THE EVENING STAR. eae THURSDAY Api ”~ €HOSBY S. NOYES....Editor. SSS fhe Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper Published in Washington, and equal to that Of all the other daily papers here added to- gether. ‘The Double Sheet on Saturday. ‘The double sheet of fifty-six colurmns on Sat- urday will be an interesting number, and as usual an extra edition will be printed. Adver- Users and newsdealers will please send in their orders as early as practicable. The number of new advertisements printed in March was 1,905. Increase over last March, 1:37. In- crease for January, 105, and for February, £24. Total increase for the three months, 366. Total number of advertisements printed this year, 4,982. A Blundering Commitice. The ways and means committee occupy a most unenviable position before the country. ‘Their every act {s regarded with suspicion and their motives are even criticised unsparingly from all quarters. The sudden change of bas upon the tariff question has called forth com- ments which show the general estimation of the committee. The resolution to place paper and articles used in its manufacture upon the free list Is almost universally pronounced a de- lusion and a snare. It 1s sald that the protec Uontsts do not {Intend to permit any such mea sure to get before the House; that they could not longer defy publte opinion by openly oppos- Ing the placing of these articles on the free list and therefore they engaged in a scheme to de- feat It by duplicity; that their.purpose Is to load the resolution down with tron rails, salt, sugar and numerous other articles so as to kill ft in committee. Even if this charge be true ft ts doubtful ff the seheme ean be successfully carried out. It cannot if the antt-protectionists stick together. The ob- ject of the latter is to get the question before the House, where, they belleve, it can be pass- ed. Therefore, they will vote to report the measure, ho matter how it may be patched or Joaded in committee, leaving the duty of sepa- rating the good from the bad tothe House. Hay- Ing once voted to place certain articles ou the free lst, the protectionists on the committee cannot, for the sake of consistency, vote against it either in committee or in the House. Unfortu- nately for the commi tee, even if {t means well in a measure, the public wiil not give it credit It has brought this upon ti- self by usurping the functtons of the House and in finally disposing of bills, and the general con- demnation visited upon !t ought to deter other committees from the commission of the same biunders. —~-____ The dritt of democratic sentiment tn Penn- Sylvania seemsto be clearly against Tilden, and the opposition to him will be emphasized at the coming state convention. The best evi- dences of party feeling in the state force this conclusion. The contest for party leadership between Senator Wallace and Speaker Randall has tntensified the Tilden fight, but even tf no such controversy existed the indications are that the Pennsylvania democrats would not choose Tilden fora leader again. This conclu- sion fs not based upon the numerous calcula- ‘tons of the respective partisans of Wallace and Randall but upon the expressions of payty pa- pers and impartial statements of observing men. For instance, ex-Representative Matsh, of York, says “Tilden has nochance whatever in Pennsylvania.” He said that Tilden was not only exceedingly unpopular with the democrats Of that state, but they are satisfied he could not be elected President; that the Pennsylvania de- mocrats “despise Tilden and his methods.” Mr. Maish, though friendly to Speaker Randall, takes no part in the factional contest going on in his party, and therefore his judgment about ‘Tilden is not biased. He expressed the opinion that the state convention would send an unin- structed delegation to Cincinnatl, but that it would be overwhelmingly against Tilden be- cause of the conviction that he could not be — <--- The preposterous effort made by. by one tele- graph company to prevent by an Injunction, the wires of a rival corporation from being car- ried through one of the streets of New York occupled:by Its own lines, was properly and ef- fectually sat down upon by one of the judgeszot that city on Monday, as soon as the case came fairly before him. So monstrous an attempt to crush out legitimate opposition and thus hold the public at the merey of its greed, shows the spirit of the monopolizing corporations that are now strangling nearly every material interest in the country. Not only that, but it demon- strates in so plain a manner that {t cannot be misunderstood by any honest and inteiligent person the need of constant and active compe- tition fn any branch of business that affects the public welfare in so vital a manner as do the operations of such vast corporations as our great railway and telegraph lines. And be- tween these corporations, it is to be observed, there ts little to choo: They are all altke, under the same set of circumstances. Elther Seeks only to crush the other out, by fair means Or foul, and without any regard for any inter- est the public may have tn the tssue. In fact, as things go, as between such corporations and the public there appears to be no longer a_mid- dle ground of mutual interest. Etther they or the people must be supreme, and the people have no other hope than in the assertion and maintenance of their supremacy. A monopoly demands everything and concedes nothing. The elections held so far for ish Parliam: 3 In_the Brit- ent indicate that the boom Is with the lberals, and they are jubilant, while the conservatives are very much discouraged. Re- turns recetved in London up to 12 o'clock last night show the election of seventy-nine Itberals to fifty-three conservatives, a net gain of six- teen for the former. The opposition had not Calculated upon gaining such decided advantage early tn the elections, and therefore are they jubilant at the prospect of a victory that will to power in the government. It > for the conservatives yet to turn the Ude against them and carry seats enough tn the remaining elections to save themselves, but it will be uo-hill ‘The prestige of proba- Die success ts now with the liberals, and that counts for a great deal. The signs point to the enforced nt of Braconstield, and the defeat, under the circumstances, will detract from bis fame. He nade the vindication of his Policy an issue in the canvass, and the defeat of his party will be equivalent to a vote of cen- sure by the peopie. Mr. Gladstone announces that he has no ambition to again become the head of the government. He says that in the event of party success he will follow the lead- ership of Lord Granville or Lord Hartington. ——— ee Minister.Noyes has recently returned to his post in Paris after a tour of between three and four months in Asia and Africa, Next, Minls- ter Maynard, shortly after getting back to Con- Stantinople from a long leave of absence home, left again on an extended tour, and 1s at pres- ent junketing in Egypt; and now ft is an- nounced that Minister Kasson ts coming home from Vienna to look after the next elections in Jowa. This isthe sort of thing that makes a §00d many people think our whole diplomatic ystem might as well be dispensed with, and its £0 called duties turned over to our consuls. As & rule those ofticers are useful, and earn their Salary, which ts more than can be sald of most Of our foreign ministers, or, perhaps, of any of them. ——__---____ ‘There fs journalism and journalism. The Wasbington correspondent of the New York World, who each week sends to that Paper a Column or so of social matter stolen from Tas Srax, prints sixteen paragraphs in its issue of Monday under the head of ‘Easter Week at the “apital,” of which eleven are copied almost ver- ‘tim from the columns of this paper.
