THE EVENING STAR. WASHINGTON. TUESDAY ..20. ds... July 27, 1880, ——— CROSBY 8. NOYES The rhe Evening Btar has @ reoular. perma, tae arent Ast face shail saese Anglo cae ite getlished im Warkinoton and eran! Inthat Of all the ot: octher. rdtily papers here added Wonal Telephone Exchange and with the Western Union Telenhone Exchange. Both these azencies can therefore be availed of in sending to THE STaB Sdvertisements, orders for the paper to be served, news, or any information, st any hour of the day free of charve. These facilities are a zreat conve- Bience, and will be appreciated by the customers of THE Stax. “Persons leaving town for the season, "208 Bam mer travelers, can have THR Stan mailed to them, postpaid, for fifty cents per month, the addreas being chanzed 38 often as desired. The money must acccmypeny the order in all cases. The perpetrator of the brutal outrage upon anestimable lady In Montgomery county, Md, has been swiftly hunted down and as promptly Gisposed of by the rude force of Lynch law. It ‘would seem that there should be no excuse for the exercise of this Illegal form of pnnishment In an Ok and civilized community; but the fact must be admitted that the quips and quirks of the law afford so many obstacles to the speedy trial or tle adequate punishment of criminals Of this class, that public sentiment autte gener- ally endorses this resort to border law. In the opinion of some, too, the execution of such brutes With t marks of ignomtny and pub- Uc detestation should serve to make thelr hor- Tible crime more odious than the court pro- cesses by which the «1 is made rather a onvicted and exe- led send-off to eternity as one x straight from the gullows into Paradise <= ————— General! > District Commissioners exer- cise their ia ad abritrary powers with mod- eration, but an exception appears in the man- ner in which they allow the telegraph com- Panies to plant their huge uncouth “poles” at Will in front of any man’s premises without his consent and without regard to the tnjury done bim. At any hour of the day a citizen Is lable to the visitation of acrowd of laborers who, Without saying by your leave, or vouchsafing any explanation whatever, proceed to tear up Ais front walk, dig a huge excavation, and plant therein a great, ungainly tree-truak, which will utterly destroy the beauty of a house front, or seriously injure the value of a business front. Any cherished shade tree that stands in the Way of the pole-planting fends is quickly dis posed of,—topped and disfigured, or cut down altogether. Now this sort of proceeding 1s alto- gether too arbitrary to suit In a country where the people are supposed to have some rights, and if the Commissioners do not want to make xercise of their powers unnecessarily e they will allow citizens some say in the matter of planting telegraph peles in front of their premises. —_—__--_____ The reorganization, or perhaps what might more appropriately be styled the call-to-arms of the polittco-military organization known as the “Boys tn Blue” ts, we believe, the first formal or general effort so far made to revive the old war issues and project them promi- ently into the present political campaign. Under ordinary circumstances this movement Would not, perhaps, attract or deserve much attention. As matters stand, however, it 1s Safe to assume that it means more than ap- pears on the surface. The fact that Gen. Grant, Who has long been its titular head, has Issued Orders to it and proposes to take an active part in the campaign as commander-in-chiet of the organization, shows at once that he intends to give all the aid he can personally to the cause of Mr. Garfield, and that the soldier element of the country, with all its sym- Pathies and traditions, is to be con- solidated as far as possible in his support. ‘That these influences combined will have great Weight in the approaching canvass can hardly bedoubted, Indeed it is ltkely to be one of the most potent forces Invoked in aid of the repub- lican cause, since its effect must be to put not the candidate of the democratic party but that Party itself squarely on the defensive in regard the issues involved ta the late war. Whether this is a wise or patriotic course, {t Is too late now to discuss. The movement as It stands is ‘the logical result of a “solid south.” ——<.—____ American ladies Intending or desiring to go abroad should not overlzok nor fail to impress On their memory some of the expressions made Just before her death by Mrs. Wetmore, of New York, who committed suicide in Paris the other day, and who, it now appears, became divorced from her husband, to marry, as she hoped, an English lord, whose protection she seems to have enjoyed for some time. Among her last words, she self-reproachingly exclaimed: “I never ought to have left my husband. My fate should be a warning to American women, who come abroad without their legitimate protec- tors.” Next in risk and folly to a young girl §otng to Europe after a husband may b2 named @ married American woman going there with- out one. There are lots of dangers tn store for Doth classes. Next to the great loss of life atten ting then, the worst feature of the many railway and asters Of this season ts the fact that all. or neariy all, the result of owners or theiremploy 3 Shrouded the destruction of the s! wanhaka for a while has been disso ‘and ft now turns oat that in Inserutable act of Providence, as its owners would bave the public belleve, it was c: @ defective boiler. The fatal casa! therefore an east; owners of the exercised due care and been willing to incur the expense of Keeping her machinery tn proper condition. ‘This is only another form of the story that {s to be told in connection with all the so-called ac- Cidents of th . Greed 1s the prime cause Of all of them. Uawillingness to provide proper satecu: and efficient service on the part of the owners ts followed by ignorance and care- Jesness on the part of employés, and the tuevi- table result follows. Clearly what the country neetis and must have Is more stringent laws looking to the care of human lite on pubite con- Veyances, and a more rigid enforcement of them when enacted. Nothing less will afford that Security to which the traveling public 1s eatt- Ued. It will not do to trust the matter entirely tothe liberality and foresight of men who are ‘only interested in large profits from their in- vestments. ——~+--_____ The establishment of additional steamship Unes ts being urged upon the commervial tnter- ests of Baltimore as an enterprise that is essen- Ual not only to the development, but s!s9 to the Maintenance of the export trade of that city, ‘The number of steamers plying between Balti- more and foreign ports, according to the Sun, is sufficient to carry away the steadily in¢reas- ng freights for export; but the fact that they ‘come and depart without any regularity ope- Yates acalnst the interests of that port. These Steamers, tt seems, run in and out whenever they can get @ load, and are called, for that rea- Son, “ocean tramps.” Western grain and other Produce, which could reach Baltimore at leas Cost of transportation, go to New York and Philadelphia for exportation because the ship- ‘Pers can rely upon the regularity of its depar- ‘ture from those ports. With one of the largest ‘and richest railway lines of the eountry feeding Ae direct from the west and several important Southern lines entering its precincts, Baltimore Ought to be able to compete with any other elty in facilities for exportation, and now that {ts newspapers and business men are awakened to ‘the disadvantage the city ts laboring under, in Comparison with other ports further removed from western and southern markets, it is likely ‘that a remedy will be applied. ——~re __. ‘The Ice-dealers have been interviewed by Tax Srax reporters, as appears elsewhere, to learn ‘What they had to say in regard to the present wise inice. The dealers, it appears, cultivate their own ice-crop on the Kennebec, and they frankly admit that they have raised the price ‘because ice has gone up generally n the market Decause of a scant supply, ton m Training School Loan Uoliection to ycoran licnarary teens To collect anal toareeal fon ation Painting, Statuary and Bi cf tm = : fraviswe: Miniat ure Portraits:Antiques ; Oeram{c wi “aa ry x brie: Needie Work and Eaabroiae Rohingse works cf Art, Japanese works of Art: Education and Lit- erary rarities: Indian Eelics; Appliances to secure com fort to the rick.
