THE EVENING STAR. WASHINGTON. FRIDAY............... August 27, LSSO0. CROSBY 8. NOYES....Editor. The Evening Star has@ regular, perma- ment. bona fide daily circulation more than double that of any other daily paper published tn Washington, and eq ual to tha of all the other daily papers here added to- gether. Tne Stax office fs connected with the Telephone Exchsnze. Alvertisements, orders for the paper by mail and otherwise, news, or any information or business can be sent day or nixht, free of charge Persons leaving town for the season, snd Sum- mer travelers, can have THE STap mailed to them, postpaid, for fifty cents per month. the address being chsnged as often aa desired. The money moust sccompauy the order in all cases. About Taxation. { Bankers’ Convention at Sara- bse the re effect of a heayy tax upon money. James A. Briggs gave It as the result of expe Tience and extensive observation that the least Possible tax upon money Is the best posstbie Polley for the people, the most conducive to thelr prosperity; borrow upon mo a What our country needs fs cheap n it cannot be had when the legal rate o Is only six per centum and the rate 0 ‘om two to three per centum. The laws, he held, should be of such rT aS to invite moneyed capital and nd he brought forward the data showing how disadvantageousiy the present jaws taxing money In New York worked In the competition of that city as a flnanctal center a charac capital! with and London, where the intlux of money & sneouraged. It was argued thet the country part of the state made a great inihe apping the cities by an on- ron money. The%growth of cities, it ed, 1s the prosperity of the coun- should be left to be subject to "S ag their wants, their inter- being of thelr people require and demand, without any let or hindrance from the country. White these uy. be characterized as the views of a class interest, there is undoubted truth In them, especially as regards the injus- tice of appiying a rural or country Idea of tax- etion to the entirely different business condi- of a city. ‘This Is preeisely the point made by the people of Washington in regard to the congressional tax legislation for the Dis trict de ‘a by members from rural districts, st in inflicting upon us tax laws such as agricultural states, Uke Ohio and New York have Icaded upon money, the tools of business for the cities. The result 18, that capitalists, widow FS and others seeking to invest money, give Washington the go-by and resort to Maryland and other states, where the tax upon money does not absorb so large a portion of the interest, as fs the case here. In the same way Washington bankers and other business ine find it worth their while to establish their lenees over the boundary to Maryland, to avail then selves of the lighter system of taxa- a c.,.—there. The city of adapted (o 1is Dustness peeds, and that will in- vite capital instead of repelling {t The city will never have commerce or manufactures to aby great extent, and for Its future growth and Prosperity it needs to encourage people of Wealth and culture to come here and bulld houses and set up thelr homes. Our tax laws should not be of a Eind to drive people living upon a money income, great or small, away from the city, or to enable other localities to outbid Washington as a place of residence for these seeking an agreeable home. Probably every real estate operator In this city could give instances where our tax system has served to Send investors and would-be citizens away trom Washingion. —— The newly enfranchised veter becomes a ower tn the pending presidential election. An estimate. based upon the census returns, shows that within the last four years 1.750.000 young Americans bave arrived at the age or twenty- one, and thereby come into their manhood’s inheritance of the right of suffrage. This con- stitutes about seventeen per cent of the total vote of thecountry. The man of this year has @ mere Important duty before him than the cultivation of a downy moustache, if he will but contemplate it. Inthe hands of himseif and these who have reached the voting age along with him rests the political destiny of the government for the next four years at least. ‘Those who cast their frst votes could give vie- tory to either side if It were practicable for them to go together. But that is what they Will not do, and it is well they cannot. It such unity of action could be brought about, the young generation might take it into their heads to run the country on the young America plan and turn all the older men ont of office. The votes of the new generation will swell the sum total, but their influence will not be felt to any perceptible extent. They will divide up between the two parties, in most cases, no doubt, adopting the Political principles of their fathers, and when the count is made the ballots that were de- Posited with so much satisfaction will have become but a small part of the whole. In add!- tion to the increase of the voting population by Bative citizens, it 1s estimated that about 300,000 foreigners have taken out naturalization papers Since the election of isié. There ts another Point of consideration in connection with this increase. Very many of the new yoters will € the place of old ones who have passed ‘Partizanship displayed by public the pending political campaign Fromises to work out at least a partial reforma- Uon of organism. Some of the leading news- Papers are devoting spectal attention to the true functions of journalism, and are condemn- ing the policy which moves @ paper to support and defend its party and party nominees, right or wrong, and to denounce the opposition asa thing altogether vile and base. It 1s sald that Party organs, In this canvass, have gone be- yond anything known before in bitterness and malignity. There are tcdications that the organs, in their excess of party zeal, are awakening a@ feeling of public dis. trust in them and their utterances, and this would soon put an end to that sort of journalism. The readers of newspapers are generally intellizent, and most of them can di3- eriminate between a trutkful presentation of facts and a garbled or one-sided representation for partisan effect. It fs claimed, and statistics Prove it, that our population ts yearly growing more {ntelligent; that the benefits of public ‘schools being extended and education be coming more universal. In the light of this showing, this country ts not & profitable field for ultra and extreme partisan journalism. The men who are honestly seeking information in Tegard to curremt politics will flad it. ‘The his- tory of journalism shows that the most suc- cessful papers are those which deal honestly and fairly with every public question and with their readers. ——_—_—__+.-__ The outlook ts favorable for a good but not ‘speculative fall bustness. There has been some question whether the falling off in the Importa- tion of specie into the country might not serve to Ughten the money market. ‘The importation last year was $76,000,000, and {t 1s not believed that the amount this year will be half thatsum.- ‘The European banks have been so much de- Pleted that they have not the bullion to send, even if the current of trade called tor it, which is not the case. ‘The European demand tor our Dreadstuffs this year will be much less than last year, and at the same time our tmportations of oreign goods are increasing to the extent that the balance of trade ts not so much {nour favor. At the same time, we have on hand the im- mense amount of bullion imported last year, and this, with the products of our mines, will Probably keep Uke money market easy, ——_—_---_____ ‘The Sherman- Hancock correspondence ts cred- ‘table to both cflicers. For one thing it shows ‘that our army ofiicers are thoroughly loyal to our republican institutions.
