Last weck we gave the admirable report of Lieut. Hoxie to Engineer Commissioner Twin- ing, upon the drainage and sewerage of the District, and to-day present the like valuable re- Port of Lieut.Greene,upon the surtace operations of the District engineering department,—the Work upon the streets, roads, parking, c. Both at home and abroad Lieut. Greene has estab- ane Ushed a high reputation for ability by his lately published books upon the Russian army, and the present report is well calculated to sustain that reputation. He explains clearly all about the different pavements tn use here,—how they are made, and which of them tn the light of ex- perience have proved suitable for the condl- Uons of wear and climate in Washington. The onerous nature of the burden of taxation upon the people of Washington in consequence of the Very smal! population and small revenue to the amount of the streets to be kept up, !s showa. Thus the city has 164 miles of streets improved Or partially improved, in an area of square miles, and for a population of 140,0%, whose total revenues, including that contributed by the general government, amount only to $3,230,000 per annum. ‘There are tn Wash- ington 44 miles of smooth surface pave- ment,—constderably more than exist on the Toadways of all other citles in the world taken together. The large ount of excellent work, economically doue upon the streets and roads of the District, ts certainly creditable to the Board of Commissioners, and especially to Major Twining’s engineering de- Partment. One of the excellent recommendations by Lieut. Greene 1s that in regard to compelling the telegraph compantes to remove all their unsightly poles and to cause their wires to be laid underground. No telegraph pole ts to be seen in London, Paris and other great citles, and there @re to-day more than a thousand miles of un- derground Ines in successful operation in Europe. The expense is somewhat greater than in the system of carrying the wires on Poles, but as justly stated by Lieut. Greene, no question of cost ought to allow the streets and trees + iced to the telegraph lines. ———<——.--___— ‘The Virginia Muddic. The arrangement between the republicans and readjusters of Virginla whereby the former are to support the latter's candi- dates has been consummated, with the sanction of the highest party authority. The republicans have attempted no secresy in regard to their part of the agreement, but, on the contrary, have proclaimed il in the shape Of a pronunciamento from the national com- mittee. The republican state avd executive committees of Virginia have opposed the ailt- ance with the readjuste © om Its inception, and are now using their authority to prevent ts being carried out, even in the face of the address of the national committee. In taking this course the party leaders of the state were Probably looking more to the future than the present interests of the repubitcan organization. ‘They caiculatea, perhaps, upon a union, next Year, with the democratic faction that suffers defeat next Tuesday, which might re-establish republican supremacy tn the state. This, at least, is the view that some members of the state committee have taken, and. they are chagrined at the overthrow of their plans by an enforced alliance with the readjusters, Such an alliance, they say, will disrupt the repub- lican party in the state; that republicans who believe in state credit (funders) will vote with the regular democrats to rebuke the attempt to force them into alliance with the readjusters, and that it will be difficult to reorganize the party hereafter. In the state contest iast year over the debt question, the white republicans generally stood up manfully for state credit and honor, and with the knowledge that a victory next week will strengthen the readjusters for their fight to cut down the state debt next year, they (the white republicans) may deem it good policy to help the regular democrata ‘They will look upon the attempted alliance With readjusters as an abandonment of all effort to carry the state for their own party. and hence feel at Uberty to vote in accordance with their own ideas of what is best for the state. This Is the opinion of some of the ablest republicans of Virginia, and accounts for the Opposition of the state committee to the policy Of the national committee. —<<$—$ <<< ‘The board of revision in St. Louis has stricken from the registration Ustg 11,795 "aiaeg, which makes the ejection Of the democratic ticket in that city alinost a foregone concinston. The Gemocratic majority of the board declared that these nan Were fraudulently registered by t&e republicans, who had concocted a scheme to get control of the city. The republican minority insisted that the names ropresented legitimate voters, and that in striking them from the lists a demoératic scheme to hold pos- Session of the city regardiess of the voters, was being carried out. It was pretty conclusively shown, however, that fraud on an extensive scale was attempted by somebody, but there Was no Way of fixing it upon the guilty party. Scores of voters were registered a3 living in houses that did not exist.
