The bugbear which the white people of those states fear is described by them to be “negrorule.” They are afraid that a division of the whites will enable the colored element, by voting together, toobtaln political control in the states, or a number of them, at least. Should the tariff question become a political issue, it would divide the south at once. Louisiana, South Carclina, and perhaps, Georgia, would be likely to favor protection, while nthersof the southern States would vote for free trade. It has long been dis- carded In France, Austria, Prussia and Holland, and for the last ten years has been prohibited im the city of New York. The result has bees 80 satisiactory where tried that nobody thinks of restoring this brutual punishment in the schools. In New York it 1s stated that since the abolition of this mode of punishment there are fewer dis missals from schools for misbehavior and that {t ts found that kindness, asa rule, has greater influence in securing discipline and respect than physical force. In Boston corporal punishment ts kept up in a modified form, but is yet considered so objectionable that the com- mittee upon schools are discussing the question Of its abolition. It certainly seems an incon- sistency that, while we are so tender in regard to whipping robust, hardened criminals, asa mode of punishment, we submit our tender Young children to be Deaten, at the risk of thetr lives, by any quick-tempered teacher. —_____ose- ‘When democracy has fafled to hold its own in Missouri and Kentucky, what could the party expect from the doubtful northern states, In Louisville the republicans came very near elect- Ing a Congressman, and they have carried the Gemocratic city of St. it. Whatever the democrats may do in tuture, it 13 evident they will never place Mr, Barnum at the head Of another campaign. ——_---_____ Even if the democrats succeed in maintaining the organization of the Senate, they lose two of their ablest leaders—Thurman and McDonald. ‘Mr. Bayard will have the privilege ot choosing between the chairmanship of the finance com. ‘taittee and that of the judiciary committee, put be will, no doubt, prefer his present chairman. ‘Ship, and that will place Mr. Gariand, of arx., at the head of the judiciary committee. Senator Harris, of Tenn., will probably prefer to remain at the head of the committee on the District ot Columbia. It is admitted among the democracy that they need leadership more than anything ise, and many of them are hoping that the late Gisasters, while retiring old leaders, wi!l bring forth bew ones with greater energy and ability.
