4 THE EVENING STAR. WASHINGTON, ‘TUESDAY ............ December 7, 1890, CROSBY 8. NOYES......Editor, ‘The Evening Star has a reguiar, perma- nent, bona fide dally circulation more than doable t of any other dnily paper pub- lished ia Washington, and equal to that of alt the other daily papers here added to xe ‘Tux STAR cffice is connected with the Telephone Exchange. Advertisements, orders for the paper mai! and otherwise, news,or any information or business can be cent day or night, free of charke. For the excellent manner in which the streets of Washington are paved the District Commissioners cannot be praised too highly, So far as the work done under the present board ts concerned, Washington is probably tac best paved eity tn the world, and the members of that body should recetve eredit accordingly. Bat, tn looking so carefully and effectively after the carriage ways, have they not lost sight of the foot-walks, and especially those on the principal thoroughfares? Do the latter bear, as they should, a fair comparison with the former? And if not, should they not be kept in 2s good condition, both relatively and in fact, as the middie of the streets? Yet that they are not so kept is unfortunately too Plainly to be seen by every one, and on every and. Asa rule, the sidewalks on some of the most important and most freqnentiy used streets and avenues would be discreditadls to 4 reasonably progressive country village. This snously true of that popular prome- fect, there are few {f there fs any the world. In front of some oi the and most profitable basiness blocks eo that street th foot-wa King state,—a condition that 1s y unpleasant and uncomfortable to pedestrians. but tn some cases even danger ‘There ts really vo excnse for tht 1 {t should not be allowed to exist. all Well enough to have the car: ways hetr kind; but where one person uses le at least twenty go on foot; and surely 'y of this larger portion o} t humble and uncomplaining ough 1% may be, fs entitled to some cousid- eration. And while they are about !t, {t might also be woll for the board to inquire whether the time has not gone by for the use of brick as paving material for sidewalks on the leading business | streets of this city, andvvhether broad and wel! jolned Mag-s'ones should not alone be used for that purpose. In many other citles no larger than Washington, and not nearly as Deautitul rule obtains, and {6 or something akin to it certainly ought to be enforced in some places here,—on the north side of Pennsylvania ave- nua, from the Treasury to the Capitol, for ex- ampie. But, whatever tue material prescribed, certain it fs that a large portion of that much- used thoroughfare ought to be repaired, and at once. Will the Commissioners please give thetr ention to it? ———— Mr. Pullman, of palace car celebrity, told a | hewspaper man some time ago that the best route in the country for his cars ts on the Mae between Was ington and New York. Undoubt- edly this Is true. Indeed 1% {3 probably the most profitable route im the world, to the owners of the cars, and the most expensive to travelers. It has lighter grades, fewer curves, and shorter in distance, than any line we kaow of for which so high an extra rate ts charged for decent car accommodations. For the use for less than nine hours of an tndifferent single sleeping berth and inferior washing accommodations in the morning the passenger is compelled to pay the exorbitant tariff of two dollars; while for the use of a single seat In a day car.on the limited express train, for even / less lime, two doliars and iifty cents 1s exacted, or enough, tm addition to the regular railway fare, to board and lodge a person at a respect able and comfortable hotel for twenty-four hours: Half the price charged tneither case fg as much as ought 10 be asked, and that rate wouid be immensely profitable to the car owners. | allover half {3 clear stealage, for the | of @ very smail ring of ratiway men and | Int. boner a few outside friends. The public wil bave to submit to the imposition, however, until there ig a second road bullt and Opened to travel be tween Baltimore and Philadelphia, so that there may be competing lines all the way be- tween Washington and New York, as there fs now between this city and Baltimore and be tween the poli country will be permanently reduced to area sonat gure. Tobring this about no effort should be spared. If congresstonal action is | needed to supplement private enterprise tn the matter It ought to be given, promptly and cheerfully,—not 10 the form of an appropropri ation, Dut in such iegisiation as would secure the right of way for a mew live at any point re yutred. Congress Is now ready for work, but the lempt made in the Hi the electoral count bill Indicates a dispositic e in political questions that, if pe Rot only retard the real of the sessiom, but will, probably, prevent ac tion upon some important measures.
