EVENING STAR. WASHINGTON. FRIDAY March 26, 1880. CROSBY 8. NOYES....Editor. = = fhe Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal te that of all the otherdaily papers here added to- ‘The Double-Sheet To-morrow. Advertisers and newsdealers will confer a favor by sending in their orders as early as practicable for to-morrow’s enlarged and ex- tra edition. The number of new advertise- ments thus far printed in March reaches 1,495. ‘The issue of last Saturday was the largest regular one ever printed, necessitating a second edition to ll increased orders. —~+-+_____. Missouri may be classed among the states that are certain to send Grant delegations to the Chi- cago convention. Some of the republicans of the state, headed by the chairman of the state Committee, undertook to stem the Grant cur- rent, but it overwhelmed them and they suc- cumbed. The test of the relative strength of the two factions was squarely made, and leaves no doubt as to the popular feeling in favor of Grant. The anti-third term members of the State committee revolted at the action of the majority in calling a state convention at Sedalia, and issued a call for another meeting of the committee. They labored diligently to work up anti-Grant sentiment, and in justifica- Uon of their movement, charged that the third- termers had obtained control of the committee at it's regular meeting by unfair means and usurpation. With all their exertions the op- ponents of Grant were able to rally only eight members of the committee at their called meeting, and half of these were proxies. This was just halfof a quorum, and with two exceptions all present expressed them- selves in favor of acknowledging the legality of the call for the Sedalia convention. The Grant sentiment was so overwhelming in the party that no interest whatever was taken in the called meeting of the committee, outside of the few who had engineered the movement from the first. The only republican opposition to Grant having any force or Influence whatever, seems to be confined to St. Louis, and even there it isin the minority. Ex-Chairman Shields and ‘the others of the committee who were dissatisfied with the action of the majority, In abandoning their attempt to control the party machinery, stated that they had no prejudice against Gen. Grant, and would cheerfully support him if nom- inated. As the anti-Grant republicans have made their most determined fight in Missouri, - going to the extreme, even, of threatening a bolt, this decisive victory of the ex-President’s supporters will, no doubt, give new Impetus to the boom alloverthecountry. For all that, the State of Missouri Is not likely to vote for Grant if he is nominated. Until all the details of the matter are made known it will be difficult for the public to under- stand on what principles of law or equity itis proposed to settle the District of Columbia’s tax bill of $136,826.12 against the Baitimore and Ohio railway company for $75,000. And even after thefprocess had been explained it is not likely that the result will be viewed with satis- faction by taxpayers, the most of whom have been compelled to pay their bills to the utter- most farthing. It is stated, we know, that the difference between the two sums named repre- sents penalties, interest, alleged excessive as- sessments, &c., and we believe similar claims have been set up in behalf of some other com- panies or corporations who have allowed their taxes to be in arrears for several years. Upon precisely what ground these claims are based we have no means of knowing, but tt is a well known fact that such considerations have no weight with the authorities in the cases of private individuals, who are compelled to settle their tax bills promptly, and witnout abate- ment, whether they are able or willing to do soornot. There may be some valid reason for the proposed reduction in the case referred to and in others like it, which do not apply to citi- zens generally, but until they have been fully ‘Set forth it is safe to assume that they do not exist. The remark made by a correspondent of one of the Baltimore papers that the proposed settlement above cited “‘is satisfactory to both parties” is nota healthy sign. We have observed that whenever the managers of rich and power- ful corporations are satisfied the public is gen- erally the sufferer in some way. ‘The rumor that the Grant managers were seriously considering the expediency of substi- tuting Senator Edmunds for the ex-President has been extensively circulated during the past ‘two or three days, but as yet nobody pretends to give any authority for it. The name of Sen- ator Don Cameron has been mentioned as one of the leading Grant men whose faith in the popularity of his favorite was weakening; but this is only stated as rumor. There ts no pre- tense that Senator Cameron has authorized any such statement or has said anything to warrant {t. Taking the rumor in the various shapes in which it has been published and ft seems to Test upon nothing but speculation. It was an- nounced that Senators Cameron and Conkling ‘among others had visited ex-Senator Simon Cam- eron at his home in Pennsylvania. This set the news-gatherers agog and speculation was mife as to the meaning of this visit. It was timidly suggested at first that it meant a con- Sultation with regard to the candidacy of Ge Grant. Nobody contradicted this and specula- tion grew bolder, asserting that signs of Grant’s Weakness had alarmed his friends and they were casting about for a successor to him with the view of withdrawing the ex-President. It is known that the relations between Senators Cameron and Blaine are very cordial, and there are very good reasons to believe that the former would support the latter if Gen. Grant should be withdrawn. This supposition, at least, rests upon as solid a foundation as the much-cireu- Jated rumor about Senator Edmunds. ee ea ‘The New York papers are discussing the ques- tion whether Williamson, the anonymous let- card fiend, recently arrested in knave ora fool. We do not see n be any doubt that he is a knay pure and simple, except in so far as all kn: may be sald to be fools. Some of his notes to Dr. Dix, published since his arrest, show the Purpose of his persecutions to be blackmatl, and nothing else. It appears furthermore that he Played the same game fn London In 1873, and that he was there and then sentenced to one year’s imprisonment for his offence, about the character and intent of which there was no doubt. It is shown also that he led the life of confidence man in Geneva for several months in 1812. There 1s, indeed, every reason to be- Heve that he is a fraud and nuisance of the Worst sort, and that his proper place 1s in pri- ‘80D at hard work.
