THE EVENING STAR. WASHINGTON. WE DNESDAY May 26, 1890. CROSBY 8. NOYES....Editor. fhe Evening Star has a regular, perma- ment, bona fide daily circulation more than doubie that of any other daily paper published in Washington, and equal totha of all the other datly pavers here added to- @etner. ‘Tne Braz is connected with the wires of the Na- Wonal Telephone Exchange and with the Weetern Union Telephone Exchange. Both these ageucies ean therefore be avaited of in sending to THe STaB Sdvertisements, orders for the paper to be served, news, or any information, at any hour of the day free of charwe. These factiities are a great conve- nience, and wili be appreciated by the customersof Tae Stan. “Persons leaving town for the season, and Sum- mer travelers, can have THe Star mailed to them, postpaid, for fifty cents per month, the addresa beire chanved as often as desired. The money Must accompany the order in all cases. “ALT o'clock this morning, according to the weather bulletin of the Signal Service bureau, it was warmer at Columbus, Ohio, than at any Other point in this country, the thermometer at that place marking S2 degrees. Boston was Second in the degree of heat shown, the ther- mometer there being S0, while at Washington it was only 75. York city, ew London, Coan. Lynchburg, Va., 7s; Galveston, Texas, 7: rla., 75; Baltimore, 79, and Charles- ton, 76. By this report it isshown that there are a number of places in the north hotter than Washington. ——— The conservative sentiment of the country approves the Bayard bill to regulate the ap- Polntment of election deputy marshals, and the republicans are not likely to gain anything by opposing it. Under the election laws as they now exist the United States marshals are in- Vested with authority to appoint the election deputies. The marshals are generally appointed cal tntluence, and their nds upon the success of the bee: Therefore they election canvass, and, cient work at the polls, they naturally select from their own politicai party, ‘The object of the Bayard bill is to take the au- thority of appointment from an agency depen- dent upon polities and put tt where such intlu- ence Is not felt. There is but one division or siepartment of the government that rises above politics, and that is the judt The judges are not dependent upon political parties for a continuation of the positions they hold, and, an matters political as well as judicial, can and ec act with fairness and justice. Hence Sena- tor Bayard selected the United States courts as the most fitting power to appomt election dep- ‘uties, and citizens who honestly want these oMelals to be confined to their legitimate duty— preserving peace at the polls—and prevented from dotng partisan work. generally endorse the bill. —-<+e —___ Ex-(. 8. Marshal and ex-Representative R. C. Parsons, Of Ohio, comes to the front in a card W explain the connection of his name with the recently revived Texas Pacifle railway subsidy scandal. It real virtuous and high toned Production. As far as it goes, that is to say. Mr. Parsons writes: “Tnever saw a bond of the Texas Pacific Raliroad, aud consequently never made any distribution of those bonds for Col. Scott or anybody els I was counsel for the company in 1570 and isti, aa Genet the original bil i for the Transcontinental Rall- * road. Twas nota member of - Congress at the time, and had a perfect legal Tight to act as attorney for the company fr. Parsons falis to tell the whole story. Ac- cording to the official records, he was during the years 1570 and 17! Marshal of the United States Supreme Court, and by reason of his con- nection with that dignitied ana honorable body he had the run of the committee rooms, and Was allowed, elther by courtesy or because he Claimed it, the right of access to the tloor of the two Houses of Congress. That is the kind of “counsel” and “attorney” he was. But for the peculiar facilities he thus enjoyed, does any one Suppose he would have been summoned from Ohio to draft the bill and support 1: by bts elo- quence and legal skill? ——_—<+---___ It is strange to what extent intelitgent men sometimes allow their feelings to warp their reason and biind their judgment. The editor or the Covrier-Journa’, tn his devotion to Tilden, is a startling example of this sort of blindness Speaking of the income-tax suit against Tilden he says: “Every lawyer in the country knows why the government has had the suit continued from time to time for nearly four years.” lawyer, and, in fact, every person in the cou! try who keeps any trace of political matte: knows that Tilden himself has had the suit con- tinued from time to time, and that he and his friends have resorted to some very questionable Gevices in order to prevent the suit from betng tried. This sort of conduct has created a very general belief, almost a conviction, that Tilden is afraid to let the sult to go to trial. It ts not improbable that the House will find Itself without a quorum next week. Very many members, of both parties, have gone home Within the last two weeks to look after their Tenominations, and the Chicago convention will add largely to the number of vacant seats, One of the officers of the House sald yesterday that not less than seventy members had left orders for their mall to be sent to their respec- tive homes for the remainder of the session— an indication that they do not expect to return to Washington this summer, In order to wind up the business of the session it may yet be- come necessary to send the sergeant-at-arms Out after absentees. —__<--_____ An idea may be formed of the character of the ‘80 called local interests in Washington that are in favor of the Neal tax bill and opposing that Of the citizens committee from a circumstance that occurred the other day. A gentleman tn- terested in the matter called at the District of Columbia committee room in regard to it and ‘Was told that a committee from East Washing- ton had been there a little while before in oppo- Sition to the citizens’ bill. A farther inquiry de- veloped the fact that this self constituted com- mittee consisted of a single individual, and he, On still farther investigation, turned out to be a citizen of New Hampshire and an office holder ‘mu Dakota! ~~ —__. Inasmuch as one receiver ts usually enough to absorb the entire assets of a defaulting or Gefunct corporation, it becomes an interesting question to know what the result is to be in the case of the Reading rallroad, which has just been treated to the luxury of three of these ex- hausters. Kalloch bids fair to furnish a striking example of being hoist by ‘bis own petard. The constitution which Kal- loch, Kearney and their followers forced upon the state contains a provision making the acceptance of free passes from raflroads by any Public officer sufficient cause for hts removal. It ts charged against Kalloch that he not only accepted and used railroad passes, but that he Solicited ther. This, though, 1s one of the Ughtest accusation against the Present mayor, and as the proof to sustain the charges appears to be at hand, it is probable that Kalloch “ must go.” ——_____-see-__ It ts quite plain that the code dueilo has gone entirely out of fashion as the mode of settiing disputes between members of Congress. The ‘Statesmen now take it out in abusing each other om the floor. They put their opinion of each other in the Record, send it to their respective constituents, and nobody is hurt—physically, at Acast. There have been two quarrels between colleagues inthe House recently, and all the attacked party in eachcase demanded was an opportunity to reply. This isa much safer method of disposing of disputes than at each other but, it ts not nearly so exciting. Ler does it furnish the newspapers with so Teuch matter.
