Editor. fhe Evening Star has c regular, perma- ment, bona fide daily circulation more than double that of any other daily paper Oublished im Washington, and equal to that of all the other daily payers here added to- oether. ———————————————— ‘The contest in the Harrisburg convention to- day between the Randall and Wallace factions of the Pennsylvania democracy may be nar- Towed down to a question of instructions with regard to a unit rule. The Randall men, in waiving their demand that the convention shall Instruct for Tilden, virtually confess their doubt of being able to control the convention. Their Objective potnt, until yesterday, was to instruct for Tliden, but after surveying the fleld at Har- Tisburg they retreated and announced them- selves in favor of “no Instructions.” The Wal- lace men, or at least, an apparent majority ot them, have all along advocated an uninstruct- ed delegation, and tn coming to this position the Randall men warrant the bellef that they are rather seeking to avold than to engage in a Contest for supremacy intheconvéention. They cannot, however. retreat with any sort of con- sistency from their declared opposition to the unit rule, and as Senator Wallace {3 determined to insist upon instructions to vote under that rule, that will probably be the only issue upon Which the factions can test their respective strength. The Randall men made a decided point by proclaiming that they were earnestly in favor of harmony, and proposing to restore good feeling by admitting both the contesting delegations from Philadelphia and allowing each half a vote. This compromise has been Utterly opposed by the Wallace men but it commended itself to the couatry delegates, who are desirous of uniting the party in Philadelphia. In this state of affairs the Wallace men in- sisted that if the compromise were adopted It Should prevail all round and that their anti- ‘Tilden contesting delegation from Allegheny county should be admitted to the convention upon the same terms. This was a maneuver that unsettled the Tildenites. To deprive them « thalf their Allegheny delegation would nearly « Tsett the advantage they would gain by get- ‘Tg in half their supporters from Philadelphia. May be that the party wisdom will be sufi- « ent to harmonize differences and bring ordeg ud unity out of chaos and division, and the eports to-day from the convention are rather favorable to that result. —_——_«es First it was Cadet Whittaker that was on trial; now itis West Point ttself, or soon will be. The trial of Ryan, the saloon keeper, who bas been arrested on a charge of perjury in connection with the court of inquiry proceed- ings, will bring out a good many facts that were not made public by that body, and some proba- bly that it intended should not be disclosed. In his eagerness to protect his patrons Ryan swore that none of the cadets had ever visited his gin Shop. This was farther than some of the cadet themselves were willing to go, and with the Penalties for false swearing before them several admitted that they had been In the habit of patronizing his place. On account of those ad- missions, and, a8 is supposed, also, on account of some Important additional clues obtained by the detectives, Ryan has been arrested and taken to New York, where he will be tried on a criminal charge. It is believed that when he sees that his ef- forts to shield others have brought him Into trouble, he will make a clean breast of it and tell all he knows, irrespective of who or what may be affected by his revelations. Those who pretend to know claim that before Ryan's trial fs concluded the world will learn a good deal more about the administration of affairs at the military academy than it ever knew before, and that the court of inquiry itself is likely to suffer somewhat in the estimation of the gene- Tal public. Whether these predictions be ful- Milled or not, there ts every reason to believe that when the case comes before the criminal court the investigation will be both searching and thorough, and that all the facts connected with the case will be brought out, if possible, no matter who may be damaged in consequence. ‘This ts as it should be. Whether for want of Jurisdiction and appliances, or for want of in- elination, the opinion is largely entertained that the inquiry so far has not been as sharp and exhaustive as it should have been. ———_—_--—____ The Loulsvillle Courier-Journal tagrees with ‘THE Svan that the democratic representatives In Congress have been false to the pledges made by the party at the St. Louts convention tn re- gard to the revision of the revenue laws, and ‘Says “it will be the duty of the Cincinnat! con- vention to reaffirm in stronger terms than ever the hostility of the party t@ the present tariff.” ‘This that body will probably do; but what will Such action amount to? The fact that the dem- Ocratic party has had the majority in both houses of Congress for some time past, and has as yet done nothing towards fulfilling the prom- ises made at St. Lous, shows how little binding force the platforms adopted at partisan conven- tions really have. In the light of this experi- ence, a reaffirmation in even “stronger terms than ever,” as our cotemporary proposes, i3 not likely to greatly influence intelligent and inde- Pendent voters.
