The number thus far printed In May is 1.849. ——————~+e-—__ There ts more in the oft-repeated declaration Of the Tildenites that “if Tilden can’t carry New York no other democrat can” than the op- Ponents of that gentleman seem generally to calculate npon. The true meaning of this dec- laration fs that if Tilden does not get the nom!- Bation his friends will see to {t that the man Who does get itshall not have the electoral Votes of New York. The most hopeful and en- thusiastic democrat will not ve the hardihood to deny the power of Mr. Tilden to throw the Vote of New York against his party If he wishes todoso. He has absolute control of the party machinery in the state. His whispered com- mands a omptly obeyed by the state com- mittee, which !s controlled by men who regard Obedience to him as the first duty they owe to demoe No man ever had his political henchman under such complete and absolute control as has Mr. Tilaen his. A great deal has Deen said by democratic papers about Senator Conk command over his party in New and about Cameron’s in Pennsylvania, ther of these gentlemen fs such a politl- as Mr. Tilden. A single incident in 85 In New York, last fall, shows ad power over his party organiza- many democrats were ostens!- Diy oppos! iy the head of the democratic Ucket, Gov. Robinson, whom Mr. Tilden was especially anxious to elect. The democratic State committee, which properly owed an equal support t» the entire ticket, a day or two before the election seut to all the counties in the state printed tickets having the name of Robinson at the Lead and the names of all the republican nominees for the offices below governor. These tickets purported to be those of the regular « soeratic party and were so headed. It was © sequently ascertained that the Idea of sacri- ag the remainder of the ticket to a chance of “ing the governor originated with Mr. Tilden aself, and that in committing this act of vason against their party the state committee eyed his orders. The state committee which ‘hen proved so subservient to Mr. Tilden 1s, With only two or three exceptions, the one tn which the interests, and, indeed, the fate, of the Party in New York will be intrusted next fall. A whispered order from him that he does not desire the election of the democratic candidate Will be suffictent. The state committee must have the management of the canvass, ana Tilden commands the committee. The democrats ad_ mit that they cannot elect a President without the vote of New York. Very many of them say that Tilden cannot carry New York. Tilden and his friends say that no other democrat than the autocrat of Gramercy Park can carry the state. On the face of things, the democratic party 1s in a dilemma, —__—_—_~---___ The injustice of the proposition to impose one-half the expense of the United States Courts of this Dis‘rict upon the tax-payers here is 80 manifest that surely It will not be seriously urged in Congress. The U.S. courts in all the States and territories are maintained at the ex- pense of the general government, and there is RO reason why an exception should be made against the District of Columbia. The courts here are mainly oceupled with cases not be- longing in any sense to the District. The jurts- aiction of the District Supreme Court extends over all the country, and comparatively few of the cases coming before !t have any connection ‘With local or District interests. If the tax- payers here are to be exceptionally burdened with the expense of that court, then {ts scope should be reduced toa capacity just sufficient to pass upon District cases. One Judge would Probably be sufficient for this, while stx are how required to attend to the vast business Which accumulates before ft. Suits from all Parts of the country growing out of claims against the government constitute a large pro- Portion of the business of the courts here. and certainly Congress wiil not insist upon making citizens of the District pay the expense of such Utigation. ——— ‘The suspicion that Speaker Randall, under the guise of an ardent Tilden man, has been laboring to make himself the nominee of his party for President has been growing of late, until in some quarters, notably in Pennsylvania, it amounts to a positive conviction. The editor Of the Louisville Courie-Journal, who is In a Position te know, says: “We can state, posi- tively, that Mr. Randall,in the most confidea- Usl intercourse with his nearest friends, has Interdicted the use of his name at Cincinnati in aby andevery event. He ts not an aspirant. He ts not a candidate. He will not be men- Uoned; but on the contrary, he will be there in his own person to plead earnestly for the noml- ation of Mf. Tilden.” This ts put in a very post- tive and emphatic manner; but others, who are Supposed to be posted with regard to the Speak- €r’s plans, have more than intimated of late, that he proposes to offer himself as a presiden- Ual candidate. Several of Mr. Randall's warm- €st friends among the democratic members of Congress from Pennsylvania have recently dis- Cussed with others the probability of his name being proposed for the nomination at Cincio- Bath One of these, Representative Cofroth, Who expects to go to the Cincinnat! convention, hhas said that fifty of the delegates from Penn- Sylvania would vote for Randall's nomination, and that the Speaker could certainly carry his Own state for the democracy.—a thing that no Other democrat could do. Mr. Comfroth boldly Maintained that Randall would make the very Strongest candidate the party could nominate. If such talk asthis by the Speaker's warmest and closest friends does not indicate a desire to be a candidate for the presidential nomtnation, What does it mean ? Itthe threatened exposure of the manner tn Which the Texas Pacific railroad company pro- cured subsidy legislation from a past Congress Goes no other good, it may have the effect of deterring other congresses from engaging In any legislation of this character, and that Will be agreat deal. It appears from the let- Yersand other documents given to the public Shat the Texas Pacific placed no reliance what- ver upon the merits of the legislation it sought. ‘It proceeded from the very start to operate pon Congress through a paid lobby,—an evi- Gence that the company and its managers real- ‘ved that they were asking what ought not to Degranted. All the subsidy legislation that dhas been Introduced in Congress had precisely ‘the same thing at its back,—a paid and corrupt- ing lobby. Those interested have opened regu- Jar establishments !n Washington, furnished and Kept up in elegant style, where members Df Congress were made at home, where railway, xpress or telegraph passes, according to the na- ture of the job, were furnished a@ libitum, and ‘where all the other well known appliances were brought into use. The lobbyists know that When a member of Congress accepts a favor from them he places himself under an obliga- ion that must be repaid, and if the secret his- tory of subsidy legislation shall ever be truth- fully written the people will be astounded to Jearn how many of their representatives have ‘sold themselves, and disgusted as well that they should have sold out so cheap, PECIAL BARG.
