THE EVENING ST WASHINGTON. MONDAY.. .«.. April 3, 1890 CROSBY S. NOYES.... Editor. fhe Evening Star has a regular, perma- ment, bona fide daily circulation more than doubie that of any other daily paper published in Washington, and equal to that of all the other daily payers here added to- gether. ‘Tue Stan is connected with the wires of the Na- tonal Telephone Exchange and with the Western Union Telephone Exchange. Both these agencies ean therefore be availed of in sending to Tur SraR Sdvertisementa, orderé for the paper to be served, ews, or any information, at any hour of the day free of chare. These facilities area great conve- mience, and will be appreciated by the customers of ‘Tue Stan. An Oswego (New York) editor addressed a circular letter to the democratic papers of the state, asking their opinion as to the advisabil- ity of renominating Tilden and as to the senti- ment in the counties where the papers are pub- lished, respectively. Seventy replies were re- ceived from that number of democratic jour- nals published In fifty counties. Only thirteen of the replies were favorable to Tilden, and sev- eral of them in a qualified manner. Fifty-seven democratic editors recorded themselves and the journals they control as unalterably opposed to ‘Tilden’s renomination, and asa rule they gave” the opinion that he could not carry the state. With but few exceptions, those who returned replies untavorable to Tilden expressed the opinion that very many democrats would vote against him even if he were made the nominee Of their party. This exhibit probably startled Mr. Tilden’s friends and supporters in the state. It shows that the opposition to him comprises @ majority of the party, and the influential por- ton of It, too. It shows, also, that Mr. Tilden occupies a very different place in the estima- Uon of bis party from that held by him In 1s7 ‘Then the democratic papers, with few excep- tions, were doing battle for him; now the against him. The replies recelved did not in- clude any of the metropolitan papers, the In- quiry being directed to journals outside New York city and Brooklyn. ‘The estimate of the liberal leaders in London, based upon the latest returns from the elec- tions, is that they will have a clean majority of eighty in the new Parliament and tneluding the 6) home rulers they count upon a majority of 140 votes. There were elections for 352 seats last_ week, of which the conservatives only car- ried 137. There remains 26s seats to be voted for and the Mberals expect to carry 150 of these. ‘This esimate fs no doubt based upon the most favorable outlook for the opposition and the chances are that they will fall below it. It is evident, though, that they will have a working majority, and the interesting question now is who will be called upon to form a ministry. The man who 1s entitled to the premlership is Mr. Gladstone. He has led his party to victory, but there 1s some reason to believe that he does not desire to again assume the responsibilities and annoyances of leader- ship. It ts rumored, too, that through Beacons- fleld’s influence, the Queen will be Induced to summon Earl Granville to form a ministry. The result of the election fs a sad disappoint- ment to Lord seaconsfield. He 13 too old to entertain a reasonable hope of an opportunity to reverse, in the future, the public verdict now Tecorded against him. Were hea younger man it would be safe to count upon his coming to the front in public affatrs again, but with the weight of years upon him he must retire for good now ——_——_—_---____ It appears that the hotel proprietors of Cin-. cinnatt have arranged a special schedule of Prices which Is to be enforced during the sitting of the democratic convention. Written appli- Cations for rooms during the convention have brought forth replies that expose the intention to demand excessive prices for accommodation. In one instance a small hotel demanded $3 per. day fora single room. The first-class hotels have all been engaged by the friends of the va- riouscandidates for the nomination, and this opens the way forthe smaller establishments tomake the convention a profitable thing to them. ‘The Grant republicans in Massachusetts are worklog industriously for their candidate, and it is claimed with encouraging prospects. They have issued an address in behalf of Gen. Grant, and it is signed by many of the Intluential mem- bers of the party. The antt-third term repubil- €ans are divided among Blaine, Sherman and Edmunds, with a few for Washburne, and this adds to the prospect of a victory for the Grant men. It is believed that many of the Edmunds men will ultimately go over to Grant, and upon the whole the outlook fs rather favorable to a grant delegation from the old Bay state. ——---—____ Mr. John Swinton, the communist, brings his boom to early and abrupt grief by notifying his followers that he cannot be their candidate for President, because the Constitution requires Yhat the incumbent of that office shall bea native of the United States, whereas he was born in Scotland. The point might be made that the Constitution doesn’t prevent any one from being a candidate and running all he wants to, which will meet all the requirements Of Mr. Swinton’s case completely; but the point We wish to emphasize {s the fact that Mr. Swin- ton and his tlk recognize such a thing as the Constitution at all. That is encouraging The total amount of subseriptions to the Par- nell Irish relief fund recetved by the committee in New York city was 160,396. This, however, does not represent the entire collections by Parnell ou his tour through the country. In Boston, Chicago, St. Louls and other large cities the collections were sent by the local com- mittees direct to Ireland, and therefore did not Pass through the hands of the New York com- mittee. Through Mr. Parnell and the New York Herat? the people of the United States haye contributed to the relief of Ireland con- Siderably more than half a million dollars. —-<+e-—___ The paper monopolists have rather overdone the business of forcing up the price of paper. ‘The proprietor of the Chicago Tims has headed @ revolt against the monopoly rule, aad has closed a contract with a Montreal firm for tons of printing paper. He finds it cheaper, or at any rate preferable, to pay fretght and duties on Canadian paper rather than submit to U 000 y that in a thought nd his in- fuenge, it was suppo: rted with the committee.on elections to keep Washburn io. Mr. Abram S. Hewitt, on behalf of Mr. Til. den, now declares that the latter has not tnter- fered “in the slightest degree in the matter.”* —_-~re-__ According to a Washinzton dispatch to the N.Y. Frivuw, a prominent and well-informed Yepublican of Chicago has written here that General Grant’s friends have been cautioned ‘Within the last few days to “look ont for Wash- burne,” evidences having come to Itght that the ex-minister, or somebody in his behalf, 13. skill. Tully working up a “boom” under cover of the Grant movement, which bids fair to become formidable before the convention assembles, ‘The Tribune correspondent also gives a report which he says “1s not without grounds for Credibility,” that the Edmunds movement is betng manipulated by Grant men, chiely for the purpose of antagonizing Mr. Blaine in New England. It ts about time tn the campaign to expect to see a good many charges and counter- charges of the practice of Chinee tactics “cal- Culated to deceive” by the boomers for the dit- derent presidential candidates, ion in Rhode Island will ‘be held on Wednesday, the 7th instant. State ©Ncers, members of both branches of the legis Jature, and some local ofticers will be chosen, and a proposed amendment to the constitution ‘Will be voted upon. There are four state tickets An the field: republican, democratic, prohibition @nd greenback. The proposed amendment to ‘the constitution isa new article, providing that ‘In future no registry tax shall be assessed, nor Shall the payment of such tax, nor the perform- ance of military duty be required as a qualitica- tion of an elector. In the legislature elected ast year the republicans had twenty-one ma- Jority m the sepate and thirty-stx in we house, HOSE WHO DESIRE TO GO THUOUGH & course of GERMAN may join a class just b arranged.
