THE EVENING STAR. WASHINGTON. ‘TUES DAY.. Ss = Neo 19, 1880. __CHosny ss - NOYES Editor. The 1 Evening Star hasa@ regular, perma- ment. bona fide daily circulation more an double that of any other daily paver oublished in Washington, ond equal totha Of all the other daily papers here added to- gether. All of the formal work in the way of uniting the two democratic factions of New York city has now been accomplished, and it only re- maius for the voters to approve the arrange- ment and ratify it at the polls. One of the men named in the Irving Hall list has been agreed upon as the candidate for mayor, and this will probably allay the dissatisfaction that appeared to exist among the antl-Tammanyites. The singular editorial in the New York Svn of yes- terday has been construed as the warning cry Of the Tildenites that they would not submit to any agreement which surrendered everything toTammany. On the faceof things a con- cession has been made tothe anti-Tammany men. One of their friends 1s chosen for mayor, and through the power of this office, no doubt, the Tildenites expect to be able to hold John Kelly ta check. While the compromise arrangement -undoubdtedly Strengthens the democracy In the Empire state, Very much depends upon the spirit which the heretofore rival factions may manifest In sup- Porting the union ticket. It fs plain that the jealously between the leaders of Tammmany and Irving halis still exists, and ff they permit tt to 80 show itself as to extend to their respective followers then will their harmoay be but Scarcely More thana name. The great obstacle toathorough unfon of the democracy in the city has been the fact that the succes3 of Tam- many In securing control of the local patronage Meant the overthrow of Irving bali and the latter's firm grip upon local power meant the destruction of Tammany. This was what delayed the procaedings sc long, and now if the voters of elther faction should suspect that its future would be endangered by the success of the union ticket, they would, no doubt, hurt it, instead of helping it. If the union ticket proves really acceptable to all the city democrats, and they begin at once to mant- fest their satisfaction by working for its suc- cess, then there isto be a hard and close fight Detween the two parties in the fleld for the elec- toral vote of New York. There are evidences that the tariff agitation has caused some alarm among democratic workingmen and mechanics In the state, and unless this can be counter- acted this effect will be felt at the polls. All the efforts of the managers are now betag directed to the overcoming of this feeling of alarm. Tammany’s chiefs are especially active in this direction, and thelr power over the members of that organization 13 very great. ‘The democrats are contemplating a mass meet- ing in New York city, with Mr. Tilden, Mr. John Kelly and Senator-elect Mahone, of Virgiala, in the foreground, to manifest by their presence their feelings of harmoay and brotherly love politically. This meeting will probabiy b2 held early next week, aud it is sald that Mr. Tilden will not only be present but that his astute hand will actively work the political wires in New York from now on and until the election is over. ——__-0+e —___ The Dickering with Mahone. Senator-elect Mahone, of Virginia, 1s, pe haps, surprised at the sudden manner in which he has become not only nationally popular, but Powerful. He has been a prominent man for some years, but now he 1s industriously sought after by both parties. He went to Philadelphia #nd as soon as he had arrived the statesmen began to pour in upon him. Republican leaders hunted for him, but Speaker Randall managed to first get hold of the much-sougit-for Vir- ginian. Even Senator Don Cameron took part im the competition for the ear of Gen. Mahone. The general, so itis given out, has gone or is goirg to New York city to m2et sone of the leading democratic guts and con- fer with them as to the best manner ef maxing Virginia secure for Hanevex. His alltance with either party would mace the result in Virginia a settled question, and heace the anxiety on both sides to see him. Accord ig to the declaration of his organ and of per- sonal friends here, however, the general isa devotea frieud and admirer of Hancock, and the democracy and means to strixe all his biows in that cause. It is given out, however, that be has made alliance with the republicans to the extent of glving them ald in some of the congressional districts of Virginia in return for votes from them for his readjuster electoral ticket. As the result of this understanding, it 1: said the republican national committee will notgnterfere with the Mahone ticket in Vir- ginia, as the state ts not now considered essen- Ual to the success of Garfield, and It 1s hoped by co-operation with Mahone to gain two repub- Mean members of Congress in that state, which Will help materially in enabling the republicans to regain possession of the House. ——<— ‘The rumors from abroad of the contemplated abdication of the Czar of Russia are accom- panied by an occasional detail or circumstance tending towards confirmation. The Czareviteh has now gone to Livadia, at the sum:noas, it is sald, of the Czar, who wishes to consult with Bim tn regard to the question of abdication. ‘The readiness with which the Czarevitch obayed this summons Indicates either that his reported indignation at the marriage of the Czar with the Princess Dolgorouki was short-lived or that he Is willing to aban?on it and exen approve, forthe sake of stepping up to the imperial throne. The man question with the Princess 4s to secure a legitimate station and rank for her children, born before her marriage. She Baturally desires that they shall be recogaizod 43 princes of the royal blood and take rank next to the grand dukes. The Czarevitch must, It Seems, consent to sch an arrangement before itcan be consummated. It 1s more than proo- able that the Czar is betng persuaded to abii- cate by his new but not young wife, who 1s naturally more anxious for her children than for anybody ¢lse. She exerts her influence to induce the Czar to exchange his life lease upon the throne for rank aud station for her child- ren. The Czareviten 1s willing to yield consent to establish the legitimacy of his half-brothers, Provided he gets the crown at once. Thus it appears that this woman Is now directing the affairs, and perhaps the destinies of the great Russian empire. ——~-_____ By reason of the position assumed tn his cor- respondence with Secretary Sherman, a3 pub- Ushed in yesterday’s Srax, it s altogether likely that Senator Hampton will attach to himself a Uttle clique.of foolish people in his owa state, and possibly in a few other localittes, but on the other band he 13 certain to fall in the esteem of the best elements of society throughout the whole country, and in the rest of the world as Well. The time for such bombastic nonsense as telling a victorious opponent In a contest of any kind where a letter will reach a worsted par- Uelpant has gone by. That sort of thing went Out with the introduction of the pubtic school system, and with the disappearance of the tour- pament as 4 serious means of Interesting grown up people. oe Against the story that national banks are not profitable comes the fact that anew bank to work under the national banking act has been organized in Cinctonatt with a pald up Capital of $1,000,009. The stockholders are all active and generally wealthy business men of Cincinnati who were, as they say, “encouraged in this movement by the aealthy dividends the other similar institutions im the city had de- clared.” ‘The fact that the famous trotting horse st. To the Democracy of the District of Columbia, and to all good people of whatever party, who desire to sce the Union fully restored and perfect peace and prosperity again take the place of sectional hate. Peace and prosperity can only come by the election of the Democratic candi- date to the Presidency. We, the signed Finance com.nittee, ap ointed by the National Democratic committee for the Di-trict of Columbia, call upon all peopie who desire the election of Gen. Hamveck, to aid us 10 the extent of thelr ability, by giving such sume as they can spare. The Radical party, as represented by their Na- tional Congressional committees, Tecownizing the desperation of thelr caure have exais seecses their thousands of Government oflicials for au ad- ditional one per cent. of their salaries. The battle for the Presidency is yet to be fousht, and although fhe Party in power lias had a fund of several mil- lions of dollazs, they are bankrupt now, as is shown by their new ‘arsesement and demands for more oney, Let us meet this, in a measure, by giving in this District what we can spare, and let us make aneffort, and agreat one, to spare a good deal. Let all who are interested in good government, therefore, give what they can. Any sun, from @i up, will be received by cither of the undersigned and forwarded to the National Democratic commit- tee, to be placed where it will be most needed. The Conservative and Liberal Kepublicans, who sup- port Gen. Hancock, have issued a stirring address, and have determined to raise fands for the good caure. let us, in this District, not be behind hand, or lagwards in the race.
