Advertisers and newsdealers will please send in thetr orders as early as practicable. A Needed Road. A bill was introduced in the Delaware legis~ lature Tuesday to grant “certain extensions” to the Delaware Western Ratlroad running from Wilming'on to Landenburg, Pa., that !s looked upon as In the interest of a rival road between Baltimore and Philadelphia. It is underatood that the projected new line will start froma point on the Delaware Western Raliroad a few miles outside of Wilmington, and run to the Maryland line when ft will connect with a road from Baltimore. Atthe Wilmington terminus of the road it will run through Wilmington and on up to the Pennsylvanta line, from whence the road wiil be continued on to Philadel- phia. It fs to be hoped the parties behind this bill mean business, and are not operating for speculative purposes, or to compel the present monoply line, the Baltimore, Wilmington, and Philadeiptia road, to come to terms wit them. The traveling publicybetween Washing- ton and New York can never bo fairly dealt With while so important a link In the line as that between Baitimore and Pohiladelpuia ts in the hands of a single company. While this monopoly has control over the connections there can be no such thing as wholesome com- Detion to increase accommodations, and to re- duce fares to what they are north and west of New York city. The fact that a through ticket from Washington to New York costs more than the local fare between the different cities over the whole route serves to show the need for competing lines. We trust that the measure in the Delaware legislature 1s backed by those who mean to build that competing road. —_——_—_<--____ So far as there has been any expression of opwion among the Senators in regard to the proper rate of interest to be fixed in the funding Dill, 1t has been in favor of 3% per cent, and it is quite probable that im that body that rate Will be adcpted. In the House while the three Per cent proposition was adopted in committee Of the whole, the preponderance of tinanctial ability in that body was against it. The greea- backers, who are opposed to a fundthg btil, voted for the low rate of Interest. The only ‘two questions connected with the measure are as to the rate of interest the new bonds are to bear and the time at which they are to mature; but these are very important questions. Our four per cent bonds are now selling at 12% above par, and this Is cited by the advocates of the low rate of interest as sufficient proof that @ three per cent bond will tioat. There are Some abie financiers in the Senate, and in that body the bill will, no doubt, receive the calm consideration ft merits. ‘That the interest of the new bonds can be reduced below that of the lowest existing bonds Js universally admitted, but whether it can stand a reduciion of 25 per cent—from 4 to 3—or not, is the question. The indications are that the Senate inclines to 34 per cent as the safest rate of interes’. —$_—${_{_~--____ Of the new Senators whos? terms will begin on the 4tn of next March twelve have either Deenelecied or have Deen given nominations that are equivalent to election. These twelve are Messrs. Miller, of California; Hawley, of Connecticut; Bayard, of Delaware; Jones, ot Florida; Conger, of Michigan; George, of Missis- Sippl; Cockrell, of Missouri; Fair, of Nevada; Sherman, of Vio; Burcside, of Rhode Island Edmunes, of Vermont, aud Mabone,of Virginia. Of these Messrs. Bayard, Jones, Cockrell, Burn- side and Edmunds will be their owa successors while the other seven will be new Senators. Four of these tncomtug Senators are republi- cans who will take the places of democrats, two are democrats, who will take the places of re- publicans, and one (Mahone) {3 an independent. Of the tweive states that have not yet positively di clared their choice, It 1s pretty gafe to pre- dict that Harrison will be Ube Senator from In- diana, Hale from Malae, and Dawes from Mass- achusetts—two new and one to succeed bimseit. All three are republicans, and one (from [ndi- apa) will succeed a democrat. Tue result in Minnesota, Nebraska, New Jersey, New York, Pennsylvania, Tennessee, Texas, West Virginia and Wisconsin is yet in doubt. Of the last named states six will certaloly elect repupil- cans, two democrats, and one (Tennessee) ts un- certain. ‘The breach tn the impertaitst party of France Caused by the apparent Indifference of Priace Jerome towards the empire, seems to grow Wider. The prince cannot be coaxed or co- erced into harmouy with his party. He will have his own policy and follow it too. He pre- Tencs now that he does not desire to be em- peror; that the height; of his ambition ts to be president of the republic. ‘The truth of the matter ts, that the prince is a shrewder pol!- Uclan than the imperialist leaders. He knows that the sentiment of the people ts hostile to | tne re-establishment of the erapire; that for bim to declare his right to the throne would be to increase the opposition. He has studied the Napoleonic policy of the past, and proposes to cajole the people of France tnto trusting him at the head of the government. Oace the pres- ident, and, no doubt, he believes another coup @etat would make him emperor. The people of France, who are getting aleng wonderfully well under republican rule, will not be likely to put their necks oto a Napoleonic yoke again in a hurry. —————<e __ It was only @ question of me when the several telegraph companles tn the country would be consolidated, and that time came yes- terday. If the country only had to pay rates suifictent to yield « good profit on the actual stock, telegraph tolls might be as low bere as inany place in Europ, but when bealthy dividends have to be earned on six times that amount there ts little hope for cheap tegrapby. On the other hand about this me an lcrease of rates may be expected. Sa ‘There are at present over 7,000 bills upon the calendar of the House of Representatives, and there remain about seven weeks of life to Con- gress, or just time enough to clear the calen- Gar if an average of 1,000 bills per week could be disposed of. Notwithstanding this state of ‘airs, 126 new Dills have been introduced this week. Is It reasonable to suppose that the {acusbers who are still introducing measures have apy expectation of ever getting them considered?
