THE EVENING STAR. DOUBLE SHEET. Nhat = TNars IN, December [%, 1880. CROSBY 8. NOYES. SATURD. itor. ‘The Evening Star has a reguinr, perna- nent, bona fide daily circulation more than donble that of any other daily paper pub- lished in Washington, and equal to that ef all the other dally papers here added to- acther. ‘Tae STAR office is connected with the Telephone Exchange. Advertisements, orders for the paper by mail and otherwise, news, or any information or business can be sent day or night, free of charge. Outrageous School Punishments. If the statements, (elsewhere) in the case of Une punishment of the little school-girl, Minnie Beall, by confthement in the “sweat-box” botler room, are one halftrue, the matter fs one that needs prompt investigation by the District authorities; and the examination should not be confided, either, to those disposed to whitewash the outra: ‘The report ts that this little girl, eleven years old, was sent home on Monday by her teacher for a concert ticket, or the price of it; was detained at home by her mother. and on her return to school next day was puntshed by imprisonment In the dark, hot, botler room of the schoo! dullding, and was made sick In conse- quence. We repeat that If this report 13 sub stantiated. the matter must not be allowed to rest, nor the examination be slurred over. We have more than once had occasion to denounce the fantastic, barbarous, out-of-the-way modes of punishment invented by teachers or school authorities, and whtch are sometimes, as in this case, dangerously cruel, as threatening the rea- sen as well as the general health of the victim. | Children have been thrown Into spasms, idiocy and mania by confinement in dark rooms, with- out the added sweat-box horror. Another feature of the enquiry In this case should be in regard to the concert ticket matter. We supposed that the objectionable practice of employing the school children tn peddling show tiekets had been broken up, in accordance with the positive expression of public opinion that it should be. It 1s evident that there {s nead for a pretty searching enquiry in regard to school modes, rules and punishments. Our school teachers are a hard-working, Class, and we bave no doubt their patience ts greatly tried by unruly children, but it is one Of the requirements of fitness for their respon- | sible position that they shall posse-s a degree of self-control and good judgment that will save t n from inflicting hasty and dangerous punishments In the heat of passion. | The le: Tammany organ of New York city proposes an Investigation of the Morey lat- ter forgery by the House of Representatives, and sugg?sts that either Representative s, Cox or Fernando Wood call for a committee that purpose. It is said the calendar of the court before which the Indictments against the alleged forgers are pending, ts so overcrowded that ther no prospect whatever of an early trial of these parties. The “law's delay” ts gen- eraily beneficial to the aceused, and no doubt ft will be taken advantage of in this case. Gen. Garfield, the victim of the forged letter, Was amember of the present House, and the Speaker, Mr. Randail, s one of the persons who endorsed the letter as genuine. Mr. Hewitt, an ex-mer nd member-elect of the House, 13 also cons! connected with the affair, whik h ait a dozen members of the Bational democra' committee which sent the | letter bro: over the conntry, are also members of this Congress. It, therefore, con- cerns the honor of the House to asceriain whether or net any or its members have at- tempted to injure a brother member by means of a forged letter. It is more than probable that the h could be brought fo ligat by an earnest active committee of the House, com- posed of an equal number of democrats and Fepublicans with one greenb. upon tt to | hold and exercise the balance of power. | The large majority of democrats really anxious to learn the trath about the Morey letter affair. They want to know whether or not prominent members of the national committee conntved at a forgery. If any members of the national committee were parties tg the Morey letter conspiracy, they be- loag to what is called the “Tilden clique,” and they will be hunted out with as much zeal by the anti-Tilden democrats as by the republt- cans. The Morey letter forgery has become a Batioual scandal, and its exposure affords a fine fleld for an investigating committee, which Would do its work thoroughly. | —— { ‘The New York Star matntatns that its story | about the Conkling-Sprague afiiavits, pro- | cured by a detective in Tilden’s employ, 3 true, and professes to have obtained confirmatory evidence of the existence of these documents This “further information,” which that pager professes to have recelved, however, is not given tn its columns. It publishes an interview | with Mr. E. BS Dickinson, secretary of the na- | {onal democratic committee and a nephew-in- law (therefore confidential political friend) of Mr. Tilden. Throughout this Interview Mr. Dickinson ts evasive, but the only expression with which he fs credited, implying any knowl- edge of the affair fs in the words, “the affidavits are not in my possession.” He also declares tha’ if they were ever in the possession of the com- mittee he was not aware of it. This dsclarat on coincides with the statements of the severe] members of the national committee who are in Washington, who, when interviewed by one of pains-taking | HOLIDAY GOODS.
