WASHINGTON, THURSDAY... --June 10, 1890. CROSBY 8. NOYES....Editer. ter travelers, can have Toe STAR mailed to them, postpaid, for fifty cents per month, the address being changed as often as desired. The money must accompany the order in all cases. — The Double Sheet Saturday. ‘Tae Stax will be published as usual on Satur- day in eight page form of fifty-six columns. Advertisers who wish the full benefit of this widely circulated issue are requested to send in their announcements as early as possible, in order that they may be properly arranged and classified. Newsdealers will also confer a favor by sending In their orders early, that the same may be filled with promptness and certainty. ‘The number of new advertisements printed in TRE Srar last Saturday was 110. During the month of May last the whole number of new ad- vertisements printed in its columns was 2,108, being 172 more than was printed during the month of April, and 232 more than appeared during the month of May, 1579. As illustrating the matter of cause and effect, wemay add that the circulation of Tag Star is larger now than ever before, and larger and bet- ter than that of all the other daily papers in the e.ty added together. ——_ +. There are so many quiet, and also puny, little Presidential booms being worked in the demo- cratic party that it is impossible to arrive at the Teal choice of the several state delegations already elected to the Clncinnat! convention. The democrats have largely adopted for this Year the policy of sending untnstructed delega- tions, and there ts accordingly nothing by which the popular will can be definitely tndicated. This gives all the boomers an opportunity to enter large claims for their respective candi- dates. A worker for the Field boom, for exam- Ple, traverses newspaper row and kindly offers ach correspondent a dispatch declaring that this or that state fs solid for Field. A Tilden agent contrives to let the newspapers know that the Mississtpp{ delegation ts nearly unanimous for Tilden, and that this information is reliable. Then the=e small-fry President-makers watch the newspapers eagerly and chuckle with de- light when they find the information they have given published in the columns of some of them In the shape of a “spectal dispatch” or as “re- Mable potit news.” This is asmall business for men who aspire to the presidency to engage in, and it 1s probable that it will harm rather than benefit them in the ational convention. There ts not a state dele- gation so far elected to Cincinnati that has not been claimed positiveiy for several different candidates. The fact Is, that in the absence of any declaration of choice by a state conven- ton, it is very difficult to ascertain how a dele- gation really stands, and {t ts next to imposst- ble to say how the delegates will vote at Cincinnati. Of the candidates for the demo- cratic nomination, Tilden and Field seem to have engaged most extensively tn, the plan of Sending workers or “boomers,” as they are termed, throughout the country to work up Sentiment in their favor. No man has ever yet been made President by such means, and it 1s not likely any one ever will be. Aspirants Working in these lines ought to heed the lesson taught at Chicago this week. —___~o-___ ‘The bill providing for an increase of the police foree of the District of Columbia was not con- sidered in the Senate yesterday upon its merits, The republicans apparently sought to make Political capital out of tt. Politics 1s certainly assuming too great sway over national legisla- tion when grave and dignified Senators attempt to turn a bill for the protection of the national capital to party advantage. The District Com- missioners not only recommended but urged the repeal of that clause of the statute which requires that appointments to the police force ‘shall be made from ex-union soldiers and sallor3, ‘They know all the difficulties of the situation, and, after carefully considering the subject in all its bearings. they are convinced that ft Is nearly tmpossible to make up a first- class police force under this restriction, for the reason that very many of the men who served in the war of the rebellion, and who are willing to act as policemen, are now too old to make efficient officers Had the law been framed so that the Com mis- missioners could take their pick from the class Provided, and compel the best men to serve after being selected, there would be some sense in its provisions; but limiting their choice to such as might offer makes the range of selec- tion too narrow to secure eflictent service, as any one must see on a moment's reflection. Besides, such a restriction does not exist in any other city in the country, and there Is no good reason for its application to Washington. On the other hand. every consideration would ‘Seem to require that the national capital should have the very vest police force in the couatry, or at least as good as that of any otner place, large or small. To insure this the Commission- ers should have the widest and best fleld pos- ‘sible to select from. ——--___ The Cincinnat! Gazette offers Senator Blaine Some consolation in the disappointment of his defeated aspirations. It tells him that he has the gratitude of the country for having beaten the third term; that Blaine was the only can- ¢ date who had the courage to “fight against t 3 change in our institutions,”—the third te Just'so. But no doubt Mr. Blaine would g tly prefer that this gratitude had been TL nifested in a different way. << __ 4 ae was a square stand-up fight between they ‘nm and anti-Tilden democrats in Lexing- ton, Er last Saturday, in the convention to choose delegates from Fayette county to the state cohvention. The committee appointed to Select the delegates reported back a solid list of Tilden meu. The anti-Tildenttes objected, and moved to recommit the report, declaring at the fame tlme that they wanted the Tilden issue Squarely made. The motion to recommit was carried overwhelmingly, and the result was the chotce of nine ant-Tilden and four Tilden dele- gates. Senator Beck was elected as one of the former. The state convention will be held in Lexington, and it is more than likely that the local sentiment which evidently prevails there Will have some influence on that body. ‘The political attention of the country will ow be turned to Cincinnatt, for, it must be ad- mitted, the result of the presidential elec- tion will depend very largely upon the ticket nominated by the democrats. There are really no fundamental questions of difference between the two great political parties. The ticket of each will, consequently, command more than usual attention, and as It may be popular or un. Popular, will either atttract more votes or repel amore than In any presidential canvass for many years. The nomination of Gen. Garfield by the epublicans will, in all probability, cause the qemocrats to abandon all idea of contesting Oblo, and they will doubtless make New York Zheir battle ground. In order to do this they Will belikely to nominate an eastern man for President with a western man—most likely from Indiana—for Vice President. —— my sincere thanks t: Nive at i, | MAGHAN Tor ae return of the full ount of S60, lost Sosa Wy 1880. _ .MES CARROLL.
