What an Early Adjournment Means ‘The wisest and safest of the democratic lead- ers outside of Congress think that Speaker Randall’s adjournment policy is fraught with danger to the party, because ic almost neces. sarily Involves the neglect of some of the many Public interests depending upon Congressional action. Speaker Randall's policy antagonizes the general interests of the party to subserve Special political interests. It is dictated by Til- den, and selfish ambition is itsfoundation. If the democratic party can be kept bound to the “fraud” issue until the meeting of the Cincin- nati convention, Tilden’s nomination is almost assured. If other new issues arise to engross the attention of the party, then Tilden falls back to the rear and some representative of the later and livelier questions of political con- troversy will be chosen as a rallying cry for the democratic hosts, The present session of Con- gress has lasted five months and a half, and during all that time the Tilden-Randall policy of inaction has been forced upon the majority agalpst its wish. The united press of the party nd the voice of all Its representative men out- side the Tilden clique have joined in a demand fer tariff reform, but the whisper of Gramercy Park, though loud enough to reach only the Speaker's ears, has proved more potent than the party call. The spell of Tildenism seems to have paralyzed the democratic majority in Congress :is well as to have deafened its ears to the call of party and public duty. Now the Tilden-Kandall plan ts to cut the session short, Tush through the appropriation bills, throw all the other public business, no matter how im- Pperative. to the dogs, and march the democracy to Cincinnati under a single panner with “fraud” inscribed on one side and Tilden on the other. According to Tammany and thousands of Other democrats, such a banner would be emt- nently appropriate; but aside from atl party considerations, the country at large has some claims upon the majority in Congress which it should not fgnore. There is not a single public interest which calls for an early adjournment. On the contrary, eyery interest of the people can be better attended to by a continuation of the session long enough for the various matters pending before Congress to be considered with calmness and deliberation. Congressmen are paid by the year to legislate for the people, and not to consult party wishes or the interests of Presidential candidates. The people will not dispute the right of the democratic majority to fritter away it’s party prospects, but they will and do protest against {t's permitting the pud- ic business being made subservient to political schemes. ——————— ‘The supreme court of Pennsylvania has just rendered a decision in a civil rights case, which upsets the theory that places of public amuse- ment in refusing admission to any persons or denying them seats are only Mable for the price of admission. A colored man and hls wife were Tefused admission to a pubile entertainment in Yhiladelphia some years ago, upon tickets they had purchased. They brought suit, and the lower court awarded them $900 damages.- The case was appealed on the ground that the Plaintiffs could only recover the amount they paid for their tickets. The supreme court has affirmed the judgment of the lower court, and im its opinion holds that the purchasers and holders of tickets for particular seats “have more than a mere license;” that their right is more in the nature of a lease, “entitling them to peaceable ingress and egress and exclusive pos- session of the designated seats during the per- formance.” ————~-—___. In Philadelphia the cther day an apparently well-meaning young person, in a spirit of fun, pointed a gun at the head of a friend. The consequence was the usual result in such cases, ‘The friend fell dead. Of course the jocular gun- holder didn’t know the gun was loaged, and of course he was very sorry. But all the same he Ought to be punished. [t cannot be claimed that It would do any good to afterward hanga max who died from his own act of looking down the barrel of a gun that he thought wasn”t loaded; but the protection of society certainly seems to require that laws should be passed making it a penitentiary offence to point a gun or pistol at another person under any cireum- ‘Stances, and punishing by hanging whenever death occurs to another from that too common style of playful pastime. The statistics of railroad earnings for the first third of the present year furnish additional evidence of the substantial business prosperity of the country. Returns from thirty-six rail- road companies of their gross earnings from the first of January to the first of May show a total of 254,565,555 against $14,074,523 for the Sume period of 1s79—an increase of $10,491,062, Or about 25 per cent. The reports of the same companies for the month of April show that the average Increase of 25 per cent. is being maintained, aud the prospect is that it will be kept up through the year. For April the gross Tecelpts amounted to $13,304,931 against $11,061,- 386 for the correspondiug month last yeat—an Increase of $2. 145. It ts estimated that all the great trunk lies have enjoyed an increase Proportionate with that reported by the rall- Foads which furnishe! the statistics we have given. Railway travel, betng largely tn the na- ture of a luxury, ts quick to feel and suffer from business depression, and on the other hand such a marked increase as 1s here recorded 45 a most satisfactory proof of general pros- perity. > ‘The anti-Tilden element of the democracy ts laboring to persuade the south that she ought tocome right tothe front at Cincinnati and protest against the nomination of the “hero of cipher alley.” The opposition to Tilden is so pronounced {n the south that if the delegates from that section assert their power they can easily beat him. In the republican party there isa fear, in some quarters, that the southern delegates at Chicago may be too willing to rash to the front and take an active part in the for- mation of the ticket.
