A New Boom. ‘The delegation from New Jersey to the Na- tional Democratic convention {s, though unin- structed, favorable to the nomination of Sen ator Randoiph for President, and it will present his name a5 a candidate. There is more in this action of the New Jersey democracy than a mere compliment to a favorite son of the state. "THe Stak several months ago stated, upon trustworthy democratic authority, that a pow- erful element of the party was quietly at work to make Senator Randolph its presidential nominee. This influence has _ evident- ly worked industriously and effectively. Mr. Randolph could not enter the field without the support of his own state, and in secur- Ing that he was met by antagonisims Whhin the state as well as outside of {t. The friends of ex-Governor Parker considered him entitled delegation, and they struggled togive 1t to bim, but Randolph beat them. The plan of Randolph's friends is to endeavor to make lim a compromise candidate, accept- able to the friends of all the other aspirants. ‘Therefore, they are not now antagonizing Tilden but one day: “ry prominent democrat sald yester- by the meeting of the Cincinnatt con- vention Tliden cannot see that he is unavall- able and unacceptable, then we intend to beat him with Kandoiph. The anti-Tilden delegates will unite upon Randolph.” This, no doubt, affords a pretty fair insight Into the program. It fs claimed in favor of Mr. Randolph that he ts sound or ue money question, and therefore acceptable to the east; that he was an ardent supporter of the Union during the war, and annot be assailed with “bloody- r; that he has been, ever since the war, a firm friend of the south, and there fore can ¢ every Obs of those states; and, fusthermore, thathe can unite the two fac- tons of the party In New York and carry that state. The Grant managers now count 407 ballots for their candidate upon the first ballot at Chi- cago. Their count is as follows: Alabama 20, Arkansas Florida 5, Georgia 12, llinols 42, Indiana 12, Kentucky #4, Maryland 9, Massachu- Setts 4, Mississippi! 6, Michigan 2, Missouri 30, New York 70, North Carolina 10, New Jersey 6, Pennsylvania 5s, South Carolina 14, Tennessee 1s, Texas Virginia 22, Wisconsin 4, District of Columbia 1, Utah 2, Dakota 2, Arizona 2, New Mexico 1; total 407. This includes every Yote that can be claimed for Grant with any Certainty, and a number that are not by any means certain to be cast for him. For instance, the ciaim of 12 1p Indiana, 4 in Massachusetts, and 10 tm North Carolina has no basis except the opinions of very ardent Grant men, while other people, just as well- informed, maintain that Grant will not get any- thing like that number of votes in the three States named. There Is no aisputing the fact that some of the delegates from New York and Pennsylvania are determined to vote against Grant, notwithstanding instructions, unless the Bational convention shall reverse precedents and enforce the unit rule. The same ts true of Kentucky, from which state several of the dele- gates openly avow their intention to disregard instructions. This makes the success of the Grant movement depend upon the effect that a disregard of state instructions may have. If the Blaine men who are under instructions Vote for the candidate of their choice, then, no doubt, the Grant men from Blaine states will dothe same. Then it becomes an Interesting Question to ascertain which of the two candi- dates would gain most by such a move. The Grant men maintain that there are delegates enough tn the delegations from Iowa, Kansas, Michigan, New Hampshire and other Blaine States to more than compensate the Grant col- umn for the loss it may sustain In New York and Pennsylvania. The indications, based upon an impartial view of the situation, are that a disregard of the unit rule will really give Blaine more delegates from Grant states than the lat- ter will get from Blaine states. Another thing the Grant men rely upon to a very great extent isthe enthusiasm they ex- pect to be created in favor of their candidate by the first states on the roll voting solidly for him. There are always in conventions numer- ous delegates whose moving principle is to be en the winning side, and when they see the tide Setting towards any candidate they rush to his Support. Butsomeof the first states on the roll are for Blaine, and they will make tearful breaks in the Grant line. Alabama and Arkan- Sas, the first two to be called, will respond sol- idly for Grant, but the next three—Callfornia, Connecticut and Delaware—will do the Same for Blaine, which will bring him, at that stage, to within two votes of Grant. Then comes Florida for Grant, and the next state on the roli 4s Georgia. Here will come the tug of war. The Gelegation from that state is mixed, and it Is impossibie to foretell how tt will vote. If Geor- gia can be induced to respond solidly for Grant, it will probably give his boom an impetus that Will rush him through, because {t will Indicate ‘that the southern delegates have determined to go for the ex-President; but should Georgia record her vote for Blaine, it will have a ten- dency to create for him the enthusiasm that the Grant men are hoping for, and it may give him the nomination. The Blaine men are deter- Mined to make a desperate tight at Chicago, and While Grant undoubtedly has the lead in the Face, it ts not yet won, by any means. In a contest for nominations for county ofi- Cers in Lancaster county, Pennsylvania, Satur- day, the issue betveen Grant and Blaine men Jor President was mide distinct by putting the two men at the head of opposing tickets. To the surprise of everyboiy outside the county, Grant got a deciaed majority over his competi- tor. This has been considered one of the strongest Blaine counties in the state, and the ‘Grant victory was no doubt brought about, by the now more than probable nomination of the ex-President at Chicago. The result in Lan- caster is also an evidence that the opposition to Grant in the republican party will pretty gen- erally cease with his nomination. ———~_--_____ The admission by ex-Governor Seymour that J c could not, as the presidential candidate of the dciceratic party, carry the state of New York, Teust make the outlook rather gloomy for other aspirants for that place on the democratic Hexet. It tsa virtual surrender of thirty-five ‘oral votes without a struggle. One of the 4 reasons for the nomination of Mr. Sey- 3:0ur was the claimed certainty that he could Cury the Empire state, while the result there aight be doubtful with another leader. Mr. Seymour's views are therefore equivalent to a Bo" <e to his party that there fs no use trying. —_—<re-—___ ~ Watterson, editor of the Courier Journal, ike Tilden commander in Kentucky. Some ‘Weeks ago in a spirit of confidence that, it Seems,was entirely unwarranted, he announced in a double-leaded editorial that he intended to Tequire the Kentucky democratic convertion to Instruct for Tilden, and, in the same article, he Invited anti-Tilden democrats to “waltz up to the music.” Several days ago Mr. Watterson announced tn his paper, but not In so conspicu- us & Manner, that he would “not ask the Lex- Apgton convention to instruct.” Mr. Watterson is being ridiculed unmerctfully because of hts zemarkable change in tone, and in an attempted explanation he says: “But we (Watterson) are DO: captain, only @ poor corporal, who gets his orders from his chief and obeys them.” If ‘Tilden should win he certainly ought to pro- wole the corporal (0 & Sergeantcy, af least. s. ‘3: s.
