Everybody in Maryland unde the canal is managed to advance t r of a.small circle of smart politicians, ct whom Mr. Gorman fs the Head Center; but at the same time it 1s not easy to prove that the disas- trous condition of canal affairs existing when they get control would have been Improved to any greater extent by any other clique of Maryland poifticians. From the fact that the state 1s the owner of a majority 0 capital stock of the canal, it necessarily happens that its management falls into the hands of the governing men of the political party predom!- Ttis thus iaevitavly used as @ political machine, and the private stock- holders bave small show for expecting aay business returns from an investment managed tn this way. Jani The people of St. Louts are raising money for the construction of a narrow-gauge system of railway to relieve the city of vay Gould’s mon- opoly. For several years past a narrow-gauge Toad has been in operation betiver Louis and Cairo, and it has proved a suteoss. The Proposition now 1s to extend thls road from Cairo to Texarkana, on the borders of Arkansas and Texas. Tuere isa line of ratiway, of the same gauge, now under way between Texark- ana and Waco, Texas. and from the latter Point the purpose fs to extend the system to the Rio Grande, and subsequently into Mexteo. Upwards cf a million dollars have been sab- seribed tn St. Louis to carry on this usdertak- ing, and a syndicate has been formed in New York for the same purpose. The cream of the trade of St. Louts comes from the southwest, and every line of rallway peaetrating that sec- tion, with the exception of one uncompleted route, is now owned by Gould. Merchants and Property owners of St. Louis seein to have awakened to a realizing sense of the power this mab holds over them, and they are destrous of escaping from his clutches, even by a narrow- gauge route. ‘The city of Memphis surrender: and abandoned its corporate existence to es- cape the payment of an enormous municipal debt that had been accumulating for years. ‘The holders of the city bonds brought suit, and the lower courts decided that in changing its ebaracter the city had not escaped tts devt. But now the federal Supreme Court has re- versed this decision, holding, in effect, that the Security of a clty bondholder terminates with the life of the corporation which incurred the debt, or rather issued the bonds. In other Words, that when Memphis surrenderei ‘ts charter {t got rid of its responstility for the debts of the incorporated city, thus leav- Ing the bendholders without recourse except as Judgment creditors of a defunct corporation, ‘The Supreme Court held that the public works and butidings of the city, or taxing district, ag it now Is,are not Mable for attachment for debt; nor can the private property be reacued except by taxation, which must be levied by legislative authority, and not judictal The lower court had appointed a receiver to adain- ister on the effects of the bankrupt city, in the interest of the bondholdsrs, but the Suprene decision, cancelled this appoint- ‘There appears to be to this country a grow ing dependence upon legislation to correct evils or abuses cf which the public complain. It @ Teal or imaginary grievance exists in acity the aldermen are appealed to for retief; if in a state, the legislature 1s urged to enact laws that will remove the cause of complaint, aad If in the nation, Congress 1s called upon to put an end to the troubie by putting more laws upon the statute books. The history of nations proves that peoples have suffered trom too much government, not from too little. ‘The impotency of legislation to correct abuses is as demonstrable as the simplest prob- Jem that was ever proposed. Over-legisiation inevitably does harm; no legislation, if 1t does BO good, canuot do harm. Congress has been severely criticised for taking a holiday recess, on the ground that it would not have tinue enact as much legislation as the country needs. ‘There is no cause for uneasiness on this ac- count. All the legislation required by the country can be enacted before the 4th of March, and, as the country ts in a prosperous condition, we can get along with very little. —<+e--__ ‘The Baltimore and Obto Rallroad company geem reaily to mean business In their profes- sions of a disposition to compete actively with Other lines in accommodating th epublic. Fol- lowing upon the announcement that they have triumphed tn their contest with the Pullman sleeper monopoly, it ts stated that they propose putting dining cars on thetr lines, and have * some already nearly completed at the Mount Clare works, The pattern of car adopted is about fifty-two feet in length and will seat Ubirty-two guests at eight tables. The admir- able system of dining cars on the Burlington and Quincy road, between Chicago and Omaha, has shown how much the comfort of passen- gers can be increased In this way, under proper management; and no doubi the Baltimore and | Obio road will find the adoption of tuts feature @ strong bid for pubile favor. ei ‘The clan Cameron still rules tn Pennsylvania, despite all the talk about its waning power. Mr. Grow has many elements of strength, and some of his friends seem to have believed that he could win the Senatorshtp on his own merits; but the result has shown that no man can rise there who does not wear the Cameron plaid. There has been the same sort of talk in New York about electing an anti-Conkling U. S. Senator, and it ts probably quite a3 idle. Mr. Conkling’s seat in the dictatorship of New York 1s quite as firm as that of Simon Cameron in Pennsylvania, and he will name the man to be elected U. S. Senator quite certainly. —_$$<+e=—_____ ‘The latest novelty in the way of pastime among fashionable New York ladies ts fencing. it “took” as soon as introduced and no first- class family of the metropolis is now complete, in all its appointments, without a fencing-master. The genius who origl- nated the idea of convincing the ladies that a skilful use of the foils should be added to their accomplishments, argues that the exercise develops the chest and muscles gives steadiness to the nerves, quickeas the Dlood and in other ways confers benefit. If this fashion becomes so general that ladle: grow proficient in the use of the folls—and therefore of swords—maybe after awhile it will be reported instead of breach of promise suits ‘Ubat Miss So-and-so “pinked” the masculine fender. ———~—___ ‘The most sensible criticism yet made by an English j: urnal upon the war in Transvaal 13 that the British government has had it within its power at any time during the past three years to secure peace by making just conces- sionstothe Boers. This :sthe plain trath. ‘The people who have confronted triais and dan- gers for over two centuries in establishing homes and property find themselves tnreatesed and oppressed at this late day by the natioa ‘that boasts itaelf to be civilization par excet- dence. Great Britain can conquer and destroy the Boers, it is true, but the latter will ight ‘with the desperation of men striking for their homes, and the conquest will cost a mint of money, [PSHOLSTERY IN, ALL ITS BRANOHES, Mattresses remade, moth exterminated in Furniture by euper-heated steam. at lowest Prices, DONT FAIL TO EXAMINE OUR STOOK aT THR REDUCED PRICES IN RED.
