Tne suggestion is made that the fatlure of the sup- ply there is due to the large use of the water in the Bureau of Engraving and Printing and at | the government fish ponds. If the aqueduct water ts to be used for manufacturing pur- poses, fish ponds, big fountains, the watering Of the vast extent of government grounds and gardens, the street parking, the thousands of shade trees, and for the needed profuse sprink- Mpg ot the creat area of the streets and ave- ston, it 13 plain that the supply bext simmer ts going to be terribly Inadequate for household needs In all parts of the city. It ts time the fact was recogaized that the re- quirements for water in Washington are ex- ceptional as indicated above; and this should be borne in mind when It {3 stated that the number of gallons per capita ts targer here than 1n other cities. The grand plan of the capital city, with its fountains, parks, shade trees, shrubberies, lawns, flowers, greenhouses, &c., contemplates a free use of water. ernment bulldings are all planned with a view to profuse use of water. water ts used for manufacturing purposes, and in all of them an uninterrupted flow ts permit- ted day and night all the year round. This drain upon the water supply for government uses 13 Increasing yearly, as new department bulld- ingsare belpg erected. At the same time, from the rapid growth of the city, and the large number of private residences springing up, there 13 a great Increase in the number of water-takers, making a further dratn upon the already inadequate supply. Manifestly if Congress does not take some action this session to mcrease the supply the city will be in a pretty bad way before the year The bill now before Congress to employ the police to stop the waste will fall to afford aby adequate remedy. The police force ts not half large enough to perform its present duties, and it is absurd to think of requiring it in addi- ton to act as water detectives, And if there Were enough policemen to spare for this work, they would be able to effect nothing to the pur- pose. They might be able to detect and correct ‘waste In public houses, hotels, restaurants. «2. Dut it ts out of the question that they should enter private houses on a dally or hourly round of inspection, or that in any way they would be abie to Increase the water supply to any appre- clable extent. The adoption of meters has been suggested, asa remedy, Dut the objections are that 1t 13 Coubdtful if a really effective meter has yet Deen Invented, and. if it had, that the cost of meters would be almost as much as that of Pipes for abundantly increasing the supply from the Potomac. petent authority on the matter, has shown that this Increase of sup) a cost exceedingly small tn proportion to the results. The carrying Gut of this plan wouid be a wise and pro‘itable policy on the part of the com; it its managers took a business like view of the matter, seek to encourage and Increase travel, Instead of driving it away. The quarrel of the Public with the street ratiway compantes {s not en account of the rates of fare, but against the nsuflicient and uncomfortable accommodations now afforded, and this remark applies a3 weil to ‘the other lines as that on Pennsylvania avenue, Oa the score of prices there Is little to complain of, if anything.
