The increase 1 appropriation for public schools, to which you referred, means that no street work shall be done this year. it will be seen that the addi- tional school butidings must be contracted for berore the 1st of September next, and todo this, the sum appropriated for them must be taken from the revenues of this District before any we of them can be used for avy other purposes. n fact all other interests are subordinated to the public schools. The languege attributed to him in the article referred to may have been used, but certainly in no spirit of hostility to the tmauguration business, as will be seen trom the foregoing, bat simply a8 a protest against raising money by canvassing the departinenis when ft could be done otherwise, Major Lockwood was far from being alone in this opinion.
