Apparently the chief obstacle to harmony, or at least unity, between the democratic factions of New York was removed yesterday dy the action of the Faulkner committee in issuing a call for a state convention. The large majority by which the convention was ordered is an tadt- cation that the remainder of the harmony pro- gram will be carried out. Thisj ts, that the call for the convention shall be broad enough to Invite all who propose to support Hancock, in- cluding Tammany, to participate in the primary elections for delegates, The result wi!l b2 Probably the readmission of all the Kelly bolters to full party fellowship, with their propor- Uonate representation in the party machinery. The Faulkner committee have been forced to call a convention, not by Tammany, but by the Volce of the party in the state, expressed too Plainly to be misunderstood. Every party paper has insisted upon a convention and every party leader who has expressed himself has taken the same position. There was no other plan by which unity of action could be obtained, Tammany would not be content with any- thing less than admission to the party upon terms of equality and in the enjoyment of all its old rights. The Faulkner committee had no power to concede this." It could not increase the number of its members in order that Tam- many might be represented, nor could it sub- stitute representatives of the latter for mem- bers regularly chosen by the last convention. Therefore, the matter had to be remanded to the party at large, who, through their chosen delegates in a new convention have the power to take any action they may see tlt. Ono of the duties of the convention will be the creation of a hew state committee. If the Tammany men are permitted to take part in the primary elec- tions, this will entitle them to representation upon the new committee. Another reason, aside from party division, fora convention les 4m the fact that the democrats are somewbat puzzled as to a selection for their candidate for chief judge of the court of appeals, Judge Rappallo is really the choice of the party: put he Is a member of the court now and should he be elected as its chief, Gov. Cornell will have the authority to fill the vacancy created by Rapailo’s promotion. This would give the re- publicans a majority of the court, at least until the election next year, and they might then maintain it by the election of their candidate. In spite of this fact numerous democrats Insist upon the nomination of Judge Rapatio, while Others protest against giving the republicans Such advantage, and contend for a candlaate from outside the appeals bench. Tnisisa ques tion that can only be determined In a satisfac- tory manner to the party by a convention. It is nature! that the New York democrats should want harmony Im the party, because they believe that by carrying their state (and only by carrying it) they can elect a President. Self- interest ts a powerful motor in politics as well as in other pursuits. ‘The New York Herald of to-day gives the democrats a tremendous raking down for ‘Spending their time tn idie vaporing, while the Tepublicans have settled down to hard work, which ts beginning to tell. The text for this Herald sermon ts the failure of the democrats to utilize the buoyant hopefulness inspired by the nomination of Hancock, in making 1t the Occasion of settling their intestine diMculties in the state of New York. The Heruid thinks the opportunity of effecting a reunion in New York has been delayed too long, and taat the action of the regulars of the state committee in calling a convention has come too late; that the passions which blazed up in the com- mittee will reappear in the state convention which it bas been coerced into calling; that if a peace should be patched up at so late a day as ‘that appointed for the state convention there ts danger that it will be only a hollow and deceit ful truce, and that there will be no vigor, heart or sincerity, and none of that confidence which is a main element of success in the democratic contest for the electoral vote of New York; that by that time (September 23) the Prospect of carrying the state for Han- cock will have become so dubious that there will elther be a reunion in his Inter- est br a full assertion of the Tammany claims, with a view to the city nominations; and that, meanwhile, “there will be a truce anda jeal- us watching for opportunities, with but a sien- der prospect that the rich men of the Tilden faction will contribute to the election funds of ‘he party.” The New York Sun, however, which is gen- erally supposed to speak for Tilden, exhibits no aiscontent, and heads Its report of the action of the committee, “ Democrats again united. Both wings pleased.” The World,sharply anti-Tilden, Says editorially that the action of the commit- tee secures the unfon of the democratic party i the state, “and gives a final blow to the Tepubilcan hope of success.” Sue ERAS F Ss There ts such a fallureof the water supply in the middle states that mills have been com- pelled to stop work, and the city of Reading, Pa., is absolutely deprived of water for ordinary household uses. The people are looking out anxiously for the equinoctlal rain fall to afford relief. The water supply in Washington is pretty low, but that ts {ts normal condition here in the summer, owing to the want of dams at Great Falls and adequate pipes to bring the Water here. But when these deficiencies are remedied our supply ought to be ample. ——_——_--—_____ Congressman Belford, of Colorado, has se- cured a reuomination, after a warm contest. ‘There ts considerable opposttion to him in the republican party, and he ts said to have made himself obnoxious to the mining people by his instrumentality in securing the passage of some unpopular mining laws.
