The custom of referring perplexing questions, involving great respons!- bility, to commissions Is becoming altogether wo common In Congress. Whenever a question of importance, out of which no political ca can be made is presented to Congress the pro- position to create a special commission to whom It cap be referred, with all its responsibility. ts immediately submitted, and invariably adopted. ‘The commission device enables Congressmen to dodge the performance of alsigreeable daty, and that is why It has become so popular with them. If the legislation they enact upon the subject involved turns out to be unwise the honorable M. Cs. say to their constituents “Ob It'snot our fault. Wesimply carried out the recommendations of the commission of ex- perts, and if there ts anything wrong It is their fault, not ours.” The people elect Congressmen and pay them salaries to legislate for the coun- try. It is their duty to take hold of all ques- tions of public policy, and, after mature consid- eration, act uponthem with what thay believe to be the best interests of the country in view. Congress is fallible, and the people do not ex- pect infailtbility from it. They have overlooked in the past and will overlook in the future a good many of Its errors; but they havea right to demand that the men whom they elect to legislate for them shall meet their responsibilt- tes in a fair and manly way, and not evade them by the creation of commissions. There are Subjects uponwhich Information ts neededwhere investigation is required, that might call for the creation of a commission, but tt fs very seldom that a question of this character arises. When it a he inquiry can generally be made by a committee of Congress, and then the respon- stbility remains where it belongs. But that is the very reason why these inquiries are not referred to committees. Congress could not then throw the onus of unwise legislation upon some outside body. It is also pro- posed to refer the matter of enlarging the Congressional Library to a commission. Here is @ question that Congress ought to decide with- out any difficulty whatever, but, as there are conflicting interests, the Idea of getting rid of all annoyance and responsibility by means of a commission is at once suggested. It is time for Congress to put a check to the commission dodge and meet its own responsibilities. —————o-—____ Senator Logan makes a lengthy defense of his recent coursein Illinois. He says he was driven to take an active part in the contest for Grant by the abuse of the antt-Grantites; that they made a direct assault upon him, and placed him in a position that made him responsible for the Success or failure of the Grant cause tn Mlinois. This expianation of the Senator, coming just at Unis time, may indicate that he is not too confl- dent of Grant's strength in the convention at Springfield. If he felt as sure of instructions for Grant as he pretends, he would not be apt to indulge in explanations now. His statement is quite conciliatory, and it would enable him to start a movement towards closing up the Present breach in the party in case Grant gets beaten. —-re ____ The Kentucky democratic convention fs five Weeks off, but the Louisville Courier-Journal 1s already appealing in double-teaded editorials in behalf of Tilden.
