It appears that Senator Logan was suddenly “called home from Washington to take the lead- ership of the Grant party tn Illinois.” This 1s the statement of the most prominent third-term organ in the west, which adds that the Senator has entered into the campaign “In a most decid- edly vigorous manner.” The Grant managers d at the progress of the Blaine boom, y are determined to bring the power of the political machine to bear against ft. They now accuse Mr. E. B. Washburne of treachery to the third-term cause. It is alleged that he joined in a secret conference having for its object the defeat of Grant and the nomination of Blaine, if he could get the strongest support at Chie: or of Washburne if he should happen to command a larger vote than the Maine Sena- tor. Whether this allegation be true or not, it is evident that the Grant managers In Ilinots have entered upon a vigorous canvass for thelr favorite, and that they Intend to contest every Inch of ground yet remaining for the selection Of delegates to the state convention. The Iilinois delegation is absolutely necessary to Grant’s candidacy. Should the st{te con- vention fail to declare for him, it necessitates his prompt retirement from the field. This 1s a fact patent to all. The inauguration of an ac- tive canvass for Grant in that state shows that the third-term managers have abandoned the Idea of their favorite being carried into the nomination by a “spontaneous uprising.” It Gemonstrates that Gen. Grant 1s a candidate precisely in the same sensaand upon the same conditions as are the other aspirants for the nomination; that there is nothing higher or $ ambition or candidacy than inany Of the others. It puts an end to the claim that Gen. is felt by the people to be the one and only man needed for President and that this popr-lir feeling was belng left to work its Way to the nomination. It makes !t apparent, too, that Gen. Grant's friends mean to fight for his succ in the convention with the ordinary Methods and with the same motives and reasons that prompt the supporters of the other candt- dates. In short, this contest in Illinois, brings the third-term movement down from the realms of sentiment to a level with the other political movements now agitating the country. ee ‘The late efforts of the ways and means com- mitteee to frame a tariff bill demonstrates that the members are as much at cross-purposes as ever, and that the general discussion of the sub- ject has not changed any of their views. Salt has been saved from any reduction of duty by a vote of four in favor of reduction to seven against {t. Yesterday Mr. Wood offered an amendment to put wood-pulp and other pulp used in the manufacture of paper on the free Ust, but it was violently antagonized by Messrs. Conger and Frye, who consumed the remainder of the committee's session in talking against the amendment. These are, however, but two members of the committee, aud if the propost- tion fails ultimately, the other eleven members cannot throw the entire responsibility upon this small “protesting” minority. The fact that Several members conspicuously oppose this pro- Position will not divert attention from those who pretend to favor it and yet permit it to be killed in their very presence. Every member will have to stand upon his own record. A careful analysis of the returns of the late Parliamentary elections in the English King- dom show that the conservatives were not de- feated by a falling off in their vote but by a re- markable Increase In the voting strength of the Itberals. The conservatives in fact, increased their aggregate vote over that of 1s74 by nearly 16 per cent., while the liberal increase reached nearly 32 per cent., or double that of thetr op- ponents. In fifty of the largest boroughs which contributed most to the Hberal victory, the aggregate vote of the highest liberal candi- dates shows ap increase of 39 per cent. over their vote of }, and in the same boroughs the conservatives made a gain of 12 per cent. over their vote of 1574. The conclusion is thata very large number of liberals who refrained from voting in 1574 took part in the last elec- tion, and that a majority of the young voters Just coming into the right of suffrage, weat with the liberal party. —s. ——____ There is a case on trial before the U. S. dis- trict court at Omaha to determine the status of the Indian under the fourteenth amendment to the Constitution. An Indlan named Elk, who abandoned all relations with his tribe and located in Omaha, after a year's residence claimed, at the last election, the right to vote. He was not permitted to register. and subse- quently, upon tendering hts vote at the polls. It was rejected on the ground that he was an Indian. Elk has brought suit against the reg- ister and judge of election for $6,000, claiming the rights of citizenship under the fourteenth amendment. In the discussions in Congress on the Indian question, some of the able lawyer members have maintained that the fourteenth amendment conferred the right of suffrage upon the Indian. Now that the adoption of a permanent policy for the government of the Indians has become a matter for Congressional legislation, it is highly important to have the Ted man’s legal status determined, and a decision by the court will be looked for with interest. A prominent Grant organ is authority for the Statement that Senator Conkling will in fact make the “greatest effort of his life" at the Chicago convention in presenting the name of Gen. Grant for nomination. The Senator's past oratorical efforts will all be eclipsed by his Cht- cago speech, and he expects it to an immediate nomination of the Mr. Conk jective speaker, but it 1s Possible that he m-y fail to carry the conven- Uon entirely away by is whirlwind of oratory. ——~<. Allen Thurman, jr.. the son of the Senator, Says that there is no doubt that the Payne men of Cleveland and the Bishop men of Cincinnatl have joined their forces to defeat Mr. Thurman. Notwithstanding thls, he believes the coming State convention will instruct the delegation to Cincinnati to vote for Thurman. He adds that the Senator “wants no complimentary bust- ness.” ‘The report that Mr. Tilden recently bought a Controlling interest in the New York Staats- Zeitung for the purpose of having 1t boom for ihim with the Germans was apparently not well founded.
