itistrue that the head of the Cabinet comes from New England, but Seeretary Blaine 1s thoroughly a national man. His Statesmanship 1s not bounded by any one Section of the country. He has proved himseif 80 strong a friend of the west that his most en- thustastic support for the Presidency has come from that section. In spite of favorite sons of western states and the most untiring opposl- | tion, Mr. Blaine had nearly the entire west at his back for the Presidential nomination last year. The east made an early request forthe Seeretaryship of the Treasury under the present administration. It brought all of its | forces to bear to back the request. The west carried off the prize without making an active contest for It, by reason of its great and rapidly | growing political power. The south, as well as the east, is compelled to take arear rank. The strong sway !* ouce eld in government | affairs was overthrown by rebellion, and its intluence ts of a negative character.
