THE EVENING STAR. DOUBLE SHEET. WASHINGTON. SATURDAY... -April 17, 1880. CROSBY 8. NOYES.... Editor. than doubie that of any other daily payer Dublished in Washington, and equal to that Of ali the other daily papers here added to- @ether. —————————— ‘THE Bran is connected with the wires of the Na- onal Telephone Exchange snd with the Western Union Telephone Exchange. Both these sgenciea ean therefore be availed of in sending to Tue STAR ‘Sdvertisements, orders for the paper to be served, news, or any information, at any hour of the day free of charge. These facilities are a great conve- nience, and will be appreciated by the customers of ‘Tas Stan. Footings of the English Electio Elections for Parliament have been held in all the constituencies of te United Kingdom except three, which return one member each, and full returns have been recetved from all, with the exception of a single constituency in England. The returns show the electioz of 616 members, of which the liberals have 349, the conservatives 235 and the home ruleis 62. Tre elected members are divided by party avd na- Uonal Mnes as follows:—England returns 204 conservatives, 283 Hberals, and no home rulers; Seotland 6 conservatives, 5! lloerals, and no home rulers; Ireland, 25 conservatives, 15 libe- rals, and 62 homeraler3, Of members already elected the Iberals have a plure'iiy of i14 over the couservatives, and a clear ma- jority Of 52 over conservatives and home rulers combined. The opposition to the Present ministry—lberals and bome rulers fogether number 411, a majority of 176 over the supporters ofthe government. These Sgures Indicate the foree of the change which Popular sentiment in the kingdom had under- gone since the previous election. Tae three constituencies yet to elect are In Scotland, and they will, no doubt, return two liberals and one conservative. In fact. in one of them, Orney and Shetland, the Nberal candidate has a walk over. The English constituency not yet heard from was represented in the last parliament by two conservatives, and should it maintain that ‘Status, oe there will be, in the next pariia- ment 351 liberals, 235 conservatives and 62 home rulers, a clear liberal majority over all of 51. In the recent elections, as compared with the last parliament, the conservatives have lost 107 seats tn the kingdom, ss of which were in Eng- Zish constituencies where the government counted upon making gains. The I 292 seats and the home ruler: It will strike the public that there has been little too many dismissals in the cases of prose @ution for selimg oleomargarine in Washing- ton. Either the law ts defective or the proper ‘Sllicers are lax In enforcing tt. But, in either case, there ought to be a reform, and that speed- ily. If the law ts inadequate for the protection of the public, It should be amended at onee; If the officials are shirking they ought to be made to feel the sting of an outraged Popular sent ment. The Interests of society require that t law should be so framed or construed as to make the fact of having of oleomargarine tn possession for sale prima Jsacie evidence of knowledge as to {ts character. There would be no hardship inthis. There 1s little doubt, in- deed, that those who expose it for sale invart- ably know exactly what it is. Tne case dis- missed tn the police court yesterday is almost conclusive evidence on this point. Although {t could not be technically proved, it was evident to the dullest under Standing that the woman under arrest and dis- charged was knowingly guilty. She represented herself as a country woman, selling the product of her neighbors living near Mount Vernon. ‘Yet it turns out that she bought the stuf! from a dealer in Alexandria, who in turn admittad that he bought it in Baltimore, belleving tt to be genuine butter. According to her own show- ing, she was practicing a fraud on her custom- ers In selling as the product of her neighbors what she had in fact bought from a eity dea'er. ‘She was therefore entitled to no doubt or char- {table construction of law. Her dental that she knew it to be oleomargarine was entitled to no Weight whatever; and as {t appears that this ‘Was her cecond offence of the kind she ought to have been severely dealt with, even if the dealer from whom she bought It was allowed to escape —and on this point there ts grave reason fo doubt. oo —_____ TLe remark made by Cadet Whittaker that ue is “aware that but little truth Is to be found lo the newspapers even after many sittings raises the tnquiry a3 to what opportunity he has had for becoming “aware” of these thing: He was rather a callow youth when he went to the academy at West Point. and everybody knows that the course of study there is not made up largely of newspapers or DeW=}aper clippings, or the country would have petter results from it. Where, thn, did the young Student acquire the to*rmation whtch would justify such a slur? It looks very much as though the OFservation was volunteered for Duncombe, ——_$_~--____ ‘The special dispateh to Tue Stak giving the position of Mr. Tilden is from a contidential triend of the Gramercy Park statesman, and tt may be accepted as entirely reliable. From this autuoritative statement it appears that Mr. ‘Tiiden will not withdraw; on the contrary, he 15 making “the most earnest though quiet polit!- cal contest of his life” to crush out John Kelly- ism In New York politics and establish his own supremacy. To surrender to or compromise with Kelly he holds would be as fatal now to the democracy as “a surrender would have been by the regular state convention to Mr. Kelly's Secession convention last fall at Syracuse. ———— eee The resolutions adopted by the Massachusetts republican convention are noticeable for the ab- sence of everything of a “bioody shirt” nature. ‘They “deplore the existence of sectional strife and animosity and of parties bound by territoriai ines.” This is a new departure for a political convention. It has been the rule in both par- Ues since the war to make sectional questions $2.00,85.00, At LINCOLN AS HALL, Mt P Under th f the thea of the Dietnet of Gok Zz ere will discuss the Irish Questivi land are invited to attend of fun for the little fol sny Drug Store. If the example set by the Massa- chusetts republicans fs followed the country will be treated to something new in the way of political resolutions. ——_\_~<. A smart citizen of Michigan subseribed $25 for ‘the building of a church, and when called upon to pay it he refused, saying bis subscription was made on Sunday, and under the state law pro- hibiting the transaction of any business on that day the contract was vold. He was sued, and the case went to the supreme court of the state which, the other day, rendered a decision that compelled the smart citizen to pay the $25 and all the costs of the sult. The court held that a3 the law allowed works of charity and necessity to be done on Sunday. the subscription to the church came properly under the head of charity and the man must pay. The enactment of the Jaw was attributed to the influence of the chureh people, and the subscriber, who did not approve of it, put down his name to the subscription paper with the purpose of showing the church how the law might operate aga'nst it. He did Bot intend to pay the mon —___—__.e__ Upon the basis of the elect/ons of delegate3 to Ube state democratic convention in New York. held up to the present time, the opponents of ‘Tilden claim that the majority will be against him. The delegations from New York and Brooklyn are for Tilden, but outside of these cities the antl-Tildenttes are working with al! thetr might with the hope of slaughtering the old man. Should the anti-Tilden democrats of the country districts control the convention, it ts not improbable that they will adopt a resolu- tion excluding both Tammany hall and Irving hall delegations from its deliberations, unless they consent to terms of “harmony.” —_——_—__--____ ‘There are siz and one-third columns of new advertisements in THE Srar to-day, equal ‘searly to one entire page of the paper.
