THE EVENING STAR. WASHINGTON. MONDAY. --June i1, 1890. CROSBY 8. NOYES....Editor. ‘Tae Bran has s direct wire from its news room to the Western Union Telegraph office in New York eity, from which wires radiate to all parta of the globe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evenins paper south of Philadelphia which re. ceives exclusively the Associated Press dispatches. Persons leaving town for the season, and Sum- mer travelers, can have THe Star mailed to them, postpaid, for fifty cents per month, the address being changed as often as desired. The money ‘must accompany the order in all cases. ‘The report that Mr. Tilden hasaetermined not to be a candidate for the democratic nomination at Cincinnati seems to be generally credited by the leading democrats in Washington. Ex-Sen- ator Barnum, of Connecticut, chairman of the national democratic committee, is a warm per- sonal and political triend of Mr. Tilden, and Is one of the very few men in whom tnat gentle- jaan contiges. It ls known that while in Wash- iogton several days ago Mr. Barnum expressed ¢ opinion that Mr. Tilden would not be a can- aiJate. This seems to be regarded by demo- cats as a sort of semi-official utterance from Tilden himself,nd a very general feeling ef relief appears to pervade the party here in consequence. The democracy has been in a dilemma abcut Mr. Tilden ever stice the opening of the presi- Cential canvass. The bitter and unrelenting opposition to him tn New York has been accept- €d as proof, in advance, that he could not carry that state, and without {ts thirty-five electoral Votes there ts no prospect of the election of a democratic President. This fact created within the party a powerful opposition to Mr. Tilden, comprising many of its ablest and most distin- guished leaders. But how to get rid of this can- didate, though he was unavailable, has been the problem. They could not afford to offend the man who controls absolutely the party ma- chinery in New York, and numbers more than one-half the democratic voters of that state among his followers. He could, by a few whis- pered orders from Gramercy Park, defeat any democratic candidate by depriving him of the Vote of the largest state In the Union. Yet, on the other hand, it was considered certain defeat to nominate him, because Tammany controls Votes enough to beat him agit did Robinson. A voluntary « !thdrawal by Mr. Tilden is necessary to relieve the party of its greatest trouble, and hence the democratic rejoicings over all indica- tons that their candidate of 1876 will not at- tempt to put himself at the head of the ticket In Isso. While there is plenty of room to doubt the Correctness of this last reportof Mr. Tilden’s Withdrawal from the race, there are elements Of plausibility about it that did not accompany former rumors to the same effect. Even should he not be a candidate himself, no doubt he will insist upon his right to have a good deal to say as to who shall head the ticket. He will have quite a respectable minority of the delegates in the Cincinnati convention at least, and through them he will doubtless make his power to dic- tate respected. It is not at all Ukely that the application of the District of Columbia and of the several terri- tories to be allowed a voting representation in national democratic conventions will be granted. ‘The experience of the recent Chicago conven- tion with regard to its territorial and District delegates will scarcely be lost upon the demo- crats. At Chicago the delegates whose con- Stituents have no votes in a presidential elec- tion held the balance of power in effecting a temporary organization and in the formation of the committees. The democrats, in thetr first Rational convention, adopted a resolution ad- Mitting only delegates from the states. The delegation from the District of Columbia pro- tested vigorously, and made an earnest contest for seats in the convention with the right to Vote, but they were defeated by a very small majority, and since that time the party has maintained and enforced the rule then estab- lished. At the democratic national convention in 1844 quite a number of the delegates insisted that states which regularly cast thetr votes for ‘the opposition should not be permitted to par- Uctpate in choosing a ticket, but this propost- tion was too absurd to receive much support. It was answered that the political status of a State could not be determined in advance; that t exclude from the convention a state because it usually cast a majority for the whig party would at once destroy all chance of ever carry- ing It for the democrats. Up to the present time all appearances indl- cate that culpable negligence and tneffictency were shown by the officers of both steamers Participating tn the late collision on Long Is- Jand Sound, both before and after the disaster- If subsequent Investigations shall show this to be the fact, then examples ought to be made of the guilty ones, up to the extremest punish- ment provided by the laws to meet such offences. Merely revoking a few licenses will Bot be sufficient. They will find be- forethe campaign isover that the country hasn't a very serious grudge against anybody Whose efforts saved it from being raled by such @ person as subsequent revelations proved Mr. ‘Tilden to be. ‘The trial of Currie, the notorious desperato who some time ago murdered Porter, the actor, im Marshall, Texas, is now progressing in that city. The friends of the assassin, under the impression that none of the party of actors and actresses who witnessed the deed would attend the trial, had arranged ascheme to clear bim. ‘They procured from a man who, it is said, was not at or near the scene of murder, an affidavit that Porter was the first to draw a pistol, and that Currie fired in self-defense.
