There can be no question as to the authenticity of the address; 1t was signed by Gen. Manone and pubilshed In toe recog- Bized organ of himseif and his party. There ts not a single word In the document that can be construed into a purpose or desire to unite the | Teadjuster and the republican parties of Vir- ginla, On the contrary, Gen. Mahoae’s strict- ures upon “‘grip-sack republicans”—as he terms them—are as severe as his condemnation of “bourbon-democrats. He classifies both allke as enemies of readjustment and of readjusters, and warns the latter that they will have to fight against the Tepublicans and democrats in the next state | election. The whole tenor of the address is in behalf of a reorganization of the readjuster party with the view of carrying the state elec- ton next fall. That ts thes purpo3e General Mahone bas tn view, and his political course and actions will undoubtedly be shaped so as to aid that purpose. Instead of endeavoring to refute the accepted theory that he and his party are commuttted to a readjus'ment or scal- ing down of the state debt, this address defl- nitely proclaims that as the chief odject of the party and declares that that- object will be rigidly adhered to. In speaking of the duties devolving upon the next legislature tu relation to the debt question, Gen. Mahone asks: ‘Shall @ settlement be enforeed which shail recognize the last dollar Virginia justly owes, and secure to the creditor the certain payment of the highest rate of interest her revenues can meet?” He deciares that this 1s all that should be done or ought to be attempted; and right here fs the polut on which he and als followers differ from the general sentiment of the coun try. The readjusters maintain tnat it is honest for the state to pay as much as she can; that that fs not repudiation. Public sentiment in- Sists that it is wrong for the debtor to deter- mine the extent of hts ability to pay, and to say to the creditors that fs all you shail have. The creditors are not allowed a voice in the settle- ment at all. Public opinion pronounces this policy repudiation, in part, at least, <¢na@ ft fs this that has fixed the taint of repudiation upon the Virginia read- Justers. Gen. Mahone very positively declares that his party intends to abide by this policy and make tt rule the state, if possible. Conse- quently the barrier of alleged repudiation which hitherto is said to have prevented the Teadjusters and repubifcans from coming together has not only not been removed by Gen. Mabone but. on the contrary,he has marked its position more plainly than before. He says in effect torepublicans and to democrats too: “The readjusters believe in and intend to con- tend for an enforced readjustment of the state debt at the hands of the next legislature; if you Wantto join us in the fight, come on.” ‘That ts as far as he goes towards opening the Toad to any new political affiliations. There is undoudtedly a large element of the white population of Virginia =which believes with Gen. Mahone that the state cannot possibly pay all her debt, and that an honest policy moves her to pay as much asshe can. It is quite probable tha: with his ability and power of organization, Gen. Minone can increase his element of strength, bx to do this he must continue his adherence to democracy— to the name, at least. A large majority of the white people of the state believe ta democracy, and should Gen. Mahone cut loos? eatirely from that party and join the repubilcans, he Would be left with but little white support In the state. He knows this, and knows further that his success in his present purpose of buiid- ing up a party that will control the state de- pends upon bis clinging to the name of demo- crat, He has shown aimself to be more l1b2ral than that party in Virginla, it {s true, and he ‘will endeavor gradually to recruit and liberal. ize his readjuster party, no doubt; but he will not yet abandon his right tocall himself a democrat. TBE Stak is rot in the business of Cabinet- making, but we take the liberty of observing that those persons who suppose the chances of Mr. A. W. Campbell being called into the Cabinet of President Garfteld rest entirely on his relationship to the founder of the religious denomination to which the President-elect happens to belong are very much mistaken in their estimate of both the President and Mr. Campbell. So fara3 the endorsements of the presss count for anything, Mr. Campbell is more universally recommended for such a po- ‘sition than any gentleman who has yet been named in that connection. Tnis general aod favorable expression may be, to be sure, due in part to the fact of his long and honorable con- ection -b the press, but not entirely. Where Mr. Campbell ts best known he ts recog- nized a8 a gentleman of very decided ability and accomplishments, and one who ts on that ground alone entitled to the support of his friends. In brief, he is about as well fitted for aCabinet position as any of the gentlemen whose prospective connections with the new administration have been so geserally can- vassed. Then, too, he comes from the southern Section of the country, for which a represeata- ton will be claimed, on the grounds altke of geography and expediency, witn the added advantage of having a record for political Soundimss“and consistency both befoe and after the war, and for loyalty during that period, about which there cannot be any doubt or question. There tg no good reason that we can perceive why a line to Mexico shoulc not be, if economically bulit and well managed, equally successful and profttaple.
