As the law now stands Candidates for seats in Parliament must bear all the expenses of an election, tt being condueted under thelr control, government having nothing to do with it. The candidates pay a!! the election officials and count the votes, and under this system running for aseat tn Parttament isa very expensive proceeding. It has been ascertained by experience that the secret Ballot does noi secure the independenec of the voter or prevent bribery and tntimida- Uom. In fact, corruption has prevailed to such anextent in British elections that the Parlfa- mentary candidate ts generally considered a fat Pigeon for everybody to pluck. Not a great while ago a number of members were unseated because, bribery had been so opeuly employed In thetr elections that it could not be ignored, By puttlug the elections under government con- trot and providing, as in this country, the most Stringent penalties against bribery and intim!- dation, tt ts belleved the evil can, at least, partially be remedied. Im Minnesota snd West Virginia the same state of feeling is man- lfested by the minority. In West Virginia the opponents of the successful candidate, Mr. | reconelied, aud they | Camden, refuse to be threaten not only to investigate alleged bri- bery, Duf to form @ coalition with the repub- itcans to defeat Mr. Camden in the legislature. | In Minnesota there ts dissatisfaction at the nomination of Senator McMillan, which makes itself heard in charges of unfair means having been resorted to by his friends. Dut this, as in the cases of the other two states, perhaps, is nothing more than the soreness of defeat giv- ing vent to its disappointment and will end ia that, The dead-locks in Pennsylvania and Temmessee continue, but in regard to the for- mer state the prevailing opiufon of those best- informed Is, that the regular, or Cameron faction, will win in the end. The democratic talnority in the legislature cannot hope, under | any circumstances to elect a Senator who has any leaning to their political prineipies. The next Senate will be tooclosely divided for any~ repuditcan In Pennsylvania to risk the loss of @ Senator to hia party. The object of the democrats is to obtaln such consideration ia the reapportionment of the iegislative and rongresstonal districts of the state as will give thelr party equal advantages with the republi- cans in elections hereafter. The Cameron wing represemts the majority of the republicans tn the legislature, and therefore have they desire if the two houses are organized by caucus decree.
