The | Carlisle amendment making the new bonds the only ones recelvable as security for National bank circulation was retatned in the dill, the finance committee being also overruled on this point. The committee's amendments, making the interest payable semt-annually, making the bonds tive twentles Instead of five-tens and mereasing the allowance for the expense of preparing and disposing of the bonds from one- quarter of one per cent to one-half of one per cent were agreed to. The Dill will, no doubt, pass the Senate In the shape that it left the Committee of the Whole, though the advocates ofathree and ahalf per cent Interest will make one more determined effort to carry their point. The iower rate of interest was adopted last evening by a vote 33 to 22, only fifty- Senators votlog, buta num- ber of pairs were announced, and of those Senators not represented in the vote at all, at least half favor the three percent. There are gave fears expressed by those who stand for the higher rate of interest of the impract!- cability of floating a three per cent bond, but inasmuch as a majority of the two houses decide in favor of the latter, nothing but a veto can prevent its being tried. All the argu- ments, presumably, that could be offered in support of a three-and-a-half per cent and against a three per cent bond were submitted before the vote was taken !n the Senate, and therefore there ts n0 earthly reason to suppose that any of the majority stae on this question can be induced to change their minds. Seven teen republicans. four democrats and one in- dependent (Mr. Davis, of IL.) voted for the three-and-a-half per cent interest, while twenty-eight democrats and flve republicans voted for three percent. This would indicate that the sentiment of the repubilean party ts largely in favor of the higher Interest, ana, if that be true, party pressure may be brought to bear on the President to veto the bill on the ground that tt a somewhat risky exper! ment.
