The inaugural message of Mayor Grace, of New York city, is potnted and business-like, and if he will carry out the policy mapped out ‘bis administration will prove a success. He declares his purpose to keep a vigilant eye upon public expenditures and to prevent the payment Of illegal or excessive clalms, one of the means through which the city has been defrauded of millions of dollars. He insists that the depart- ments shall confine thelr disbursements and expenditures to the sums appropriated for them, respectively, and that detictency biils must not be allowed hereafter. He suggests a more effictent street-cleaning system, and points out other improvements that can be made. It 1s probable that no mayor of that city ever entered upon the discharge of his duties under more inauspicious circumstances,or with greater difticulties to confront, but these surroundings are such as to bring out the quailties of the Fight kind of man.
