THE EVENING STAR. WASHINGTON- MONDAY. November 1, 1880. OO CROSBY 8S. NO fhe Evening Star has @ reguiar, perma- ment. bona fide daily circulation more than doubie that of any other daily paver published in Washington, and equal totha ef all the other daily papers here added to- gether. ——————————————— ‘THE Sran office is connected with the Telephone Exchange. Advertisements, orders for the paper Dy mail an otherwise, news, or any information Or business can be sent dsy or night, = ebarwe. To-morrow. As to the presidential election to:morrow, Doth parties are on common ground, as to estimates and calculations. to a certain extent, Viz: that the south with its 138 electoral votes Will be solid for Hancock. The republicans concede this, but no more. They are disposed to claim a solid north forGarfleld. Late advices Indicate that the fight fs so close in the Pactfic states as to render it not improbable tha fornia and possibly Nevada may vote fo This, however, would fall very ta him, combined with the south ew York is the real battle ground ard its vote will, in all probability, settle the Fresiderey. Stnce the Ohio and Indiana elec- ublicans have been claiming New h great confidence, but, vhile they have conducted an aggressive and ible canvass, there are too many demozrats tn fTe state to warrant any republican in feeling atsoiutely easy and comfortable as to the re- fult. The democrats Insist that they need only to bold their party together and bring out their voters to carry the state; that they do not need any reerui's from the republicans. The repubd- lican managers claim that they are sure of thousands of votes that have heretofore been €ast for the democrats; that the ogposition of business men to a change politically, and the fear ot working men of injurious tariff legisla- lon by the democrats, assure the success of the fi They base their claim of a ancock. New upon the but the dem- ch more assured of the latter State than of New York. It Is evident that the democratic leaders will make the best possible fight for New York, and as goes that state so goes the Presiden: ‘The democrats maintain also, that Maine, Hampshire, Connecticut and Indiana are in doubt; which claim the Fepublicans scout as without foun ion. In a the republicans have altogether afidence in the result to-morrow, been several times remarked, this of political surprises, and the apparentiy well-grounded expectations of the republicans may be ag rudely upset to-morrow were those of the democrats prior to the October elections. For one thing, the electtons So far this ear show that each state Is a law to itself in voting. The big repubitcan majority in Vermont bad no perceptible effect on Maine, and the result tn Maine, adverse to the repub- Licans, counted for nothing against them tn Indiana and Obio. It is the turn of the demo- crats now to have the surprise in their favor, but with the probabilities rather against them. Whoever wins, tt fs to be hoped that he may be ected by a majority so large that there may be xo repetition of the feverish contest of 1576, ‘The Next Congress. ‘To-merr ection will determine the polit Ical complexion of the next Congress, but there areso maby very Close districts throughout the country that it isscarcely possible todo more than speculate as to the result. In many of the congressional districts local questions are Paramount tothe political issues and in some, Perscnal questions are made prominent. For instance, in the Louisville (Ky.) district there are two democratic candidates, owing to some Fersonal squabbles in the party, and it ts pos- sible that a republican may be elected, despite the democratic majority of thousands. In the first Minnesota district where there is a repub- Mean majority of 4,000 or ») there are two aepublican candidates owing to hosttilty ia that party to Mr. Dunnell, the sitting memyer, who ts running again, and it is posstble that the Gemocratic candidate may be elected. There are a number of districts in which the freenbackers have fused with one or the cther of the old parties, and should any of these fusion candidates be elected, there ts no way of telling how they would vote politically in the House. The gains made in Ohio and Indiana by the republicans have given them a good s'art towards securing a majority of the next House in the contest to-morrow, an¢ {f the con- tressional fight in every district was being Waged entirely upon political grounds, the chances would be in their favor. As ft stands, half a dozen of the close districts, where per. sonal cr political quarrels have impaired party crganization and led to the candidacy of inde- Pendents, may decide the control of the next House. With regard to the Semite, the out- look is favorable to republican control of that bedy by a very slight majority, perhaps not more than one or two votes, and it is not improbable tuat the vote of the Vice Preatdent May decide all party questions. The loss of a Senator tu Indiana was a serious one to the democrats. The reports trom Nevada seem to be somewhat favorable to the success of Mr. Fair, and that would offset the democratic 1033 im Indiana. The republicans are ciatming that they may carry the legislature 1 ness. owlng to the split in the dem of thal State, and this would almost certainly give them the control of the Senate. The democrats admit that they may lose the govern that State, but insist that the legislature ts saf% that it is certain to be tro‘led by democrats, though some of them will beloag to the low- tax or repudiation i of the party. Still there are two or more democratic candidates for the legislature in a number ot districts, and tiisw the bounds of probability for the States of New York, New and Connecticut the out- is favorable to the election of republicas ot, It 13 necessary thar the republicans should secure a Senator in each Of these States, to succeed the four democrats Tepresenting them in the present Seaate, in €rder to control that body after the fourth of ext srete = Should «=the == democrats keld a Senator tn either of these four States their possession of the S:nate would inmost assured. Democrats claim that they have the better prospect of electing a Majority of the California legislature, bat re- pudlicans pronounce thts absurd. The demo- erats of California have beea working for the legislature and have made an ageeement with the workinginen looking to the election of aU. 8. ator from that state. Tue states not named above which have new Senators next Winter are Delaware, Florida, Maryland, Mass1- chusetts, Michigan, Minnesota, Mississippi, Missourt, Nebraska, Ohto, Rhode Island, Texas, irginfa, West Virginia and Wiseoa. h of these as have not already Senators are too firmly txed either political party or the other io admit of ALY question as to the result Yesterday (Sunday) the people of Switzerland Were culled upon to vote whether or no: a Tevision of the federal constitution should take Place.” The vote taken corresponds to our Presidential election; voting upon ameadmen:s Of the constitution being the only general voting ay throughout that country, a3 the presiden’, Of that republic is elected by congress In Join’ fession. Oa such occasions every yoter must be furnished through a federal officer (usua ly the postman) with @ printed copy of the que tion submitted to the people. In Uke manner the federal government furnishes each voter With a uniform ballot.
