THE EVENING STAR. WASHINGTON. THURSDAY.......... August 26, 1850, eee CROSBY & NOYES....Editor. —————————————————— The Evening Star hasa@ regular, perma- ment. bona fide daily circulation more than doubie that of any other daily paper published in Washington, and eq ual to tha of all the other daily papers here added to- octher. Tue Bran ce is connected with the Telephone Exchanve. Advertisements, orders for the paper by maii and otherwise, news, or aay information or businers can be sent day or night, fres of charge. Persons leaving town for the season, and Sam- mer travelers, can have THR ST4x mailed to them, Postpaid, for Mfty cents per mouth, the address Deing changed as often ss desired. The money must accompany the order in all cases. Nevada Politics. Eastern people not familar with the political situation In Nevada are at a loss to understand how the people of that state allow themselves to be misrepresented, or rather not represented at all, by a Senator who, during bis whole term, scarce makes a pretence of coming to Washing- ton. The mystery of the matter ts further tn creased when !t 1s announced that Mr. Sharon, Whose chair in the Senate has thus been vacant for six years while he has occupied himself with bis Dusiness a‘Tafrs tn San Francisco, ts a candl- Gate for re-election. it 15 uot pretended that his business fs In a shape to allow him to attead to Senater‘al duties any better In the future than he bas tp the past- He has still élephant, the Palace Hotel in co, On his shoulders, together with aunerative hotel properties in that to leck atter them in order to save himself from Yet he has the assurance to that he is a candidate for re-election, joses to elect him-e't 1h to represent the people of Nevada as U. S, Senator,—In San Francisco! But the enquiry be made how Sharon with his present a1 load Wil be able to raise the money, if million dollars named as the sum for his re-election. The answer 1s that he ‘so crippled but that he can com mand a good deal of money on occasion, but it 1s intimated that hfs tactics wtil be tn the direc- tion of making the stockholders in various mines in which he is concerned, pay his election expenses. His pian, it 1s sald, will be to put a large fore of men at work In these mines, about election time, or rather about the time of the primary meetings, digging worthless rock, and these men are to be used as votlag matertal to carry the nominating conventions, and the legislature that ts to re-elect him. It may seem Strange that an operation of this sort carried on in two or three mines should control the voice of the whole state, but {t must be remem- bered that the population of Nevada fs mainly confined to the mining towns. There fs nothing lke @ farming community throughout the state, Such as in other states supplies an offset to the unwholesome.msrketable vote of the citfes. The stiuation, therefore. Im Nevada 1s excep- tionally favorable for the purposes of any bonanza king who wants to us? the st a3 a sort of pocket borough. Still there ts a spirit of revolt 2 state against the Sharon riff-raff rule that may over- throw tt. This feeling finds a voice more es- pecially at Carson City, which has a more thoughtful, self-respecting citizenship than some Of the mining towns, and Is less susceptible to the sway of the bonanza bosses. But there are men of character all over Nevada who ebafe at having the state made a by-word throughout the country as ready to sell its vote to the highest bidder. It is felt that Nevada has men of first class ability, who could make the state respected tn the United States Senate, but who, under the present money- bag rule, have no earthly chance of ever being allowed to come to the front. ‘This party of revolt includes very many of the best republicans of the state, and though In this presidential year Mr. Sharon will probably Claim the united vote of the party as the price Of his material ald to the electoral ticket, still it ts doubtful if the disaffected ones can bein duced to come into the traces even by this con Sideration. It 1s within the possibilities that should the republican party make this disrepu table alliance the disgust of the tadependests Would show itself in a union with the democrats to get ridof the Sharon rule at any cost, even of the loss of the state to Gartleld. The Massachusetts board of health, in a sup Lreport recently issued, present some s facts. For tnstance, trichine was found tn 154 hogs out of 2,701, that were exam. ined. Stapie groceries were found to be gener ally free from tsjurtous adulterations, Many of the subjects embraced tn the report are of interest matuly to the people of Massachusetts, as they relate to the purity or impurity of the water In use at different places in that state, and other local affairs. The percentage of tri- chinw discovered by the board {s sufiictently large tocall fora thorough system of expert investigation of the hogs brought to market In ‘Unis country. Honored members of the medical Protession assert that very much of the beet solid im all our markets is _ utterly unfit for people to eat; that some of the cattle are diseased and many are slaughtered and the teat put in market while really In a dying con- ition trom disease. Its a well-known fact that the adulteration of articles of food and drink bave been made a study in order that profit may be derived therefrom. The most effective way to meet this apparently growing tmpost tion upon the fublic is the establishment of State and local boards of health, composed of doctors In good standing, with pay enough to remuperate them for the time and attention they bestow upon the public. These boards be required to make regalar ri x to that of the Massachusetts ising the public of the afszoveries and warning them ot the pres- ence of adulterations and tnjurious substances in food and drink, wherever such are found. Sueb reports would soon be of almost Incaleu- use and bei local boards of he stall over the coun- try now, but the Massachusetts people seem to have devised a system that makes their's more generally useful. The monthly report of vital Statistics and abatement of nulsances com- Prises about all usually contained in reports of city health departments. By an tmprovement im the system, reports may be tssued that will Stead of telling how many deaths e ooeurred in the past. +e -——____ There ts a feelmg tn the community that should the murderers of young Mirth escape hanging, human Life will not be worth much tn ue Sentimental sympathy for erim!- shows Itself In spasmodic appaals for thetr forfeit lives, or 1n making thelr deaths an Ovation, is well satirized In the address of M. Victorten Sardoa, the French author, on the Occasion of distributing the Freach academy Prize of 10,000 francs “for virtue.” He said that ihe prize was a misnomer, for virtue, a3 under- ‘Stood by it, fs no longer tn fashion. The philan- throphy of the nineteenth century takes a dit- ferent direction entirely. “It is no longer the Virtuous who tnterest us, Dut the criminal. A new philesophy, clatming to be based on Sclence. sees In man nothing but a combination oF matter, and declares that his morality de- pends solely on the perfect equilibrium of his organs; and this doctrine having many partisans among medival men, it {s not surprising if it Sees in humanity only patients. The theory Is Very precise. Every maletactor 13 an {ll- balanced being; his bad instincts are the effects: Of a morbid and often hereditary state, which Circumstances aggravated and for which he 1s Scarcely responsible. Thenceforth he deserves not so much anger as pity. He must be pitied, 4f possible cured, above all placedin an ina- ability to do tll; but it is not allowable to hate ‘him, and {t will soon be forbidden even to chas- tse him. An invalid ts not a proper subject for punishment.” ~o2-—___ ‘The contest for the democratic nomination in the sth Congressional district 13 kept up it will be seen through continuous balloting without result. Neale is slightly In the lead, but it does Ot seem probabie that he will be able to get a two-thirds vote, and the prospect 1s that a og horse will ultimately be trotted out to NOTICE. . ME. LO) GEO.
