The effort of the democrats to rally a quorum of their members in the House of Representa- Uves has been one of hard labor, but to out- Siders {t has presented some amusing features. ‘The task was begun prior to the holiday recess, when it became apparent that the republicans Intended to filibuster against the electoral count resolutions. Telegrams urging absent democrats to return immediately have been sent by the score. Some of these messages brought tn the absentees, but many of them had no visible effect. From day to day, the | labor of gathering the democratic quorum tn Washington has gone on, but with discouraging slowness. The urgent appeals at last began to have some effect upon the obdurate absentees, and for a week ortwo past the much-desired quorum has been anxiously expected every day, but the diurnal count of democratic noses in the House would devolop another disappoint- ment. Some of the absentees could be coaxed to Washington, but they could not be kept in thetr seats long enough to do any good. There have been days when the report would show from 149 to 145 democratic members in the city, Duta vote on roll-call would not record more than from 115 to 120. The large majority tho democrats had in the 44th Congress enabled them to go ahead with party measures without regard to absentees. They seem to have got in the habit of leaving their seats unoccupted then, and that habit is still kept up. At the rate of Progress made in collecting thetr quorum so far, there {s not time left to rally tt in this Con- gress. —-re-—___ ‘Too Much of a Good Thing. Oliver and Grow will both be com pelled to withdraw in favor of some repub- | lean acceptable to both wings of the party. In Tennessee Senator Batley has been with- drawn and R. L. Taylor, member of the House of Representatives, is now the democratic can- didate. The republicans are still supporting Mr. Maynard. The few state credit democrats _ who stuck to Bailey until he was forced from the feild yesterday witheld their votes from Taylor. He only needs those 13 votes to be elected. The indications are now more favor. able to the election of Maynard than ever before. He got one democratic vote yesterday. —<\_re-__ The trial of Parnell and other land leaguers has ended in a failure of the jury to agree. ‘This result is not a surprise: t was generally anticipated. The government will no doubt use this fallure to convict through the ordinary channels of justice as an argument in support of the necessity for rigorous coercive measures | tu Ireland. The trial had the effect of quieting agitalion tn Ireland for a time, at least. Re- ports from Dublin to the London'papers are that general peace and quiet prevail at present, but that @ feeling of tasecurity exists because of the apprehension of some hidden danger, which may break forth at apy time.
