Editor. —— - fhe Evening Star has a regular, perma- ment, dona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that Of all the other datly payers here added to- gether. ———————————————— ‘Tilden on His Native Heath. ‘The Democratic clans of New York are gath- ering In Syracuse, and the outlook gives promise Of an exciting time. The chief interest centers in the regular convention because of the at- tempt that Is to be made to overthrow Tilden. His opponents, outside of the Tammany ad- herents, have mace a desperate effort to elect a Majority of the delegates to the regular conven- tion and the returns indicate that they have succeeded. The convention will consist of 354 members, of which the anti-Tildenites claim 214. ‘They give Tilden 149 and class 15 as doubtful. ‘The Tilden men fnsist that they will control the convention, but have given no figures since their estimate of last Saturday made up and published by the Albany Argus. This was that Of the 260 delegates elected up to that time 200 were for Tilden, 4 against him and 20 «donbtful. This was clearly an over- estimate of Tilden’s strength however, One cause of Tilden’s political weakness Is attributed to his rapidly falling health, but the conviction that he could not, as a candidate, carry New York has, more t anything else, contributed to swell the ranks of his opponents. ‘The papers which oppose him have ransacked y for evidence of his weakness. It 1s said that delegates who were chosen a3 Tilden men from New York city and Brooklyn have come to the conclusion that he ought noi to be nominated, and they will join in the movement against him. John Kelly evidently believes that his old enemy is down at last. On last Saturday primaries were held in New York city, and delegates from all the as y districts elected to the regular conventioi ly heads the delegation, and his plan is, In the event that the antl-Tildenites control the convention, 19 ask the admission of his party as the representatives of the city democracy, to the exelusion of both the Irving Hall and Tammany hall delegations. He will hardly suiceeed in this move, but if Tilden’s friends are beaten no doubt 15 entertained but that Kelly and a part of the Tammany delegation will be admitted to seats In the place of a pari of the Irving hall delegation. The opponents of Til- cen are working to harmonize the party, and one step in this direction they belteve can be accomplished by recognizing both the factions ip Whe city. Smith Weed, whose connection with the cipher dispatches was proven and ad- maitted, has been chosen as one of the Tilden leaders on the floor of the convention and this has disgusted not a few of the delegates who were inclined to look favorably upon a renomli- nation of the old tcket. Should Tilden be beaten outright and driven from the field he may retaliate by sulking tn his tent during the coming presidential canvass and his example would be followed, no doubt, by his friends. It ts going to be a very difticult task for the democrats to so manange their affairs as to please the opposing factions and bring them together. Tammany swears it will have no fellowship with Tilden and Tilden, vows he will not be associated polltically with Tammany. In order to have any show of suc- cess the democracy must have both Tammany and Tilden, and there's the difficulty. ———ore-__ Elsewhere will be found a letter from the Dt trict Commissioners to Assistant Treasurer W: man in regard to instructions Mr. Wyman gave to Mr. George W. Beall, of the spectal asse33- ment division of the District goverament. ‘Without entering into a discussion of the merits of the controversies between the Treasurer's office and the District government it may be Said that the Commissioners are quite right in resenting the offensive, impertinent and insult- ing tone adopted by that office in dealing with them. The Commissioners are officials ap- pointed by the President and confirmed by the Senate for the government of this District and they, as well as the people they represent have @ right to demand the consideration and official courtesy due their position. They certainly cap insist that subordinate employes of the ‘Treasury shall not be permitted to snub them after the insolent fashion of Mr. Wyman’slet- ter. The Senate committee on finance having Sven its sanction to Senator Eaton’s bill pro- Viding for the appointment of a commission to examine into the tariff system and report to Congress what changes should be made, {t 1s quite likely that it will become a Jaw, and that nothing beyond this bill will be attempted, tn the way of tariff legislation, at the present ses- sion. It has been demonstrated that there is a Clear majority in the House in favor of certain tariff modifications, and the general impression is that there are votes enough to put through a measure for a proper revision of the tariff. But this majority ts powerless before the autocratic Ways and means committee, and will, perhaps, be driven to the adoption of some expedient that the protectionists will consent to. There is scarcely any doubt, too, but that a majority Of the Senate would vote to make some whole- some teriff changes, but the ways and means committee have the whole subject within their grasp. and many seem to think that the best thing to be done, under the circumstance is to provide for the commission. The third-term managers are astute politi. clans, but there is an inconsistency appearing in their canvass which even they will find it hard to smooth over. Inthe north one of the main arguments that has all along beea used tn favor of Grant's nomination is the need of a «strong government” to keep the revolutionary South in subjection. The whole argument tn favor cf a strong government rests upon sec. Uonal issues. There is no question of the loy- alty and peaceableness of the north. They have called upon both Tilden and Kelly, and made an energetic representation of the sufcidal nature Of the present quarrel, but up to the present Writing their efforts seem to have been as in- effectual as those of the New York democratic union in the same direction.
