THE EVENING STAR. WASHINGTON. FRIDAY April 23, 1890. CROSBY 8S. NOYES....Editor. ———————————— fhe Evening Star has a regular, perma- published in Washington, and equal tothat of all the other daily papers here added to- gether. Se The Double Sheet To-morrow. ‘Tue Stax will appear to-morrow, a3 usual, in doubie-sheet or eight-page form of fifty-six columns, with an edition unprecedented In the twenty-eight years of its existence. Adver Users and newsdealers will please send tn their orders as early as practicable for the enlarged and extra edition. The number of new adver- Usements published in April thus far is 1447. In New York, Tilden compelled the adoption Of the unit rule, but his henchmen in Pennsyl- Vania are instructed to oppose It in that state. Why Tilden’s tactics should differ so widely in the two states Is a puvzle to a great many. The explanation is, no doubt, that he fs aware his forces cannot contro) the Pennsylvania conven- tion, and he wants to leave the district delegates to Cincinnatt at liberty to vote as they please, so that such districts as are for Tilden may sup- port lim. If he cannot get the entire delega- Uon, he Is willing to take a part of It. But the antu-Tilden men are in favor of the unit rule, and if they contro] the convention they intend to enforce it. All the delegates have been chosen 1o the state convention except tu two or three ‘small counties, and the anti-Tilden men claim a majority of seventy for their side. Tne Tilden- ites insist that they will have a majority, but they give no figures. Their action In proposing acompromise with regard to the Palladelahia contest indicates that they are not confident of suecess. The Tildenites cannot control the con- Vention uniess their contesting d ation from Philadelphia 1s admitted. All their hopes of success hang upon this. In order to get their delegation admitted the #hard struggle to control th enntested seats. In this fight the © sadvantage of being outside the pale of the ilar party organization. The men who «ompose the contesting delegation from Phila- J lphia took part In the regular party pri- 1 arfes, promising to abide by the result. They vere hardly beaten, whereupon they bolted and set up an outside delegatl upying the Sume relation to the party that Tammany does 1a New York. Therefore, the question of their lon to the convention involves party dis- y will make committee on are, at the im ciptine, and even papers that are friendly to Tilden hesitate to alvise action tuat would en- courage defeated elements of the party to coerce conventions to recognize them by bolt- ing. In the Interest of marty pine the convention will very itkely,, re 3 of the Tilden and ant-Tiiden fight, ant? the 1 delegation, and this will give the oppo: ‘Tilden the majority beyound all question. Queen Victoria fs highly displeased because of the liberal victory In Great Britain, and $he manifests ber displeasure by snubbing the lib- eral leaders. She summoned Lord Hartington to Windsor Castle and then refused to show him the attention that common politeness re- quired. Instead of sending a carriage to the Tallway station for him. as ts usual, she left him to find his way to her on toot, and at the castle he was treated more like an intruder than one of the first men of the kingdom sum- moned by the express order of the Queen upon important state business. The admtrable tact and good judgment which have hitherto marked the Queen’s course in regard to the affairs of the kingdom seem to have deserted her tn her Old age. The representatives of the party which has just “swept the kingdom” ina popular election cannot be put down even by a (Queen's frowns, and her display of ill-humor will not addto her popularity. She permits her per- Sonal feelings towards Mr.Gladstone to out- Weigh the popular demand that he shall be- come the head of the new government. All ar- guments have failed to move her from the determination that Gladstone shall not have the premiership, but tn spite of her opposition the public wish in this regard will probably be asserted in the end. The third-termers will have to revise their estimate of the Grant votes In the Chicago con- vention. They have been counting the delega- tious from the south, but Georgia and North Carolina have smashed this calculation. Tne reports from the Georgia convention are that Grant may get one vote in the delegation, but that it Is more likely to be solid against him. ‘The same tntluences that have been working agalpst Grant in Georgia will be apt to operate in Alabama, Mississippi, South Carolina and Tennessee, as the republican party tn these States Is made up of the same sort of material as in Georgia. In Lousiana Gen. Grant's friends are numerous, and they have been laboring industriously in his behalf for a long time. ‘Therefore he will, no doubt, get the vote of that State. But it fs evident that there fs a stronger anti-Grant sentiment among the republicans of the south than was supposed. The boys who didn't intothe recent al- Jeged railroad speculations in Congress are evidently going to make {t hot for those who did, if they possibly can. Whether there is to De an exposure of operations on the part of Congressmen so vast and scandalous as those Which were uncovered during the famous credlt mobilier investigation remains to be seen; but, if surfuce indications spell tutors there isa vein worth working some e not very deep down, ff It can only The ques- Uon is who willsink the shaft? And even it that should be done. there is reason for appre. hending that enough men who have had some Of the pork can be put upon the committee to make it one of concealment tnstead of discovery. But before it comes to that tt is possible a divide may be made which, in the eyes of the interes- ted ones, may make an Investigation unnec essary. Meantime it will be interesting to watch the maneuvers. A number of gentlemen in Missouri, calling themselves anti-third-term-republicans, have united in signing a paper pledgiag themselves, Ast, t© prevent {f possible the nomination for President of any man who has occupted the of- fice for more than one term before, and, 2d, not ‘to support such a nominee if placed In the field. ‘These thiugs the gentiemen ia question can do, nd doubtless will do, as they promise. But ‘they are negative achievements, entirely. What can they do aflicmatively? That {s the great Point in politics, as 't isin war. Can they and their iriends with ai. the recruits they can pos- sibly draw to their rinks, hope to carry the State of Missouri for any republican candidate that might be nominated, whether he had pre- Wiously held the oftice or not? If they cannot, And tt Is quite certain that they cannot, tt will Strike the disinterested observer that this Vallant lttle band Is making a noise entirely disproportioned to its consequence as a political Zactor. —~<re-—__. Maj. Reno wants to be reinstated in the army. ‘He claims that he has given the best years of his life to his country, and some of his indiscre- tions, to put it mildly, should be overlookad.— Exchange. And how about the hundreds of men in the Service of the government, who also have only given the best years of their life to tuelr country, but who have qualified them- selves for thefr positions at their owa expense? Numbers of these are dismissed the service evcTy year, without charge of indiscretions of kind belng made against them. Why ‘dot they also be reinstated? And why SLouldn't those of them who have grown old sind Infirm in the discharge of their daties be penstonea, instead of befng turned out poor and Lelpless, as well as the gentlemen who wear €paulettes? What is there sacred or superior, any how, in the military arm of a government En whieh, in theory at least, tue military 1s sub- €@ndinate to the civil branches?
