THE EVENING STAR. WASHINGTON. TUESDAY... jovember 36, 1880. CROSBY S. NOYES....Editors than double that of eny other daily paper oudlished in Washington, end equal tothe of ali the other daily papers here added to- octher. ‘Tax 8743 office is connected with the Telephone Exchange. Advertisements, orders for the paper by mail an otherwise, news, or any information ‘There is, perhaps, more bluster than defiant determination in the declaration of a few mea that they intend next month to invade the Indian territory with over 6,000 armed men and «stablish themselves In possession of certain lands under the territorial designation of “Okla- homa.” That there Is a project Yo selze upon those lands nobedy can doubt. Adventurers have succeeded tn obtaining capital from some source to fit up an expedition with the avowed purpose of entering and holding Oklahoma. Considerable money has been expended upon the project, and this 1s an inafeation that there is seriousness at the bottom of it. But it is scarcely probable that the men who are directing this enterprise are desperate enough to put into execution thetr threat to maintain themselves In the territory, even against United States troops. They are perhaps counting upon simply a wordy protest from the government against their occupation of the coveted land. They remember the Invasion of the Black fiilis and the feeble opposition the government interposed tothat movement. The Okiahoma expedition will hardiy dare to.level agun at\nele Sam or any representative of his, The discussion, it does seem, ought to be settled without any great difficulty or delay. Ifthe rich lands now called Oklahoma are subject tosettlement, the way to settle them and utilize | them should be opened. If, on the contrary, ilese lands belong to the Indians, or are, under aby sort of treaty, held for them, the government will no doubt protect their rights. The lands are certainly rich, fertile and aluable. In the hands of the whites they would, ina few years, | produce thousands of dollars; but this argument | can be answered by potnting to the milltons of | ich acres which are open to settlement without | sort of question. Why, then, do not the | men who are seeking Oklahoma select land where they can get a clear tltie, ff tt ts land they want? This Is a question that has not been satisfactorily answered. Members of Con- eress have declared, in their places on the floor, their belief that the Oklahoma movement ton- cealed eme that would not bear too much | light. In short, it 1s asserted that If the title of | the Indlans, as tribes, to the lands can be set aside or destroyed, thousands of the choicest s#eres of the Indian Territory would fall into the possession of certain railroads, a3 “land grants.” At the coming sesston of Congress an effort will be made to ascertain who furnisned the large amount of money nevessary to fit up the expedition now threatening the invasion, and to find out other particulars of the move- ment that have been kept secret. The success of the cheap coach system in Philadelphia impels the papers of New York to call out for the introduction of the same ar. rangement tn that city. Cheap coaches would hot only be agreat conventence to the people of New York, but they would also be immensely profitable to their proprietors. Stil!, New York is notso badly off in this respect as Washing- ton. There they have, ip addition to the street cars, Gevated railway lines and one horse coupes. Here there is no choice between the street cars,—which may not go any where near a desired dest!nation,—and two horse carriages, And of course the cost of the latter 1s so great as to place their use beyond the means of most people, whatever their needs or disposition mightbe. What Washington ought to have, and without delay, tsa cheap, quick and con- venient means of transit. If we cannot have the English cab, which perhaps meets the case better than any other vehicle, we ought at least to have light one horse public carriages, both open and Closed. There 1s no sense in usipg and paying for two horses and a heavy carriage when a single animal and llght con- veyance will answer just as well. The large plantations tn the southern states are being rapidly broken up and divided into small farms, and the steady yearly increase in the amount of cotton raised is, to a consider- able extent, due to this improved system of | planting. Between 1560 and 1870, Georgia added 21,220 to the number of her small farms, and itis estimated that within the last tea years farms of this character have doubled In number. These farms are there designated as one-horse, two-horse, four horse farms, and so on, according to the number of horses employed lu working the land. This system of planting is largely engaged in by whites as well as negroes. Very many of them are worked ex- clusiveiy by whites, and statisticians who have devoted considerabie attention to the subject calculate that from one-half to three-fifths of the whole present cotton crop is the product of white labor. The custom tn cotton planting now {s to fertilize the land thoroughly, and this, too, bas had the effect of increasing the amount Of cotton raised. —_~<«--___ The old law which prevented Mr. A. T. Stew- art from being made Secretary of the Treasury under President Grant 1s potnted out as an im- movable obst to the appointment of Mr. Levi P. Morton, whom many of the volunteer Cabinet makers have selected for the same posl- ton under Presideut Garfleld. Mr. Morton is largely engaged tn the banking business, and the law In question expressly forolds the Saere- tary of the Treasury not only from engaging in | commerce, but from belng interested in the purchase or disposal of any public securities of | any state or of the United States. Surprising, isn’t it, how far-seeing those old law-makers | were? —__~+s-___. The demecratie state oMicers of Indiana are | being commended because of their action In ré- | fusing to take advantage of a clerical error | through which one of the Hancock electors | could have been declared elected. In these | days of partisan trickery 1t is well enough, per- haps, to commend officials for dolog thelr duty; but fn connection with this Indiana case one cannot avold wondering whether the Indlana Officers would bave taken the course they did if that one elector could have done Hancock any good.
