The Mistaken Policy of the Banks. The National banks have exhibited a temper | And spirit in thelr opposition to the funding Dill that has reacted against them with such effect as to render their friends in Congress Powerless to do anything for them. There existed in Congress during the early days of the funding bill a sentiment so far friendly to the banks as to feel and express a willingness to give their complaints due consideration, and this feeling assumed tangible shape In the con- templated amenament of the ways and means committee to relieve what the banks termed the Coercive feature of the Dill to some extent. Proposed concession only made the banks more aggressive and more dictatorial, and by tis foolish action they have turned “whatever feeling of consideration there was for them into indignation. Senator Plumb, who is himself president of a national bank, is quoted as saying that the banks have foreed the crisis when it is necessary to determine whgther the banks will run the government or the gov- ernment shall control the banks. A calcula- tion shows that a three per cent bond at par is a better investment than a four per cent at $114; that deducting the $i¢ Premium the Interest would be the same, while the investment in the three per Cent ($100 bond) would be leas by the premium (#14) than In the four per cent. Governor Haw- Kins recognizes the impoverishment of thestate by the war, but he speaks confidently of the ability and the disposition of the People to make some compromise with the creditors of ‘the state upon just and honorable Principies. A settlement of this character would, he says, be beneficial to the state from every potnt of View by re-establishing its credit. The recom- Mendations of the governor can be carried out without any difficulty whatever if the state credit democrats and repubiteans of the legtsla- ture will act together. They comprise fully two-thirds of the lecislature, and as there ts no Partisan advantage to be gained in the settle- ment of the debt the presumption {3 that repub- Hicans and democrats will unite.
