He denies mM tote that the pabdlic sehools exert any wholesome tniluence upon our society, elther morally or tntellectually, that they Make thelr pupils better men and women or better citizens, or that they fit them for the duties and the business of their lives. The young women, he says, who aftera few Sears of education at the public expense seek situations, are (with very rare ahd notable ex- ception: frely unfit for thetr positions, and not only so, but incapable of being fitted for them by constant instruction given in the kindest manner. They are “Ignorant, slovenly, ong, Seif-concasted, disrespect- together unamenable to the disc! 2 well-ordered household.” As to their cording to Mr. White, they are gen- éfally tn every respect somewhat inferior to young women who bave had no pubie school n, and who can hardly read and cannot “No housekeeper of experience,” he 8, “desires to take a publite school pupii into her service In any capacity.” Can Mr. White be aware, when he makes this random state- ment, that the neat-handed, intelligent young wome educated by our pubite school; are so much in demand {tn the north and west as “help” that where their services can be procured, they easily dis- place his unsophisticated tgnoramuses; to whom coarse, dishonest, and unpleasantly apt to get drunk about the time they should be getting dinner. At the ading hotels of the northern summer resorts, and where the greatest patns {s taken to have the attendance of the best, the select waiters are public school girls, who, instead of spend- ing their vacations tn idleness, are disposed to oecupy their hands in honest labor while giving thelr heads a rest until “school begins” again. The American school girl Product, in fact, seem side of Mr. White's rather excep- tonal expertences) to make so good and tntelil- gent a “help” that she ts usually promated quite speedily £0 be housekeeper on her own account. But Mr. White ts quite as sour about the boys turned out by the public sehools; and he asks vinployers and master mechanics to bear out his assertion that the public school boy 1s gen- eraliy inferior tn ali that makes a good apprea- tice, a good workman, a thrifty, substantial. respectable man,—that he is less respectacle, less docile, iess In earnest about his work, and, on the whole, inferior in princtple, in faithtul ness, and even tn manners, to the boy who had béen taught merely to read and write, at home or in a dame-school. Here, again, Mr. White's observations seem to be peculiar. We should say that the employers of the country, except In cases Where mere brute force tn the Way cf manual labor is the reyuirement, would ehooge the pubdlle school pupil We know that some Washington employers make ft a first requisite in taking an apprentice that he shall be a graduate of our public schools. This 1s es- Pecially the case wher intelligent skilled labor is needed, as in the printing business. There are many who believe the education acquired at the public school to be more thorough and accurate than at any other s Wainin the puptl ts obi ized wo wor upon bis own merits. Mr. White goes on to question the general as- sumption that publfe schools are a conservative and he declares that no man Of sense belleves that our pnbile schooi system fits the people for an {Intelligent dis- charge of the political funetions or duties peca- Nar toademocracy. Cartously enough, the sin- gle Mustration brought forward by Mr. White tn support of his last’ assertion, is the case of ‘Tweed, “who was base in ail the ways of base- ness,” and yet who had a following that made upa procession, filling miles of the streets of New York, bearing transparenctes with the por- tralt of “this vulgar villain,” and the legend “The man We delight to honor.” The worst of Tweedism, he says, was not Tweed him- Self, Dut the condition of soctety which made Tweed possible; and the signifi- cant fact is, that this condition of society and politics has been developed part passu with the development of our public school sys- tem, and that it stillexists. This, though not proving that the condition tn question is the consequence of the public school system, does, iu bis opinion, prove unanswerably that that system Is absolutely powerless to prevent or to correct such a condition of society. We should Say that It proved quite unmistakeably the need of @ public school system for the country that will keep in check the Tweedism of the g1 eities, that can only flourish upon a ba: brutish ignorance. It ts pretty certain that Tweed’s processions of miles, 30 far from being made up of public school “product hadnt a man to a nille who ever attended pub- Ite school, or any other school, for that matter.
