The census enumeration of the southern states returned a population so much larger than had been credited to that section that asus- Picton of fraud was raised. This suspicion, sup- ported by the fact that but ilttle of the incom- Ing Ude of Immigration had flowed to the south, WSs vigorously used by the partisan press, South Carolina was especially potnted out as a state that could not, under all the circumstances, have made the galns in population reported by the enumerators, and specific allegations of fraud ‘were {requentiy put forth by party papers. Su- perintendent Walker determined to investigate these allegations, and ie selected for this work some of bis most capable assistants. After weeks of diligent labor In going over the work of the enumerators in that state, General Walker has submitted the result of the investigation to the Interior department. It is demonstrated clearly that the census enumeration of 1850 was honest and accurate, and that that of 1s70"was Imperfect and defec- tive throughout. The inquiry in South Car- oltna went back to 1860, tracing famil'es then enumerated on through the census of 1S70 and down tothe present year. It was discovered that numerous familfes enumerated in 1860 and 1SS0, were omitted from the returns in 1870, though they had existed In the state contin- uously during those years. Counties that showed the largest increase this year, a3 com- pared with i870, were most thoroughly favesti- gated, and it was found that the last enumera- tion was correct, though tn some cases It Showed an increase of 50 per cent. This report Of Gen. Walker puts an end to the cry of south- ern census frauds, but what {3 still more important, it demonstrates the honesty, and therefore the value of this year’s census. Even @ suspicion of unfairness or tpaccuracy, If wel’ founded, would impair if not destroy the worth of the entire work, and no doub’, it Was because of this that Gen. Walker ordered the investigation In the south. There has been, during the last three or four years, a steady inflow of settlers Ito some of the soathern States, but it has progressed so quietly that no Public attention was directed to it. This move- ment has consisted almost entirely of families from northern states who have been induced to go south because of the general Improvem2nt in the condition and affairs of that section. The large and remunerattve cotton crops of the last two or three years have mate & country that wi poor comparatively rich, and merchants, @hanutacturers, farmers and mechantes of the north have been quick to take advantage of the enlarged opportunities for money-making in the southern states, Al- Most every town or village can polnt to at least one new store that has been established by a new-comer from the north, and In the aggregate this makes a large increase of population. Right across the Potomac, in Virginia, there has been a steady increase of the number of northern !m_ migrants, who are now permanently located and pumbered in this year’s census among the inhabitants of the Old Dominion. ——_--—__ ‘The state election in Georgia has resulted in an overwhelming defeat for the bolters, but whether it will discipline them tnto subjection to party authority or madden them {nto further resistance remains to be seen. If the elections next week In the west are favorable to Han- cock, then the Georgia democrats who sup- Ported Norwood for governor will hasten back fato the regular ranks. tn order to claim their share of the prospective national victory. The regulars, however, have won by such a large majority that they will probably Insist upon adminisierfog to the Norwood leaders a taste of party discipline with the view of deteriog future belts. At any rate, and regardless of the western elections, the firm hold of the de- mocracy upon Georgia Is maintained. The Colquitt forces are strong enough to carry the Congressional districts. The fight within the Party which raged so flercely during the recent canvass will, no doubt. be renewed hereafter. Senator Hill was conspicuous among the anti- Colquitt men, and {t is said that a movement Is already inaugurated to defeat him for re-eles- tion tm 1852-3and elect Gen. Gordon in bis Place. There was too much bitterness in the recent fight for {i to dle out at once. The per- sonal animosities engendered will reappear to the discomflture of some of the Georgia lead- ers, The legislature just elected will elect a U. S. Senator to M1 out the unexpired term of Gen. Gordon. Senator Brown, who holds the Position by appointment of the governor, has secured a majority pledged to him, and will therefore be elected. Mr. Morse (sitting member) has secured the recognition of the party machinery, but there appear to be enough Gaston democrats to defeat him. Two democrats are running {n one Louisiana dls- trict, and imdependent candidates are out against the regular democratic nominees in Other states. In Philadelpbia the harmony of the democracy has been broken by a bolt from the city convention, and the nomination of two candidates for district attorney. It 13 evident that independent action in poiltics ts becomiag more popular in this country than formerly. In fact the Independent voters are so numerous ym all the close states that even the best-Informed politicians confess their tna- bility to predict results with any degree of certainty. The number of men who break eWay from party rale seems to be increasing €ach year. It requires some determination to break away from party lines, because the can- @idates and strikers are persistent in their efforts t toaruue the wavering voter back to his allegiance. Many men vote the lar tieket rather than be subjected to iia sanoyanes, but when they see others take the lead they follow.
