In Richmond the death-rate ¢f the colcred population in November was 32.1, and of the white people 11.1. For tue same month the colored death-rate in Boston was 26.5 and the white only 21.6; in Providence. col- ored 343, white only 19.9; In Keokuk, lowa, colored 40.07 white only 5.5, marked contrast. Statistics from the southern towns which have Teported do not exhibit any notable difference in the death-rate of the two races. In Selma, Ala., the colored death rate, In November, was 19.0 aud the white 19.2, while in Austin, Texas, the death-rate of both races was precisely the same—6.5. If the statistics from the country districts in the south could be had, they would noe doubt bear out those of the southern towns ip showing that the colored death-rate does not exceed the whire. Indeed, it 13 prodDubie that in the country the death-rate of the whites ex- ceeds that of the colored people, and It {sa well- known fact that the latter increase far more Tapidly than the whites on the southern plan- tations and farms. The excessive colored death- Fate in the cities ts no doubt due to the fact that most of them are overcrowded with col- ored people; many of them are unable to get employment, and, especially in such severe weather as we have had this winter, exposare, lack of fcod, fuel and clothing, and other hard- Ships of excessive poverty, carry numbers to the grave. It {s not likely that the view attributed to Secretary Evarts in regard to the recent developments touching the disgraceful Hallfax fishery award ls one which will be generally aceepted by the people of this or any other country. According to the published state ments that gentleman holds that “the good name of this government deman‘s that the questions, having once been submitted to arbi- tration and decided, shall be considered as foally disposed of unless Great Britain bersalt see3 reason, in the interest of imparttal justtes, to take the first steps in the maiter of reopen- ing the questions.” We do not see any reason for applying to na- tions a cede of ethics not equally applicable for the government of individuals in private lite, and und-r this rule an houest_ man having been Swindied ina settlement would be debarred, after discovering evidence of that fact, from seeking Justice until the party who committed the fraud should himself coms forward and Offer to make reparation.
