As heretofore, Health Officer Townshend fo his annual report deais thoroughly with the mattersin his department, it wifl be seen. The tenor of the report !s encouraging. As the re- cent census shows our District largely increased in population, wealth and industry; so do the records of vital statistics show that we are !m- proving in healthfulness. The mortality records here are declared to be absolutely correct. The figures of population on which we have been basing our death rate during past years are shown to have been too smail; while at the same time it has been established that the estimated population In many other cities has been far above the actual num- ber of inhabitants, and the death rate thereby placed far below tts real standing. Here, the deaths In each one thousand of the tn- habitants has been placed much higher than the fact, and yet our showing has in a large majority of Instances compared most favorably with those flying falsecolors. The comparison has done Injustice to this District, too, in the fact that it bas been made upon a correct record of mortality, while other cities either have no laws for securing’a fall and correct record of deaths, or If they have laws, they are not en- forced. Vartous corrections of evils are noted. but the health officer points out how through the unse- countabte failure of the prosecuting officers in the Criminal Court to prosecate tndictments against parties carrying on asphalt refining nd simntlar nuisances these offenders still hold the fort. The responsibility certainly does not rest upon the health oficer, who has exhausted all his powers for the suppression of these nuis- ances and has alded largely in procuring their Indictment by the grand jury. Dr. Townshend gives deserved attention to the question cf house sewers and defective plumbing. This 1s a matter recetving the attention of medical men, sanitarlans and munfeipal authorides throughout the civilized world just now. The investigations ail go to show that a large proportion of the dises peculiar to cites come from the folson of sewer gas, admitted to dwelling houses through defective plumbing and bad drainage. This fact has been so well established that in many of the most expensive modern houses no waste-pipe connecting with the sewer is allowed to enter the sleeping rooms or even the main building. Bath rooms and water closets are bulit outside the main walls, and many go so far as to exclude water connections from the cbamters, and resort to the old-fashioned ewer and basin. Generally the points made by the health oMicer in behalf of sanitary improvement seem to be sensible and his recommendations judi- lous. ca ee New York Democratic Infelicities. The attacks made upon John Kelly by the ‘Tilden democrats of New York since the late election have stung the Boss into a reply. Kelly is charged with having lost New York state to the democrats by sacrificing Hancock to elect Grace mayor of the city. Kelly retorts with the accusation that the Tildeaites slaugh- tered Hancock, and in support of his charge he calls attention to the significent fact that inthe counties under control of Mr. Tilden’s friends the democratic vote fell off targely. As com- pared with the votetorTiiden in 1576 Hancock's Vote fell off 2485 in Westchester county, where Tidguetfes; in Uister county, where ex-Attor- General Sechooamaker, Tilden’s friend, is ae democratic manager, Hancock's vote fell off 1,772; im Rensselaer county, 1,314; in Monroe county, 2,052, and thus Kelly names all the counties under the special control of Tildenites, and shows the decline Inthe democratic vote. In other counties of the interlor where Tilden’s influence does not control, the Hancock vote in- creased over 1876. This publication of Kelly's, making a distinct charge against the Tilden wing of the party, will intensify the fight be- tween the two factionsof the democracy in New York. It was suspected soon after the nomination of Hancock that the Til- den element in New York was giving him but a cool support, and hence the particular attentions that were pald to Mr. ‘Tilden by the national democratic committee at that time. The Tildenites insisted that Tam- many should be punishe? for tts revolt by keep- ing it outside the party organization, and they intended to enforce that policy, but Kelly by a sharp maneuver got the inside track. He callei a state convention, professedly in the interest of harmony, while Irving hall was hesitating, and from that day he bad the vantage ground. When the anti-Tammany element was com- pelled to yield to the demand of the party and meet Tammany upon equal terms, the Tilden men felt that the bolters were being Monized for not entirely destroying the democratic organi- zation, while those who had remained faithful were crowded to the rear. However the democ- racy may settle this new quarrel that has arisen, the two factions seem to overlook one important fact—that in charging each other with having sold out or betrayed Hancock they are pronouncing the cry of fraud that they have raised as without foundation. If the decreased democratic vote and increased republican vote ta New York be due to the treachery of either Tammany or the Tildenites, then the majority for Garfield ts accounted for, and the tnvestiga- tion proposed by the democrats may as well be a@vandored. —_—_|_~--__ It ts just as well to Jet drop entirely all talk about “counting out” General Garfield by counting the vote of New York for Hancock, Whether it was started by a tew irresponsible disturbers with a view of speculating oa the Muctustions in stocks Ukely to follow the an- Louncement of such an intention, or by dis appointed and disgraced politicians to cover their retreat into obscurity, matters little now. ‘Tae scheme was not at any time encourage} by the better elements of the democratic party, either in New York or elsewhere, and its lead- ing newspapers have not claimed at any time that there ts ground for questioning General Garfleld’s title to the presidency. Moreover, the sentiment of the whole country has been and would continue to be opposed to any suci: agitation. All fair-minded people, of whatever political belief, look upon the matter a3 ho longer open to discussion, or even serious consideration. They realve that keeping it alive can only be productive of harm, so far as its general effects upon the country are con- cerned, while it would not benefit even tempor. arily any minor interest or organization.
