The Disintegration of the Solid South. Now that the presidential election ts over and there are no fetters of policy to bind the people of the south together, politically, any longer, questions of governmental policy upon which there are wide differences of opinion are already being discussed. One of these questions has | arisen in Georgia, and tt enters largely into the pending senatorial contest in that state. Ex- Gov. Brown, who was appointed to the seat in the Senate vacated by Gen. Gordon, 13 a cand! date for election by tbe legislature. and he bases his cliim to the office upon the efficiency he exhibited during his short service last ses- sion, In obtaining appropriations for internal improvements. He pointe to the thousatids of dollars that he claims to have influenced the government to expend in Georgia, and promises to continue to obtain ap- Propriations if the state will continue bim in the Senate. His re-election ts opposed by acon- siderable element of the party, largely upon the ground that one of the fundamental principles of democracy Is opposition to liberal appropria- | tions for internal tmprovements; that in pledg- ing bimseif to labor for such appropriations Gov. Brown not only ignores but antogonizes democracy, and therefore should not be recog- nized by that party. This question has spread, in a general way, beyond Georgia, and 13 more or less acitated tn all the southern states. Some of the democratic journais are advising their members of Congress to let political questions alone hereafter, and devote themselves to obtaining govern- Inent aid for the south; other party papers take the position that this is equivalent to an aban- ment of democratic principles and policy, and that {f the men who are entrusted with a matn- tenance of the party's ideas deviate from them in one particular, the whole political fabric | may as wellbe given up. The demand fora rigid adherence to the old party notions is made by the older democrats who fought the party's battles prior to the war, while the new genera- ton, more progressive in spirit, advecates a policy that will help the country move forward. It is upon this line, perhaps that the first divi- sion will come fn the south. ————_-o-—____ It is more than likely that Judge Davis did injustice to Mr. Hewitt in his charge in the Phiip case, for which the latter gentieman ha3 & substantial ground of com, laint The pabite, however, had made up tts mind about Mr. Hew- itt and his connection with that dirty mess be- fore Judge Davis took him tn and. Mr. Hewitt bad long enjoyed a reputation for intelligence | and fairness quite exceptional among politi- cians. Upon this reputation, impelled by a blind Partisan zeal, he seems to have been willing to Dank, even at the risk of losing tt, to ald in bolstering up acharge which, it is hardly too much to say, every man of his standing and op- portunities for judging in the Uaited States Was satisfied Was not only not probable on its face, bat was from every circumstance con- nected With it, a most rascally and transparent fraud. If Mr. Hewitt did not know this when be rushed to its support he must bid adteu to his reputation for intelligence and sagacity. If be did, then good bye to his reputation for fatr- ness. Most people think he has forfeited both. —_—_--___ ‘There is a pressing necessity for taternational legislation on the subject of marriages between residents of different governments or national- ives. In France certain preliminary require- ments must be ob:erved before the marriage ceremony can be performed, bui whena French subject marries outside of his own land these Preliminaries are usually dispensed with. Ye this fact—that in other lands the formatties re- quired fm France were no* observed—has fur- nished the reason, it 1s sald, for the nul on of numerous marriages. The Frenc’ laws hold that these formalities, even outside of Frauce, are €ssential aud when not complied with that the marriage ts egal. Under this construction of the laws, rascals of France are enabled to m- pose upon women of other lands by a marriage Which the man can escape from by simply re- turning to his country. Suca opportunities tor Villainy ought to be prevented by intelligent and plata fnternational legislation In regard to marriages between people of different coun- tries. —_——__-+-___—_ The suggestion of one of the Hancock electors of Missouri tocast the democratic electoral vote for Grant, if republican electors enough to make him President will join in the movement, ts de- ELounced with great indignation in the south. ‘The democratic journals of that section expres preference tor Gartield over Grant, and many of them frapkly admit that of all the republi- cabs they prefer the President-elect. However, there ts no need for any waste of indignation over the Missouri man’s proposition. Neither party ever gave the matter a minute's serlous consideration. A society for political education ts one of the latest things out. It originated in New York city, but will bave branches in all the large efties. It ts non-partisan in character, national In scope, and 1s Intended to aid persons in Studying politics, by recommending text-books and giving advice generally. Tae trouble in this country now 1s that the young men know too much of politics. A society that would ™ more of practical business and less 3 would be something more to the x Democratic Club of Greenville, S. C., tbe members of which are commonly known im that seetfon as the “Greenville Tigers,” re- cenuly adopted a set of resolutions to the effect that they would not employ or deal with any man, colored or white, who votes the repubil- can Ucket. This go demcerats of South Carolina. Tue party organ of the state ounces the club and Its resolu- ton, and says !ts course is a “policy of proserip. | on and ov wry.” — +, It ts all right for the New York Tiraes to pro- pose a pension for ex-prestdents; and {t may ba Well enough to furnish it. not discuss. But how, we should like to know, can any body be expected to follow the advice Of a paper that fs folded a3 the Tis«es peraists 2B dou! itself up? ‘There are in South Carolina 14,652 more fe- males than males. A Texas paper says the South Carolina girls make-good wives, and ad- | Vises @ few thousand of them to emigrate to the lone star state, where the male population pre- dominates and a passably good-looking woman ts certain to geta husband. The Chieago Iner-Ocean 1s getting itself tato a pretty pickle. It has invited all its readers who have positive opinions ou the subject of President Garficld’s Cabinet to wriie them out and send them in for pudlicauon. By and by the editor of that paper will be even eee ae were dead. There is just one drawback vo the he big stories about big winnings on the late elections. Itis that the winning of a certain amount implies ‘that an equal amount was first staked by the Jucky individual. We have heard of sums away ‘up in the thousands being won by fellows who couldn't raise cash enough to buy a breakfast for a terrapin. The Richmond /yeitigencer says that an agreement bas been made between Gen. Ma- hone and the republicans that wil! contro! the Virginia Senator's vote In the Senate. The Tnieligencer 1s the leading republican paper of 13 section, and ts supposed to be informed as ) party affairs.
