For this criminal carelessness somebody surely ought to be made to suffer. If a criminal action Will not lie against the officers, there ought to be no doubt about the lability of theeqmpany for pecuniary damages to the families and relatives of those who were lost, and this liability, if it shall be found to exist, should be enforced in every case, and to the last degree. Another thing: How long are managers of passenger steamers, or of any kind of vessels, for that matter, going to be content or be allowed to be content with the miserable dim little lights now used on water craft as a means of preventing collisions in thick or foggy Weather? In improved lights of various Kinds science has provided an almost certain safeguard against such accidents, and that some of them are not brought into general use on shipping argues at once a criminal greed on the part of ship-own- ers and little less reprehensible laxity on the Part of law makers. The lehts now used are not suffictent for the purpose, even on the wide Wastes of the ocean, where the chances of col- lision are not one in ten thousand. Oa such fre- quently traveled thoron fares as our principal rivers, bays and sounds they are practically worthless for preventing collisions if the Weather is at all thick. Had the Stonington and Narragansett been properly equipped in this respect it issafe to say the terrible catas- trophe of last Friday night would never have occurred. ‘The democrats have become impressed with the belief that Garfield is not a strong candi- Gate in the Pacific states, because of his opposi- tion to the bill in the last Congress for the re- striction of Chinese immigration. They intend, therefore, to make the Chinese question prom- Anent, and with this view it 1s more than prob- able they will take strong ground in their res- Olutions at Cincinnat! against Chinese immi- gration. The people of the Pacific states are more directly interested in the matter of pre- venting the unlimited immigration of Chinese than any other. They put that question above parties, above politics, and it is freely an- nounced by both republican and democratic organs that California, Oregon and Nevada will Cast their electoral votes for the party which Pledges them the most certain and speedy re- Hef from what they call the Mongolian curse. The democrats now feel assured of the 138 electoral votes of the southern states, and they ‘WU! shape their policy with the view of secur- ing the additional 47 necessary to constitute a majority of the electoral college. They know that a sweeping anti-Chinese plank tn the plat- form would not weaken the party any in the South. and the only question will be what effect it may have in New York. If the repre- Sentatives from that state in the convention are of the opinion that such a radical declara- tion in regard to Chinese immigration as the Pacific coast democrats demand will not weaken. the party in the Empire state then it is pretty Safe to predict that the Cincinnati convention Will take strong ant!-Chinese ground. A late letter from Judge Field giving his views ‘upon the Chinese question has been published im California. The purpose of the letter is to assist the Field presidential boom, but neverthe- Jess it contains some good sound sense. It has been urged as one of the reasons why Judge Field should not be nominated for President by the democrats that he could not carry the Pacific states because of many of his judictal decisions, and particularly that one declaring the San Francfsco city ordinances in regard to the Chinese unconstitutional. One of these ordinances provided for cutting off the queues of Chinamen who were arrested for petty Offenses, and another prohibited them from sending their dead back to China for burial. ‘The object of these municipal laws was to so harrass and annoy the Chinese as to drive them from the city, and when Judge Field rendered bis decision there was a howl against him all along the Pacific coast. In the letter recently published he declares that he has “always re- garded the immigration of the Chinese in large numbers {nto our state as a serious evil, and likely to cause great injury to the morals of our People, as well as to ther tndustrial interests,” ‘but farther on the Judge says: “A modification Of the treaty is, {n my opinion, the only way to deal With the problem of their exclusion. ‘Phey cannot be forced out of the country by raids of mobs maltreating their persons and burning their houses. The public opinion of the country ‘Will not tolerate any such violence,” This view Of the Chinese question may not suit Denis Kearney and his hoodlums, but tt is a sensible One, and will commend itself to the better judg- ment of decent people everywhere. —~<re—__. ‘The republicans, by resorting to filibustering Tactics m the House, have prevented the adop- tion of the Senate resolution providing a joint Tule to regulate the electoral count. It may, however, be possible to get the resoiution through the House early tn December, and in time to count the presidential votes under it. ‘The republicans have made a party measure of It, and the democratscan now only hope to pass 1 by having a quorum of their own members present, and there is some probability of this quorum being on hand early in the session.
