The people of this country have not, even yet, become educated up to the belief that a “pational debt is a national Diessing,” but while the debt. exists It should be so ordered and arranged that our own people may get as much benefit from it as possible. In the present prosperous condition of the country our Bational debt is but a light burden and it will grow lighter each year, uniess an unwise effort to pay it off too rapidly shall be made, ‘The citizens of a nation should be its creditors rather than foreigners, when that ts practl- cable. The people of this country are glad to invest in U. S. bonds, and they should be given every opportunity to do so. The working Classes would undoubtedly invest their smal! ‘savings !n national bonds If there were any 0° these within their reach. An issue of bonds of ‘small denominations with a low rate of in- terest would gather the savings of the poor and the laboring people into the Treasury because of the absolute security they would Offer. France emerged from one of its darkest periods of financtal depression by means of a popular loan. Congress has theorized upon this subject Dut while confessing the advan- tages and benefits of sucha policy, has never done anything towards Its adoption. In order to avoid any delay through a conilict of projects, or allega- tons of interested motives, no particular plan of improvement has been presented on behalf of the District, but Congress has been simply asked to appropriate the money for the work and have it executed by government engineers; just as all similar work is done OD appropriations in the river and harbor bill. This meets the cordial approval of citizens and residents generally, who after all the years of talk about river improvement want to see something done. But A. Watson and B. Sever- } son object. The measure does not provide for securing the engineering talent of A. Watson and B. Severson, therefore 1t is all wrong, and they want Congress to understand that some corrupt ring is working for Its adoption. They don't know what plan the sovernment en- gineers may decide upon, but whatever it may be they are prepared already to pronounce it a failure. Several bills have been introduced in the | illinois legislature for the regulation of Pull- man palace car charges within the state. While the right of the legislature to limit the rates of this company ts generally conceded, the opinion seems to prevall that there is no purpose, on the part of the authors of these Dills, to pass them. In past legislatures, it ts sald, the introduction of bils of this character has never failed to bring to the state capital certain gentlemen representatives of the Pull- man company who forthwith supplied the law- makers with small-sized card3 entitling them toall the privileges of sleeping cars without any charges whatever.
